On December 31, 2004, the decree of the RF Government 1737-p was
signed on designing and construction of an oil pipeline system on
the route Taishet (Irkutsk region) - Skovorodino (Amur region) -
Perevoznaya Bay (Primorsky Krai) with the total capacity of 80
million tons a year ("Eastern Siberia-Pacific Ocean" pipeline
system) and with the cost of 10.75 billion dollars.
We'd like to remind you that "Eastern Siberia - Pacific Ocean"
oil pipeline is going to be constructed in the Baikal drainage
basin through the Baikal rift zone, in the epicenter of earthquakes
similar to the ones in South-Eastern Asia (9 magnitude on the
Richter scale). Our demand to remove the route from the drainage
basin of Lake Baikal, as well as other demands of regional
ecological non-governmental organizations were not taken into
account by the customer of the project.
By reducing time of the state environmental impact assessment,
not urging Transneft to provide regional non-governmental
organizations of Siberia and the Far East with all the
documentation for the public environmental impact assessment, not
taking into account opinion of the local population, you personally
bear the entire responsibility for consequences of the project in
case of an earthquake or oil pollution of the Baikal Lake, which
stores 20% of global fresh water.
We impeach credibility of the results of the state environmental
impact assessment held under pressure, the results of the public
environmental impact assessment held by Moscow regional
non-governmental organization "Public Ecology".
We call on you to:
- revoke the regulation
- bind Transneft to provide all organizations, which registered
the assessment according to the law, with materials for the public
environmental impact assessment
- hold the state environmental impact assessment taking into
consideration comments and proposals of public environmental impact
assessments.
