A 1999 memo from Dr. Mohamed ElBaradei of the International Atomic Energy Agency assuring Belgium it can export nuclear technology to Pakistan without worry -- there was no evidence that any material had been "diverted for military purposes." Belgium in the end did not export the material. Pakistan, as it turned out, was diverting quite a bit of nuclear material for military purposes, right under the nose of the IAEA.
