{"id":13955,"date":"2021-07-05T08:35:23","date_gmt":"2021-07-05T08:35:23","guid":{"rendered":"https:\/\/www.greenpeace.org\/africa\/?p=13955"},"modified":"2021-12-01T12:39:01","modified_gmt":"2021-12-01T12:39:01","slug":"tradelink-concessions-iccn-confirms-illegality-ministry-keeps-eerily-silent","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/africa\/en\/press\/13955\/tradelink-concessions-iccn-confirms-illegality-ministry-keeps-eerily-silent\/","title":{"rendered":"Tradelink Concessions: ICCN confirms illegality, Ministry keeps eerily silent"},"content":{"rendered":"\n<div class=\"wp-block-buttons aligncenter is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-cta\"><a class=\"wp-block-button__link\" href=\"https:\/\/act.greenpeace.org\/page\/32700\/petition\/1?locale=en-ZA\">SIGN THE PETITION<\/a><\/div>\n<\/div>\n\n<p><strong>Kinshasa, 2 July 2021 \u2013 New development in the Tradelink concessions scandal: the Congolese Institute for Nature Conservation (ICCN) confirms the illegality of the contracts awarded by ex-Environment Minister Claude Nyamugabo.<\/strong><\/p>\n\n<p>Two weeks after Greenpeace Africa\u2019s demand to cancel the 1.4 million ha of so-called \u201cconservation\u201d concessions awarded to a firm one of whose shareholders is a Belgian mining entrepreneur, the Environment Ministry hasn\u2019t said a word.<\/p>\n\n<p>The general director of ICCN, for his part, has chosen to break the silence: he confirmed that all six Tradelink contracts violated the relevant legislation.<\/p>\n\n<p>Decree n\u00b0011\/27 of 20 May 2011 specifying rules for allocation of forest conservation concessions requires an ICCN representative to be present at the meeting at which the technical and financial proposals of potential concessionaires are examined.&nbsp; Pasteur Dr. Cosma Wilungula is categorical: ICCN never participated at any such meeting.<\/p>\n\n<p>Neither the contracts nor their appendices were ever transmitted to ICCN, as required by section 27 of the contracts.&nbsp; ICCN \u201cisn\u2019t informed of the availability of any concession following inventory and management plan,\u201d he added.&nbsp;<\/p>\n\n<p>Greenpeace Africa attempted to contact Minister Eve Bazaiba\u2019s cabinet several times, as well as the general secretary and general director at the Ministry.&nbsp; Complete silence.<\/p>\n\n<p>\u201cAs far as the Environment Ministry goes, it\u2019s playing ostrich,\u201d said Ir\u00e8ne Wabiwa Betoko, Forest campaign leader at Greenpeace Africa.&nbsp; \u201cGiven the gravity of the affair, its silence is totally incomprehensible.\u201d<\/p>\n\n<p>Ms Wabiwa added : \u201cIs history repeating itself?&nbsp; On the Ministry website, on its Facebook page, and on Eve Baziba\u2019s twitter account all we\u2019re seeing is an uninterrupted flow of informations on other matters.
