Since all countries are responsible for the international waters of the high seas, governments must work through the United Nations (UN) to uphold the moratorium on bottom trawling.

However, despite governments acknowledging the devastation caused by bottom trawling, many lack the political will to adhere to the moratorium.

In order for seamounts in the high seas to survive, governments must support the moratorium call on high seas bottom trawling at the UN level.
