There is an urgent need for bold action on a global scale to bring greenhouse gas emissions down as close to zero as possible by mid-century in order to avoid catastrophic change - and all countries will need to participate in this effort. One of the most crucial issues in future agreements will be the question of who does what by when. The answer to this question will need to be built on principles of fairness and equity.
