Members of Greenpeace East Asia hold a report titled "Who is Responsible for Nuclear Disasters?". The report provides a global study on nuclear liability laws and compensation. According to the report, compensation by the Taiwan state-owned operator, Taipower Co. (USD $140 million) is the lowest among developed countries. Greenpeace and the Green Citizens' Action Alliance deliver the report to Taipower while outside activists unfurl a banner reading "Will Taipower Pay for the Loss?". Greenpeace is urging Taiwan to stop the construction of Nuclear Power Plant Four, and opt for a more sustainable future.
