Is the KYOTOplus target achievable?
Yes, KYOTOplus can be achieved.
Green policies, programs and existing technologies can get us to
the KYOTOplus reductions.
But cutting emissions at least 25 per cent from 1990 levels by
2020 won't be easy. It calls for a Climate Action Plan that
includes:
Carbon Pricing:
- A minimum price on greenhouse gas emissions of $30/tonne by
2009 across the economy
- Increasing the carbon price to at least $75 a tonne by
2020
- A cap-and-trade system for industry with caps on the permitted
level of emissions set by government every year. Caps should be
reduced regularly.
Instruments:
- Regulations to reduce greenhouse gas emissions from vehicles,
buildings and other significant emissions sources;
- Incentive programs to reduce emissions by supporting green
technologies;
- Regulations requiring vehicles to meet or exceed California's
clean car standard;
- Measures to ensure a massive increase of energy
conservation;
- Use of all low-impact renewable energy options in Canada;
Adaptation:
- Measures to minimize climate change impacts on Canadian
citizens;
- Measures to minimize impacts of climate change on biodiversity,
including large-scale protection of natural ecosystems;
- Guaranteed funding to fighting global warming in poor countries
so Canada provides a fair share;
- Annual, independent audits of Canada's progress towards its
greenhouse gas targets so action plans can be strengthened;
and
- Full information to Canadians on emissions, caps, trading, and
other actions to reduce greenhouse gas emissions.
