{"id":50621,"date":"2021-12-15T15:45:17","date_gmt":"2021-12-15T02:45:17","guid":{"rendered":"https:\/\/www.greenpeace.org\/aotearoa\/?p=50621"},"modified":"2024-07-11T13:02:38","modified_gmt":"2024-07-11T01:02:38","slug":"climate-emergency-fund-misses-the-mark-on-agriculture","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/climate-emergency-fund-misses-the-mark-on-agriculture\/","title":{"rendered":"Climate Emergency Fund misses the mark on agriculture"},"content":{"rendered":"\n<p>Greenpeace Aotearoa says the Government\u2019s announcement today of a mediocre <a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/127290313\/grant-robertson-announces-new-climate-emergency-fund-and-6-billion-in-new-spend-for-2022-budget\">\u2018Climate Emergency Response Fund\u2019<\/a> makes a start, but is no substitute for action to tackle the country\u2019s biggest polluter, industrial agriculture.<\/p>\n\n<p>Greenpeace\u2019s agriculture campaigner Christine Rose says \u201cthe budget allocation to the \u2018Climate Emergency Response Fund\u2019 is nowhere near what is needed to address the climate crisis. It is also funded from the Emissions Trading Scheme &#8211; which excludes agriculture, meaning the country\u2019s biggest polluters aren\u2019t paying towards the transition to a cleaner Aotearoa. Agriculture needs to fully join the ETS &#8211; as otherwise intensive dairy isn\u2019t paying its fair share.\u201d<\/p>\n\n<p>\u201cThe Government\u2019s announcement includes funds already <a href=\"http:\/\/www.beehive.govt.nz\/release\/new-zealand-increases-climate-aid-contribution#:~:text=%E2%80%9CNew%20Zealand%20will%20do%20its,change%2C%E2%80%9D%20Jacinda%20Ardern%20said.\" data-type=\"URL\" data-id=\"http:\/\/www.beehive.govt.nz\/release\/new-zealand-increases-climate-aid-contribution#:~:text=%E2%80%9CNew%20Zealand%20will%20do%20its,change%2C%E2%80%9D%20Jacinda%20Ardern%20said.\">allocated to international aid<\/a>, so there is only<a href=\"https:\/\/www.newsroom.co.nz\/govt-announces-45b-climate-response-fund\"> $500 million a year for capital spending, and $300 million for the operating costs of new schemes.<\/a> For contrast, the Government\u2019s Covid Response and Recovery Fund is $57 billion. This Climate Emergency Response Fund was an opportunity to make the bold investment needed to reduce emissions and transform Aotearoa.\u00a0 Unfortunately, this funding barely scratches the surface of the investment that is needed for a safe climate future.<em><br><\/em><\/p>\n\n<p>\u201cAt COP26, the Government\u2019s Nationally Determined Contribution announcement committed to paying other countries not to pollute to the tune of $1.5 billion to offset our own emissions &#8211; more than three times the annual capital spend today\u2019s announcement allows. This is a cop-out &#8211; we have a duty and the ability to reduce emissions here at home, yet the government refuses to do what is needed and what is right.<em><br><\/em><\/p>\n\n<p>&#8220;The country\u2019s most essential climate policy is a<a href=\"https:\/\/petition.act.greenpeace.org.nz\/agriculture-fertiliser\"> phase-out of the synthetic nitrogen fertilizer which drives intensive dairy<\/a>. Agriculture contributes half of New Zealand\u2019s greenhouse gas emissions, and phasing out the synthetic nitrogen fertiliser which fuels unsustainable agriculture is the most effective way to reduce emissions &#8211; this is the climate announcement we sorely need,\u201d says Rose.<em><br><\/em><\/p>\n\n<p>Greenpeace utterly rejects Climate Change Minister James Shaw\u2019s statement today, saying that this fund has been made possible only because of the changes we made to the ETS that now mean our largest polluters are finally paying a proper price for their climate pollution\u201d. Rose maintains that \u201cat the moment, industrial dairying is paying no price for their climate pollution. And so far the only proposed tool on the table is the industry-proposed \u2018He Waka Eke Noa\u2019. Under that approach, industrial agriculture would <a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/300461560\/climate-change-official-plan-to-price-and-cut-agricultural-emissions-would-lead-to-less-than-1-per-cent-reduction\">pay for less than 1% of their emissions<\/a>.
