Letter to foreign ministers of the NPT

As you will be aware nuclear Non-Proliferation Treaty (NPT) member States will meet at the third and final Preparatory Committee (PrepCom) meeting in New York before the 2005 NPT Review Conference (RevCon).This PrepCom will be an important test for the international community with respect to moving forward effectively on nuclear non-proliferation and disarmament. At the last Review Conference in 2000, consensus was only just achieved on a series of 13 "practical steps for the systematic and progressive efforts to implement Article VI of the Treaty". Four years on, much has changed in the world and the prospect of any of these steps being fully implemented seems less likely, although the need has increased dramatically. Greenpeace believes that this momentum must be regained and identifiable progress made on the '13 steps' at the PrepCom.
