Bringing the international whaling commission into the 21st century

The International Whaling Commission (IWC) has been deadlocked for many years. The resulting entrenched dispute about whale hunting and conservation and the role of the IWC in the 21st century dominates discussions and prevents important steps to be taken to address the growing range of threats to whales including fisheries bycatch, ocean noise and climate change.
