In 2003, the Canadian government began the implementation of its three-year Atlantic Seal Hunt Management Plan. This Management Plan allows the largest commercial hunt of harp seals since total allowable catches were first introduced in 1971. This report provides a historical and ecological background against which the scientific justifiability and ecological sustainability of the current and proposed future Canadian harp seal hunts can be evaluated.
