Dear Secretary Rice,


You are expected to arrive to Prague, Czech Republic in coming weeks to sign agreements between U.S. government and Czech government on the proposed deployment of the GBR radar as a component of National Missile Defense (NMD). We wish to express our strong opposition to the placement of this radar on the territory of Czech Republic. We are convinced that this project serves the purpose which is not compatible with the peaceful, fair and sustainable development of the world and that as such it provokes new nuclear arms race with the projection of weaponization of space, as it stems from available documents.

We believe you must have heard that about 70% of Czech citizens oppose this project from various reasons. You may also have heard that we, activists of Greenpeace were waging a protest against this plan by occupation of the height point (Kota 718) where the radar is deemed to be located.

We wish to inform you herewith that since the Czech government has been ignoring the voice of the Czech people and continuing in pursuit of this project despite of not having received a mandate for it in the last parliamentary elections, we decided after 36 days of permanent occupation to apply the right of self-determination and declared on June 2, 2008, an independent state on the ground of land where the radar base is to be built and give it a name, Peaceland.

We sought and found inspiration from founding fathers of one of the United States of America and followed their words: … when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.

The state of Peaceland is a consequence of fundamental difference in perception of global and national security and preservation of peace between the Czech government and the citizens of Peaceland. Unlike the Czech government, we strongly believe that global security and other very serious challenges waiting for humanity to be solved cannot be tackled through the development and deployment of ever more sophisticated weapons.

On June 3, our formal declarations were sent to all constitutional representatives of The Czech Republic. Over the course of a week Peaceland was emerging as a thriving and self-sustaining state. On June 9, catastrophe struck when the Czech Army invaded Peaceland and drove out its citizens.

Even though the citizens of Peaceland have been deprived of their new homeland they still consider Peaceland as their own country independent on the Czech Republic.

 We therefore call on you Ms. Rice to cease the discussions and negotiation on the deployment of the GBR radar with the Czech government which no longer exercises the governance over the territory of Peaceland. We expect your respect to the principles of democracy and no act against the interest of citizens whose goals are different from those represented by military interests behind the project of GBR.

We would be very happy to meet you during your Prague visit and discuss the issue of the missile defense and global security.
