Greenpeace expectations for barcelona climate talks

Publication - 2 November, 2009
Government officials meeting in Barcelona from 2-6 November 2009 will talk about climate negotiations as the last set before the climate summit at Copenhagen in December.

Executive summary: Industrialised countries have refused to take the leadership they have promised. Most of them have come forward with scientifically inadequate emission reduction targets – or no targets at all – and they are still failing to make any serious finance pledges, despite having promised finance for developing countries since 1992. The lack of political will from industrialised countries has created a deadlock in the negotiations. Barcelona is the last set of negotiations during which industrialised countries will have a chance to make progress before the climate summit in Copenhagen in December 2009.
