r\u00e9cemment propos\u00e9e par le Ministre des Domaines, du Cadastre et des Affaires Fonci\u00e8res (MINCAF), qui consiste \u00e0 impliquer davantage les chefs traditionnels de 1er et 2e degr\u00e9 \u00e0 travers un syst\u00e8me de \u00ab lettres d\u2019objection \u00bb et de \u00ab non-objection \u00bb pour les proc\u00e9dures d\u2019attribution des terres de plus de 20 hectares.<\/p>\n\n<p>Si cette initiative constitue une avanc\u00e9e vers une plus grande implication des communaut\u00e9s, notre analyse met en \u00e9vidence plusieurs pr\u00e9occupations :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>La proc\u00e9dure n\u2019est pas conforme au cadre l\u00e9gal actuellement en vigueur.<\/li>\n\n\n\n<li>L\u2019absence de dispositif clair et complet pourrait ouvrir la voie \u00e0 des abus.<\/li>\n\n\n\n<li>Les Peuples Autochtones, qui ne disposent pas de chefs traditionnels de 1er ou 2e degr\u00e9, risquent d\u2019\u00eatre exclus de ce m\u00e9canisme.<\/li>\n<\/ul>\n\n<p>Elle peut s\u2019av\u00e9rer utile non seulement pour le grand public, mais \u00e9galement pour le MINDCAF lui-m\u00eame afin qu\u2019il ajuste sa position et prenne en compte les pr\u00e9occupations soulev\u00e9es et int\u00e8gre les recommandations dans la nouvelle la toute premi\u00e8re politique fonci\u00e8re nationale et la loi fonci\u00e8re en cours
