{"id":50641,"date":"2021-12-16T14:05:14","date_gmt":"2021-12-16T01:05:14","guid":{"rendered":"https:\/\/www.greenpeace.org\/aotearoa\/?p=50641"},"modified":"2024-07-11T13:02:36","modified_gmt":"2024-07-11T01:02:36","slug":"the-case-for-sinking-he-waka-eke-noa","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/story\/the-case-for-sinking-he-waka-eke-noa\/","title":{"rendered":"The case for sinking He Waka Eke Noa"},"content":{"rendered":"\n<p>While the rest of us are on holiday this summer, agricultural industry interests will be working on \u2018He Waka Eke Noa\u2019, the proposed tool for measuring, reporting and managing agricultural climate change pollution.<\/p>\n\n<p>Agriculture contributes 48% of the country\u2019s greenhouse gas emissions, and it&#8217;s been exempt from doing anything about it for far too long. It\u2019s important that we measure and manage dairy industry greenhouse gas emissions in particular, which are <a href=\"https:\/\/www.newsroom.co.nz\/nzs-blindspot-on-dairy-emissions\">23% of the country\u2019s total<\/a>. However, He Waka Eke Noa just doesn\u2019t cut it. A more simple solution is to reduce all those greenhouse gases to start with &#8211; by reducing the dairy herd and phasing out synthetic nitrogen fertiliser.<\/p>\n\n<p>The \u2018partners\u2019 to He Waka Eke Noa include a full lineup of New Zealand\u2019s <a href=\"https:\/\/www.stuff.co.nz\/environment\/climate-news\/300449303\/the-surprise-entries-in-nzs-list-of-top-climate-polluters\">worst greenhouse gas polluters<\/a>. They include Federated Farmers, Dairy NZ, Irrigation NZ, Beef and Lamb NZ, the Meat Industry Association, the Deer Industry and the Dairy Company Association. In fact, the only major agricultural polluters missing from that gallery are the <a href=\"https:\/\/www.iatp.org\/documents\/regulate-global-meat-and-dairy-companies-cut-methane-and-avoid-climate-breakdown\">milk processing giant Fonterra<\/a> &#8211; which emits more greenhouse gas emissions than NZ\u2019s petrol companies &#8211; and fertiliser companies Ravensdown and Ballance, which facilitate emissions higher than any other sector.&nbsp;<\/p>\n\n<p>But no matter how hard they try to sell it, He Waka Eke Noa is a complete lemon. For a start the project is inherently inequitable. While you and I remain accountable under the Emissions Trading Scheme (ETS) for all the emissions we generate, <a href=\"https:\/\/www.newsroom.co.nz\/farm-emissions-pricing-plan-wont-cut-emissions\">agriculture is given an almost complete free pass &#8211; reducing emissions by less than 1%<\/a>.<\/p>\n\n<p>The Government first exempted agriculture from the ETS in 2003. Later Governments promised that if no \u2018satisfactory\u2019 He Waka Eke Noa options were agreed, farming emissions would go into the ETS \u2018like everyone else\u2019. But the He Waka Eke Noa \u2018backstop\u2019 doesn\u2019t treat the dairy industry like it treats everyone else.&nbsp; With reductions of only 1% a year it will take almost a century for farming emissions to reach the Government\u2019s targets of zero emissions \u2018by 2050\u2019. So much for a climate emergency!<\/p>\n\n<p>In addition to the ETS backstop, He Waka Eke Noa proposes a farm-level and a processor (fertiliser company) level option. But the thing is &#8211;<strong> <\/strong>no option will reduce emissions by more than a single percent or will achieve He Waka Eke Noa\u2019s objectives to effectively reduce emissions while being credible and fair. The proposed options are also very demanding of farmers\u2019 time and costly to administer: the farm-level option comes at a price of $142m to set up and $114m annually to run, and the processor option is not even costed.<br><br>It doesn\u2019t have to be this way. We can <a href=\"https:\/\/greenpeace.nz\/regen-ag-fund-petition\">transform New Zealand toward more plant-based regenerative and organic farming<\/a> and <a href=\"http:\/\/petition.act.greenpeace.org.nz\/agriculture-climate-action-plan\">away from intensive, polluting dairying<\/a>. But from whichever way you look at it &#8211; He Waka Eke Noa is not going to get us there.
