{"id":13984,"date":"2020-07-06T14:16:09","date_gmt":"2020-07-06T02:16:09","guid":{"rendered":"https:\/\/www.greenpeace.org\/new-zealand\/?p=13984"},"modified":"2024-07-12T08:43:44","modified_gmt":"2024-07-11T20:43:44","slug":"why-new-zealand-needs-cameras-on-commercial-fishing-boats","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/story\/why-new-zealand-needs-cameras-on-commercial-fishing-boats\/","title":{"rendered":"Why New Zealand needs cameras on commercial fishing boats"},"content":{"rendered":"\n<p>Last week,<a href=\"https:\/\/www.newshub.co.nz\/home\/politics\/2020\/06\/fisheries-minister-stuart-nash-blames-pressure-from-nz-first-for-delay-in-fishing-boat-cameras-in-recording.html\"> leaked audio revealed <\/a>the Minister of Fisheries, Stuart Nash, blaming NZ First for delays to cameras on commercial fishing boats. In the recording, Nash said he was having to \u201cplay the political game,\u201d because NZ First MPs Shane Jones and Winston Peters had made it very clear they do not support the scheme.<\/p>\n\n<p>Both Nash and NZ First have since denied the claims made in the recording, and have bounced between various excuses as to why they were made. Shane Jones initially said he suspected Covid-19 had something to do with the delays, but later proudly defended his position as an advocate for commercial fishing, even <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/420252\/shane-jones-slams-greenpeace-i-am-an-apostle-of-industry\">calling himself an \u201capostle of industry.\u201d<\/a><\/p>\n\n<p>The cameras on boats programme was meant to be implemented years ago, but its rollout has been delayed time and time again by the coalition Government, most recently by 15 months. These delays have made headlines, with <a href=\"https:\/\/www.stuff.co.nz\/national\/newsroom-co-nz\/300032957\/the-detail-why-arent-cameras-on-commercial-fishing-boats\">journalists,<\/a> environmentalists and recreational fishing groups asking what\u2019s really behind the reluctance to get this project underway.<\/p>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/secret-recording-confirms-nz-first-blocking-ocean-protection\/\"><em>You can read more about that here.<\/em>&nbsp;&nbsp;&nbsp;<\/a><\/p>\n\n<p>The point of cameras on commercial fishing boats is to increase ocean protection, ensure vessels are complying with the law, and that they\u2019re accurately documenting things like the size of catch, and any bycatch. Cameras are about transparency and accountability for an industry that so far has had little.&nbsp;<\/p>\n\n<h4 class=\"wp-block-heading\"><strong>Better information means informed decision-making<\/strong><\/h4>\n\n<p>The best way to make decisions is when the most accurate information is available. A doctor wouldn\u2019t prescribe a treatment plan without understanding the patient\u2019s disorder, and the same is true when it comes to making important calls on our environment.&nbsp;<\/p>\n\n<p>Due to poor monitoring of the commercial fishing industry, decisions on managing the oceans are currently based on an incomplete picture. Predictions can be made based on the data we do have, but there\u2019s a simple solution that could give us a much clearer idea. It\u2019s called cameras on the full commercial fishing fleet, and it\u2019s been on the table for years.<\/p>\n\n<p>At the moment, fishers are required to self-report bycatch incidents, and there aren\u2019t cameras on the vast majority of the fishing fleet. What we do know is that when cameras are on commercial fishing vessels, reporting of these <a href=\"https:\/\/www.nzherald.co.nz\/nz\/news\/article.cfm?c_id=1&amp;objectid=12302577\">bycatch incidents jump significantly,<\/a> suggesting that reporting isn\u2019t happening as often as it should.<\/p>\n\n<p>The commercial fishing industry is very sensitive to the suggestions that cameras on the NZ fleet would increase reporting. But if the industry is as unfallable as it claims, and they\u2019re keeping in-line with catch limits and reporting bycatch every time it happens, then why does the camera programme scare them so much?<\/p>\n\n<p>Decisions on ocean management should be made using the full picture, not one the fishing industry has painted itself.<\/p>\n\n<h4 class=\"wp-block-heading\"><strong>New Zealanders deserve to see what happens out at sea<\/strong><\/h4>\n\n<p>Being able to see what\u2019s happening out on the water is important for people who care about the oceans. It\u2019s all about transparency. <a href=\"https:\/\/www.stuff.co.nz\/business\/industries\/103361990\/seabird-massacre-as-more-than-10000-caught-by-commercial-fishermen-since-2013\">Since 2013 a dozen whales, two orca, six hectors dolphins and thousands of seals have been caught by commercial fishing vessels<\/a> in New Zealand waters. But this number is likely just the tip of the iceberg. Because this is based on self-reporting, the actual number is likely much higher.<\/p>\n\n<p>This visual information from cameras belongs in the public domain, as everyone has a right to know what\u2019s going on off our coasts, and the cost that\u2019s having on native wildlife. That\u2019s why we support a cameras on boats programme that must be run independently of the commercial fishing industry &#8211; for transparency&#8217;s sake.<\/p>\n\n<h4 class=\"wp-block-heading\"><strong>We have the highest proportion of threatened native species<\/strong><\/h4>\n\n<p><a href=\"https:\/\/www.wgtn.ac.nz\/news\/2019\/05\/nz-has-worlds-highest-proportion-of-species-at-risk\">It\u2019s a shameful accolade. <\/a>Many of these threatened species exist in the marine environment. From our rare penguin species to endangered M\u0101ui and Hector\u2019s dolphins, our waters are the envy of many around the globe. But our leaders are failing to protect them from the threats they face, and commercial fishing poses a huge risk to them.&nbsp;<\/p>\n\n<p>If Government leaders don\u2019t start standing up to commercial fishing, and making the hard calls to protect the oceans, species will continue to slide towards extinction. For endangered seabirds like the anitpodean albatross, those calls really can\u2019t come fast enough.&nbsp;<\/p>\n\n<h4 class=\"wp-block-heading\"><strong>Cameras on boats work<\/strong><\/h4>\n\n<p>A study in Australia showed <a href=\"https:\/\/www.stuff.co.nz\/environment\/101486044\/aussie-study-backs-fishing-cameras-as-nz-suggests-scrapping-their-introduction\">cameras on boats increased reporting of bycatch by eight times<\/a> that of when cameras were not present.&nbsp;<\/p>\n\n<p>Cameras, quite simply, increase compliance with the rules. To prevent speeding we have cameras on the roads, and we wouldn\u2019t expect to tackle this problem by telling people to report on themselves.&nbsp;<\/p>\n\n<p>Cameras have been trialled on boats in New Zealand, but we still don\u2019t have a nationwide programme.
