Greenpeace today warned that adoption of Howard's 'aspirational' targets would put back progress on combating climate change by 12 years.
"In 1995 the world community agreed that voluntary, aspirational targets were ineffective and, as such, negotiated the Kyoto Protocol which includes binding emission reduction commitments. To return to aspirational targets would throw away 12 years of progress," said Greenpeace energy campaigner Ben Pearson.
"John Howard is using the APEC meeting to dress up his lack of climate action ahead of the elections and George W Bush is doing the same thing in the USA. If they were actually serious about climate change, they'd be going for the effective legal framework of Kyoto rather than harking back to something the world rejected 12 years ago.
"Like Bridget Jones, John Howard 's "aspirational" goals are just that - a vague hope with nothing to achieve them.
"Howard is going to 'the edge of reason' to try to deflect criticism of his utter lack of action on Kyoto. His aspirational strategy would continue to allow industry to escaptebeing responsible for cutting emissions.
"The upcoming APEC meeting in Sydney is the opportunity for the Prime Minister to stop dabbling around the edges and making a serious commitment to addressing the greatest challenge facing us and future generations."
