The aim of this report is to share information about what strategies have worked in U.S. localities which are similar to Hong Kong. The report does not suggest that Hong Kong has been historically responsible for an amount of pollution similar to the United States or to suggest that the Chinese government is shirking its global responsibility as the U.S. government under the Bush administration has done. It serves as examples of available options to the HKSAR who can then have a better understanding of the possibilities to tackle global warming.
