A letter from the Egyptian government to the tug of the toxic waste ship Clemenceau, questioning the legality of the shipment under the terms of the Basel convention, which prohibits transport of toxic waste to the developing world.The French government has been trying to exploit a loophole under which ships like the Clemenceau, which contains asbestos, PCBs, and other toxics, are not declared "waste" until they arrive at shipbreaking ports in Southeast Asia, where they are dismantled by hand in fatally unsafe and environmentally unsound conditions.
