{"id":14301,"date":"2021-08-20T11:49:35","date_gmt":"2021-08-20T11:49:35","guid":{"rendered":"https:\/\/www.greenpeace.org\/africa\/?p=14301"},"modified":"2021-12-01T12:38:13","modified_gmt":"2021-12-01T12:38:13","slug":"democratic-republic-of-congo-the-sell-off-of-the-forest-continues","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/africa\/en\/press\/14301\/democratic-republic-of-congo-the-sell-off-of-the-forest-continues\/","title":{"rendered":"Democratic Republic of Congo : The sell-off of the forest continues"},"content":{"rendered":"\n<div class=\"wp-block-buttons aligncenter is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-cta\"><a class=\"wp-block-button__link\" href=\"https:\/\/act.greenpeace.org\/page\/32700\/petition\/1\">SIGN THE PETITION<\/a><\/div>\n<\/div>\n\n<p><strong>Kinshasa, 20 August 2021<\/strong> &#8211; While threatening to lift the 2002 moratorium on new forest concessions &#8211; an attempt to raise the stakes in the run-up to the COP26 in November &#8211; Deputy Prime Minister and Environment Minister Eve Bazaiba continues to ignore the illegal allocation of two million hectares of so-called &#8220;conservation&#8221; concessions by her predecessor, Claude Nyamugabo.<\/p>\n\n<p>Following the concessioning off of a zone half the size of Belgium to <a href=\"https:\/\/www.greenpeace.org\/africa\/fr\/communiques-de-presse\/13950\/concessions-tradelink-liccn-confirme-lillegalite-des-contratsle-ministere-se-mure-dans-le-silence\/\">Tradelink<\/a>, the trading company of a Belgian mining entrepreneur, we\u2019re now confronted by the publication in the Official Gazette of three concession contracts in Ma\u00ef-Ndombe and Equateur provinces awarded to a complete unknown: Michael Buhendwa Muhewa, owner of \u201cEtablissement Buhendwa\u201d in Goma.<\/p>\n\n<p>In a press <a href=\"https:\/\/desknature.com\/rdc-codelt-decouvre-encore-3-nouvelles-concessions-soit-585-000-ha-des-forets-illegalement-attribues-par-claude-nyamugabo-a-un-seul-operateur\/\">release<\/a>, the Conseil pour la D\u00e9fense Environnementale par la L\u00e9galit\u00e9 et la Tra\u00e7abilit\u00e9 (CODELT) notes that Mr. Buhendwa has &#8220;no technical qualifications to carry out a conservation project.&#8221;<\/p>\n\n<p>The nearly 600,000 ha of concessions that Claude Nyamugabo awarded him in October 2020 exceed the legal maximum area &#8211; just as Tradelink\u2019s do.<\/p>\n\n<p>How did the Buhendwa contracts finally find their way into the Official Gazette? Was this the doing of the Nyamugabo ministry or Bazaiba\u2019s, as if there was absolutely nothing wrong with them ?<\/p>\n\n<p>And how to explain the numbering of these contracts from #62 to 64? How many \u201cconservation\u201d concessions, in all, did Claude Nyamugabo award in 2020\u2026 or before, or since?<\/p>\n\n<p>It\u2019s only a matter of days now before the expiration of the legal deadline of the administrative complaint filed in June by CODELT and the Organisation Congolaise des Ecologistes et Amis de la Nature (OCEAN) demanding the cancellation of Tradelink\u2019s gift of 1.4 million hectares.&nbsp; Does Eve Bazaiba intend to meet this deadline?<\/p>\n\n<p>Reacting to the&nbsp; CODELT press release, Mr. <a href=\"https:\/\/www.environews-rdc.org\/article\/foret\/611d1d6ff7ad3a0004197b9e\">Nyamugabo<\/a> exclaimed: &#8220;For those who cry &#8216;illegal!&#8217; signing an order for logging is bad, signing one for conservation is also bad. What do they really want?\u201d A dose added to the sarcasm in the sale of Congolese forests.&nbsp;<\/p>\n\n<p>But one wonders, again: how did Tradelink and Buhendwa manage to convince the former minister that the hundreds of thousands of hectares they coveted were &#8220;for conservation&#8221;?<\/p>\n\n<p>In both cases, what\u2019s striking is the Deputy Prime Minister&#8217;s utter contempt for civil society. Her recent sovereignist <a href=\"https:\/\/desknature.com\/rdc-climat-le-gouvernement-veut-sortir-du-paradigme-honteux-base-sur-laide-au-developpement\/\">rhetoric<\/a> is laughable &#8211; and the prospects for transparent forest management and an end to impunity in this sector are fast receding.<\/p>\n\n<p>Her comments on the <a href=\"https:\/\/www.greenpeace.org\/africa\/fr\/communiques-de-presse\/14144\/permis-de-tuer-en-rdc-greenpeace-afrique-se-joint-aux-voix-contre-le-marchandage-des-especes-protegees\/\">decree<\/a> legalizing the hunting of bonobos, gorillas and other protected species were pretty spine-chilling: \u201cGod did not give us animals just to look at.&nbsp; They can also be used, but rationally [\u2026]. I&#8217;ll take a look and we&#8217;ll see what there is to keep in the decree, and we&#8217;ll keep it.&nbsp; If that means repealing, completely rescinding the order, we will. If not, you\u2019ll see.&nbsp; All decisions made will be made in the interests of the Democratic Republic of the Congo.&#8221;&nbsp; And long live biodiversity!<\/p>\n\n<p>Irene Wabiwa, head of the Greenpeace Africa forest campaign: &#8220;The Minister&#8217;s environmental poses are getting seriously tiresome, even if no one\u2019s fooled by them.&#8221;<\/p>\n\n<p>Greenpeace Africa asks the Deputy Prime Minister to cancel the &#8220;conservation concession&#8221;
