But, while most African nations have been free of European rule for a number of decades now, it seems that the power dynamics have only really changed in principle.&nbsp;&nbsp;<\/p>\n\n<p>In 1960, the United Nations (UN) General Assembly adopted the Declaration on the Granting of Independence to Colonial Countries and Peoples, known also as the Declaration on Decolonization. This resolution solemnly proclaimed the necessity of bringing colonialism in all its forms and manifestations to a speedy and unconditional end.&nbsp;&nbsp;&nbsp;<\/p>\n\n<p>Herein lies the problem. The assumption that statehood is the be all and end all to decolonisation is short-sighted and stifling to any real progress. Granted, a country\u2019s independence is a massive milestone, all considered; however, it simply cannot end there. The continued exploitative relationship between countries in the global majority and their former colonisers erodes the foundation of their liberty. There are many \u201cforms and manifestations\u201d in which colonialism still lingers right here on the African continent.&nbsp;<\/p>\n\n<p>Be it the fact that 14 African countries continue to pay a form of&nbsp;<a href=\"https:\/\/africacheck.org\/fact-checks\/fbchecks\/colonial-tax-or-important-currency-stability-debate-rages-over-cfa-franc\">\u201ccolonial tax\u201d to France<\/a>, or that Spanish fishing vessels see nothing wrong with&nbsp;<a href=\"https:\/\/www.greenpeace.org\/africa\/en\/press\/12666\/europe-wants-senegals-fish-but-rejects-its-migrants\/\">looting our waters<\/a>. These old colonial habits are very hard to break; the convenience of the West always seems to take precedence over ours.&nbsp;<\/p>\n\n<p>Take, for example, the way that countries like&nbsp;<a href=\"https:\/\/www.theafricareport.com\/51072\/kenya-is-not-a-dumping-ground-for-us-plastic\/\">the United States (US) scrambled to dump their plastic waste in Africa<\/a>&nbsp;and other Asian countries&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/kenrapoza\/2020\/11\/29\/china-doesnt-want-the-worlds-trash-anymore-including-recyclable-goods\/?sh=79fb14ac7290\">after China pulled the plug<\/a>&nbsp;on their ludicrous arrangement of shipping almost all of its waste there for decades.&nbsp;<\/p>\n\n<p>News reports over the past few years demonstrate that after China refused to accept their waste, they simply moved on to the next so-called \u2018developing nation\u2019 they could find. If The Guardian\u2019s figures are anything to go by then&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2019\/jun\/17\/recycled-plastic-america-global-crisis\">over 1 billion tons of plastic was dumped<\/a>&nbsp;in countries like Senegal and Kenya in the single year that followed this development. Last September, hundreds of garbage collectors in Thailand&nbsp;<a href=\"https:\/\/chinadialogue.net\/en\/cities\/thai-saleng-trash-collectors-livelihoods-threatened-by-waste-imports\/\">protested outside government offices<\/a>&nbsp;against the continued import of foreign waste.<\/p>\n\n<p>And, even after plastic was added to the list of illegal biohazardous waste outlawed by&nbsp;<a href=\"http:\/\/www.basel.int\/Implementation\/Plasticwaste\/Amendments\/Overview\/tabid\/8426\/Default.aspx\">the Basel Convention<\/a>, American petrochemical lobbyists still tried to&nbsp;<a href=\"https:\/\/www.nytimes.com\/2020\/08\/30\/climate\/oil-kenya-africa-plastics-trade.html\">undermine Kenya\u2019s domestic anti-plastic laws<\/a>&nbsp;to flood African countries \u2013 more specifically the 27 nations signed to the African Free Trade Agreement \u2013 with plastic.&nbsp;&nbsp;<\/p>\n\n<p>As we speak, there are illicit shipments of plastic waste stuck in&nbsp;<a href=\"https:\/\/www.informea.org\/fr\/node\/494354\">Liberia<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.africanews.com\/2021\/04\/01\/angry-protest-in-tunisia-over-garbage-shipment-from-italy\/\">Tunisia<\/a>, and authorities in each country have exhausted every diplomatic avenue to repatriate the hundreds of containers to their respective countries of origin \u2013 Greece and Italy. It took two years for Italy to&nbsp;<a href=\"https:\/\/www.arabnews.com\/node\/2001586\/world\">finally agree to take back the shipment<\/a>, as \u201ca sign of good faith\u201d between the governments, in recent weeks.<\/p>\n\n<p>These waste dumping countries have no respect for the laws they collectively come up with and vote into place, let alone the laws of our countries, which serve to benefit our people. They only recognise our sovereignty when it suits them; and when it doesn\u2019t, we quickly switch back into wastelands they\u2019ve tried to turn us into for centuries.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n<p>The way that plastic waste is simply shipped off to countries in the global majority is quite colonial in its approach \u2013 dare I call it, \u2018waste colonialism\u2019. Its impact on underprivileged nations is certainly as destructive as the looting and enslavement that characterised the colonial era, leaving these countries with&nbsp;<a href=\"https:\/\/theintercept.com\/2020\/04\/19\/africa-plastic-waste-kenya-ethiopia\/\">even more problems<\/a>&nbsp;for the comfort of their own.&nbsp;<\/p>\n\n<p>The legacy of waste colonialism is one of&nbsp;<a href=\"https:\/\/www.greenpeace.org\/africa\/en\/blogs\/12841\/we-treat-human-beings-like-waste-by-ignoring-or-brutalising-them\/\">impoverishment and exploitation<\/a>, people being driven into servitude to a global trade designed to enrich a wealthy few&nbsp; \u2013&nbsp; and maintain extractive, polluting fossil fuel industries. The plastics industry has convinced desperate governments that this waste dumping will create&nbsp;<a href=\"https:\/\/www.dailymaverick.co.za\/article\/2021-07-06-backtracking-on-plastic-bans-could-see-african-nations-become-polluted-wastelands\/\">employment<\/a>, when in actuality, it distracts decision-makers from finding sustainable solutions to&nbsp;<a href=\"https:\/\/www.aljazeera.com\/economy\/2021\/8\/24\/south-africas-unemployment-rate-is-now-the-worlds-highest#:~:text=The%20unemployment%20rate%2C%20which%20includes,percent%20in%20the%20second%20quarter.&amp;text=South%20Africa's%20unemployment%20rate%20surged,82%20countries%20monitored%20by%20Bloomberg.\">unemployment<\/a>.<\/p>\n\n<p>The UN Environment Programme released&nbsp;<a href=\"https:\/\/news.un.org\/en\/story\/2021\/03\/1088712\">a report<\/a>&nbsp;last year about how plastic pollution \u2013 and by virtue, its production \u2013 has a disproportionate impact on marginalised communities and countries. It found that these communities experienced high rates of environmental injustice, and that these communities were most likely to comprise people of colour.&nbsp;<\/p>\n\n<p>The people of colour living in these frontline communities not only experienced the discomfort of superficial environmental degradation due to plastic pollution, but they were also more likely to fall ill from air pollution surrounding the plants. Some of which have had to migrate to these places in search of low-paying jobs. And, as&nbsp;<a href=\"https:\/\/spii.org.za\/research-and-advocacy\/the-socio-economic-rights-monitoring-tool\/health-care\/\">research by Studies in Poverty and Inequality Institute<\/a>&nbsp;has demonstrated, low-wage earners are not likely to miss work and seek medical attention in fear of job loss.&nbsp;<\/p>\n\n<p>If we are still made to bear the brunt for the sake of Western countries\u2019 comfort, just how different is that from the status quo under colonial rule? What good has this so-called freedom done for those of us that are not part of the political elite, apart from claiming new national identities?&nbsp;<\/p>\n\n<p>A rose by any other name would smell as sweet, no? The same can be said for colonialism in its current manifestation. Its stench is unbearable, but conveniently shipped to our countries to deal with.&nbsp;&nbsp;<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>So, what do we actually need to deal with the plastic crisis?<\/strong><\/h3>\n\n<p>We need a solution that matches the scale of the problem, and a global treaty on plastic is that solution.
