{"id":13956,"date":"2020-06-30T18:44:19","date_gmt":"2020-06-30T06:44:19","guid":{"rendered":"https:\/\/www.greenpeace.org\/new-zealand\/?p=13956"},"modified":"2024-07-12T08:43:48","modified_gmt":"2024-07-11T20:43:48","slug":"secret-recording-confirms-nz-first-blocking-ocean-protection","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/story\/secret-recording-confirms-nz-first-blocking-ocean-protection\/","title":{"rendered":"Secret recording confirms NZ First blocking ocean protection"},"content":{"rendered":"\n<p>A leaked recording, released this week, hears the Minister of Fisheries confirm that <a href=\"https:\/\/www.newshub.co.nz\/home\/politics\/2020\/06\/fisheries-minister-stuart-nash-blames-pressure-from-nz-first-for-delay-in-fishing-boat-cameras-in-recording.html\">New Zealand First has been blocking Government action<\/a> to protect the oceans from commercial fishing, specifically the long-awaited cameras on boats programme.<\/p>\n\n<p>In the damning recording, Stuart Nash can be heard saying that<strong> <\/strong>NZ First\u2019s Winston Peters and Shane Jones have opposed changes to the commercial fishing industry, and increased ocean protection measures that would affect it.&nbsp;<\/p>\n\n<p>Nash says: \u201cI\u2019ve got to play the political game in a way that allows me to make these changes. Winston Peters and Shane Jones have made it very clear that they do not want cameras on boats.\u201d<\/p>\n\n<p>Despite not having any official stake in the Fisheries portfolio, NZ First has been pulling the strings behind the scenes on these decisions all along, with Shane Jones living up to his \u201cghost fishing minister\u201d status.<\/p>\n\n<figure class=\"wp-block-image size-large is-resized  caption-style-blue-overlay caption-alignment-center\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2020\/06\/1b40b166-image1-1024x630.png\" alt=\"\" class=\"wp-image-13961\" width=\"1375\" height=\"846\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2020\/06\/1b40b166-image1-1024x630.png 1024w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2020\/06\/1b40b166-image1-600x369.png 600w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2020\/06\/1b40b166-image1-768x473.png 768w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2020\/06\/1b40b166-image1-1536x945.png 1536w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2020\/06\/1b40b166-image1-510x314.png 510w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2020\/06\/1b40b166-image1.png 1856w\" sizes=\"auto, (max-width: 1375px) 100vw, 1375px\" \/><\/figure>\n\n<p>This news comes just weeks after Jones disputed assertions he was getting involved in fisheries decisions, calling them: \u201cpoisonous gossip from political pufferfish.\u201d <\/p>\n\n<p>In the recording Nash is heard promising that rolling back cameras on boats legislation will be better in the long run, as an independent review of fisheries will be undertaken instead. That independent review was <a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/109009021\/fisheries-review-panel-plans-abandoned-thanks-to-nz-first\">blocked by New Zealand First as well<\/a>.&nbsp;<\/p>\n\n<p>This confirmation from Nash is important because it shows that what we\u2019ve been calling for &#8211; New Zealand First to be excluded from decisions on commercial fishing and ocean protection &#8211; is both necessary and urgent. Something clearly stinks in the beehive, and those stymying action on these important issues have been well and truly outed this time.<\/p>\n\n<p>The fact is the oceans don\u2019t have time to wait. In New Zealand, we have the highest proportion of threatened native species, with many of these belonging to the marine environment. 90% of seabird species in Aotearoa are threatened or at risk of extinction, including some of our most cherished penguin varieties. M\u0101ui and Hector\u2019s dolphins have been on the decline for decades, and New Zealand sea lions are also at risk from fishers\u2019 nets.<\/p>\n\n<p>But to change the fate of these creatures and our oceans as a whole, we\u2019ve got to be able to stand up to the commercial fishing industry. We know that marine life is dying as a result of it, but we lack the ability to truly quantify this because we don\u2019t have appropriate monitoring to do so.<\/p>\n\n<p>Now that the truth has been revealed, and it\u2019s crystal clear who\u2019s behind the softly-softly approach to commercial fishing regulation, it\u2019s time the coalition Government gave us a show of faith. As the one who\u2019s name is on the Ministry, it\u2019s up the Stuart Nash and our Prime Minister to give New Zealanders the transparency they deserve, and show NZ First who\u2019s boss.<\/p>\n\n<p><strong>A timeline of this Government and fisheries decisions:<\/strong><\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.theguardian.com\/world\/2017\/oct\/19\/jacinda-ardern-new-zealand-prime-minister-labour-coalition-deal-winston-peters\"><strong>September 2017<\/strong><\/a><\/h5>\n\n<p>The coalition Government is formed between Labour, NZ First and the Green Party.<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.rnz.co.nz\/news\/business\/381302\/talley-s-accused-of-illegal-trawling-in-protected-tasman-sea-area\"><strong>May 2018<\/strong><\/a><\/h5>\n\n<p>Talley\u2019s owned vessel the Amaltal Apollo is caught illegally bottom-trawling in a protected area in the Tasman Sea.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/overfished-west-coast-hoki-fishery-collapses\/\"><strong>September 2018<\/strong><\/a><\/h5>\n\n<p>West Coast hoki fishery collapses, the very fishery Greenpeace exposed as having far more catch that was intended in leaked documents earlier in the year.<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/109009021\/fisheries-review-panel-plans-abandoned-thanks-to-nz-first\"><strong>December 2018<\/strong><\/a><\/h5>\n\n<p>Plans for an independent advisory panel, to give expert advice to the Government on making fishing sustainable for the long term are scuppered by New Zealand First.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/alarm-raised-after-govt-quietly-delays-fishing-boat-camera-rollout\/\"><strong>January 2019<\/strong><\/a><\/h5>\n\n<p>The Government quietly delays cameras on boats rollout again till later in 2019.<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/govt-tries-to-get-talleys-boat-off-international-illegal-blacklist\/\"><strong>January 2019<\/strong><\/a><\/h5>\n\n<p>The Government lobbies to get Talley\u2019s off the international fishing blacklist, after they were caught bottom trawling in a protected area for orange roughy. They promise to prosecute at home.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/publication\/greenpeace-submission-on-fisheries-review\/\"><strong>March 2019<\/strong><\/a><\/h5>\n\n<p>Greenpeace writes a submission for a fisheries review, calling for goals such as cameras on the full fleet, zero bycatch goal, and no new quota.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/maui-and-hectors-dolphin-proposals-not-fit-for-extinction-crisis\/\"><strong>June 2019<\/strong><\/a><\/h5>\n\n<p>The draft M\u0101ui and Hector\u2019s plan is released and is heavily criticised for pandering to the commercial fishing industry. While only giving one option that would satisfy dolphin experts, the remaining options skirt round excluding fishing from their known habitat.<\/p>\n\n<p>Despite the modelling used to inform the draft plan also being criticised by the scientific panel that reviewed it, the draft is released with heavy emphasis on toxoplasmosis rather than fishing methods that kill dolphins.&nbsp;<\/p>\n\n<p>Greenpeace delivers a petition signed by nearly 60,000 New Zealanders, and 7,000 individual submissions on the Threat Management Plan \u2013 calling for the strongest protections for M\u0101ui and Hector\u2019s dolphins.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/not-just-maui-cameras-on-fishing-vessels-needed-nationwide\/\"><strong>June 2019<\/strong><\/a><\/h5>\n\n<p>The Government releases plans to rollout cameras on boats in M\u0101ui dolphin habitat, but not Hector\u2019s. Under the cover of this announcement they also quietly delay to getting full fleet covered until a \u2018holding date\u2019 of July 2020.<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/major-ipcc-report-the-climate-crisis-is-an-oceans-crisis\/\"><strong>September 2019<\/strong><\/a><\/h5>\n\n<p>Major UN report warns unless we reduce pressure on the oceans, including from fisheries, there will be widespread impacts from further extinctions to exacerbation of the climate crisis.&nbsp;&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/orange-roughy-catch-increase-rejection-of-latest-ocean-science\/\"><strong>September 2019<\/strong><\/a><\/h5>\n\n<p>Government announces orange roughy catch increase, a species that New Zealand fishing uses bottom trawling to catch.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.stuff.co.nz\/environment\/117525212\/fishing-vessels-bulldozing-oceans-destroying-3000-tonnes-of-coral-in-one-year\"><strong>November 2019<\/strong><\/a><\/h5>\n\n<p>Greenpeace reveals the New Zealand bottom trawling industry destroyed up to 3,000 tonnes of coral in the past year and takes the demand to end bottom trawling on seamounts to the lawn of parliament.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/delay-to-dolphin-rescue-plan-irresponsible-during-extinction-crisis\/\"><strong>December 2019<\/strong><\/a><\/h5>\n\n<p>Government delays M\u0101ui and Hector\u2019s dolphin Threat Management Plan will be delayed, without giving a firm date for delivery.&nbsp;<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/what-happened-at-sprfmo\/\"><strong>February 2020<\/strong><\/a><\/h5>\n\n<p>At the South Pacific Regional Fisheries Management meeting in Vanuatu, fishing industry lobbyists and the NZ Government pushed for less protections for vulnerable marine ecosystems from bottom trawling. New Zealand was one of the few voices in the room advocating for less ocean protection, while other groups such as the EU, attempted to increase safeguarding.<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/greenpeace-calls-on-pm-to-launch-review-after-nzf-fishery-donations-exposed\/\"><strong>February 2020<\/strong><\/a><\/h5>\n\n<p>Undeclared donations are revealed from commercial fishing companies including Talley\u2019s to the NZ First Foundation. Greenpeace calls for NZ First to be locked out of decision making on fisheries and ocean protection as a result, and this is met with dismissal from the Government.<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/govts-seabird-plan-of-action-panders-to-fishing-industry-says-greenpeace\/\"><strong>May 2020<\/strong><\/a><\/h5>\n\n<p>The Seabird rescue plan is released by Government, aiming to tackle the 90% of seabird species here that are threatened or at risk of extinction. Despite bold rhetoric, the plan puts in place no mandatory legislation to prevent seabirds for dying on fishing lines. Instead, it asks for voluntary measures to be adopted by the fishing industry.<\/p>\n\n<h5 class=\"wp-block-heading\"><a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/121724465\/government-delays-mandatory-cameras-on-fishing-boats-again\"><strong>June 2020<\/strong><\/a><\/h5>\n\n<p>The cameras on boats programme is quietly delayed (again) for fifteen months, making the date of completion October 2021. Environmentalists including Greenpeace and Forest &amp; Bird criticise the move for once again pandering to commercial fishing.&nbsp;<\/p>\n\n<p><strong>June 2020<\/strong><\/p>\n\n<p>Prosecutions of the Talley\u2019s vessel Amaltal Apollo for bottom trawling in a protected area have still not been completed. Two years after the offence. The ship continues to fish in New Zealand waters.<\/p>\n\n<p><strong><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/leaked-phone-call-exposes-nz-first-control-of-fishing-policy\/\">June 2020<\/a><\/strong><\/p>\n\n<p>Minister of Fisheries Stuart Nash recorded saying NZ First are blocking protecting the oceans from commercial fishing.&nbsp;<\/p>\n<div class=\"EmptyMessage\">Block content is empty.
