{"id":15506,"date":"2021-02-15T13:31:01","date_gmt":"2021-02-15T00:31:01","guid":{"rendered":"https:\/\/www.greenpeace.org\/new-zealand\/?page_id=15506"},"modified":"2025-09-23T22:05:12","modified_gmt":"2025-09-23T10:05:12","slug":"greenpeace-aotearoa-te-tiriti-policy","status":"publish","type":"page","link":"https:\/\/www.greenpeace.org\/aotearoa\/about\/our-values\/greenpeace-aotearoa-te-tiriti-policy\/","title":{"rendered":"Greenpeace Aotearoa Te Tiriti Policy"},"content":{"rendered":"\n\n<div class=\"wp-block-group alignfull is-layout-flow wp-block-group-is-layout-flow\">\n<div class=\"wp-block-group container is-layout-flow wp-block-group-is-layout-flow\">\n<div class=\"wp-block-media-text alignfull has-media-on-the-right is-stacked-on-mobile is-pattern-p4-page-header is-style-parallax\"><div class=\"wp-block-media-text__content\">\n<div class=\"wp-block-group is-layout-flow wp-block-group-is-layout-flow\">\n<h1 class=\"wp-block-heading has-white-background-color has-background\">Greenpeace Aotearoa Te Tiriti Policy<\/h1>\n<\/div>\n\n\n\n<p>The purpose of this policy is to affirm Te Tiriti o Waitangi and provide a foundation for guiding Greenpeace Aotearoa\u2019s relationship with hap\u016b and iwi M\u0101ori in its work in Aotearoa. <\/p>\n\n\n\n<p>The <a href=\"https:\/\/register.charities.govt.nz\/Charity\/CC58459\" data-type=\"link\" data-id=\"https:\/\/register.charities.govt.nz\/Charity\/CC58459\" target=\"_blank\" rel=\"noreferrer noopener\">Greenpeace Aotearoa constitution<\/a> contains a commitment to upholding Te Tiriti o Waitangi.<\/p>\n<\/div><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2024\/02\/31e36436-standing-at-waitangi-1024x768.jpg\" alt=\"Russel Norman, Fili Fepulea\u2019i, Jess Desmond, Niamh O\u2019Flynn and Emma Page of Greenpeace Aotearoa at Waitangi wearing Honour TeTiriti \/ Toit\u016b Te Tiriti shirts in 2024\n\" sizes=\"auto, (min-width: 601px) 50vw, 100vw\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2024\/02\/31e36436-standing-at-waitangi.jpg 1400w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2024\/02\/31e36436-standing-at-waitangi-600x450.jpg 600w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2024\/02\/31e36436-standing-at-waitangi-1024x768.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2024\/02\/31e36436-standing-at-waitangi-768x576.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2024\/02\/31e36436-standing-at-waitangi-453x340.jpg 453w\" class=\"wp-image-62311 size-full\"\/><\/figure><\/div>\n<\/div>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\">Our Te Tiriti o Waitangi <strong>Policy<\/strong><\/h2>\n\n<p>Greenpeace Aotearoa recognises Te Tiriti o Waitangi signed in Te Reo M\u0101ori on 6 February 1840 as the foundation for the relationship between the Crown (and so the New Zealand Government) and the indigenous hap\u016b of Aotearoa.<\/p>\n\n<p>Greenpeace Aotearoa recognises that Te Tiriti o Waitangi affirmed the sovereignty of the tangata whenua, which has never been relinquished despite the violent colonisation of Aotearoa.<\/p>\n\n<p>The <a href=\"http:\/\/www.treaty2u.govt.nz\/the-treaty-up-close\/treaty-of-waitangi\/index.htm\" target=\"_blank\" rel=\"noreferrer noopener\">articles of Te Tiriti o Waitangi<\/a> broadly mean that:<\/p>\n\n<ol class=\"wp-block-list\">\n<li>The Crown has the right to govern non M\u0101ori people throughout Aotearoa;<\/li>\n\n\n\n<li>The mana whenua hap\u016b have tino rangatiratanga (absolute sovereignty) over their own people, land and resources;<\/li>\n\n\n\n<li>M\u0101ori people have two sets of citizenship &#8211; both within their own political framework and also as citizens under the New Zealand Government framework; and&nbsp;<\/li>\n\n\n\n<li>All spiritual beliefs and traditions must be respected, including tikanga.<\/li>\n<\/ol>\n\n<p>Although the Crown has the key role in upholding the articles in Te Tiriti, organisations such as GPAo can honour the agreement by being cognisant of Te Tiriti and by respecting the tino rangatiratanga (sovereignty) of mana whenua hap\u016b.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Values and Culture &#8211; Four Pou<\/strong><\/h2>\n\n<p>In order to honour Te Tiriti and respect tino rangatiratanga, it is critical that Greenpeace Aotearoa work with hap\u016b and iwi M\u0101ori in a way that honours tikanga M\u0101ori.<\/p>\n\n<p>Consequently, Greenpeace Aotearoa commits to four pou, or core values, to help us navigate our work in Aotearoa. We commit to developing frameworks and processes that help reflect the pou of: respecting mana whenua, mana moana and mana tangata; respecting kaitiakitanga; understanding manaakitanga; and seeking kotahitanga, in our strategic and operational plans, processes and relationships.<\/p>\n\n<p><strong>These four pou are:<\/strong><\/p>\n\n<ol class=\"wp-block-list\">\n<li><em>Respecting mana whenua, mana moana, mana tangata<\/em> &#8211; inherited authority over land; inherited authority over sea; and inherited status of the person. Mana whenua, mana moana, mana tangata acknowledges people from a specific location through whakapapa and their knowledge of that place.<\/li>\n\n\n\n<li><em>Respecting kaitiakitanga <\/em>&#8211; wh\u0101nau, hap\u016b and iwi have an intergenerational responsibility to actively care for the environment.<\/li>\n\n\n\n<li><em>Understanding manaakitanga <\/em>&#8211; reciprocity of kindness, respect, humility, responsible hospitality, caring for others and the environment.<\/li>\n\n\n\n<li><em>Seeking kotahitanga <\/em>&#8211; unity of purpose and direction. It is demonstrated moving as one where everyone is encouraged to make a contribution, to have their say and then, together, to reach consensus.<\/li>\n<\/ol>\n\n<h2 class=\"wp-block-heading\"><strong>Greenpeace&#8217;s Journey<\/strong> in Aotearoa<\/h2>\n\n<p>Greenpeace Aotearoa has come to this policy, its first Te Tiriti policy, via a journey through a range of campaign issues and relationships with iwi and hap\u016b and the generosity, contribution and challenge from M\u0101ori staff, board members and allies over the past three decades.<\/p>\n\n<p>The policy recognises that personal and organisational relationships with iwi and hap\u016b on specific campaigns have been powerful and effective, but have been insufficient on their own to fully meet Greenpeace Aotearoa&#8217;s Te Tiriti commitments and to sustain enduring partnerships with iwi or hap\u016b.&nbsp;<\/p>\n\n<p>The policy has also been shaped by our reflection on the adequacy of the Greenpeace International global policy on working with indigenous peoples for our context here in Aotearoa.<\/p>\n\n<p>A founding campaign for Greenpeace in Aotearoa was the campaign against French nuclear testing in the Pacific. Greenpeace worked with the Nuclear Free and Independent Pacific movement, including iwi allies, but never formally took a position on colonisation per se. As a result of that campaign, and of its location in T\u0101maki Makaurau, Greenpeace Aotearoa held relationships with Ng\u0101ti Wh\u0101tua.<\/p>\n\n<p>After the <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/about\/our-history\/bombing-of-the-rainbow-warrior\/\">bombing of the Rainbow Warrior<\/a> and subsequent sinking of the vessel in Matauri Bay, a relationship was developed with Ng\u0101ti Kura at Matauri Bay. Greenpeace has visited the memorial site annually and met with Ng\u0101ti Kura regularly.<\/p>\n\n<p>The Greenpeace Aotearoa forests, pulp and paper and toxics campaign in the 1980s and 1990s explicitly recognised Te Tiriti and built relationships with mana whenua in the Mataatua (Bay of Plenty) region while campaigning on the pulp mill pollution of the Tarawera River and with the SWAP (Sawmill Workers Against Pollution) group. The Rainbow Warrior visited the Mataatua area several times to support non-violent direct actions and public events that were developed in partnership with mana whenua.<\/p>\n\n<p>In the late 1990s, Greenpeace Aotearoa established a new unit, Mana Tangata, to grow stronger links with communities and iwi. The unit worked with Ng\u0101ti Wh\u0101tua to stop the dumping of waste in the Waitemat\u0101 and with Ng\u0101ti Rangitihi, Ng\u0101ti Awa and Ng\u0101ti T\u016bwharetoa ki Kawerau against the continued contamination of the Tarawera River by Tasman Pulp and Paper.<\/p>\n\n<p>From 2011, Greenpeace allied with Te Wh\u0101nau-\u0101-Apanui to <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/iwi-fishing-boat-disrupts-oil-survey-ship\/\">end deep sea oil drilling<\/a>. These relationships were built on a common kaupapa and framework of partnership, and fostered by dedicating a senior campaigner to building relationships with hap\u016b and iwi. This initial relationship was successful, with Petrobras abandoning their permit. As more companies took up block offers around the country, Greenpeace Aotearoa partnered with other affected iwi and hap\u016b \u2013 most notably against Statoil in Te Tai Tokerau, again resulting in the companies withdrawal, Kaik\u014dura with Ng\u0101ti Kuri\/Ng\u0101i Tahu versus Anadarko, Taranaki iwi and hap\u016b, and Ng\u0101ti Kahungunu in Bay of Plenty (a relationship originally forged in joint <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/ruataniwha-dam-plan-dead-in-the-dirty-water\/\">opposition to the Ruataniwha dam<\/a>). These relationships were integral to the ultimate success of this campaign in 2018.<\/p>\n\n<p>Between 2017-19, the Greenpeace Aotearoa Board developed this policy through a series of conversations and workshops, with the goal of becoming a relevant, valued and socially and culturally responsive and responsible organisation. We recognise that becoming \u201cTe Tiriti ready\u201d requires courageous conversations and the willingness to persist even when things are uncomfortable or we fail and have to \u201cstep up\u201d and take responsibility for mistakes. This policy is our commitment to taking the next step on the journey to our goal.<\/p>\n\n    <div class=\"wp-block-query posts-list p4-query-loop is-custom-layout-list is-layout-flow
