I would tackle the problem on a one to one basis as such.
Encourage every household to incorporate
green power...solar panels collectores to harness solar power for heating water, and for heating homes if necessary.
The unused kilowatts in turn would be stored up and could be sold to power companies.
The government would encourage this by offering tax credits for installation of
all green power solar panels, wind power, etc.
This would generate the economy and reduce green house gases.
We have had this knowledge since the 1970's it upsets me that it has been ignored until recently.
