{"id":51589,"date":"2021-12-21T08:03:00","date_gmt":"2021-12-20T19:03:00","guid":{"rendered":"https:\/\/www.greenpeace.org\/aotearoa\/?p=51589"},"modified":"2024-07-11T13:02:32","modified_gmt":"2024-07-11T01:02:32","slug":"the-world-is-ditching-plastics-with-reuse-and-refill-laws-and-practices","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/story\/the-world-is-ditching-plastics-with-reuse-and-refill-laws-and-practices\/","title":{"rendered":"The world is ditching plastics with reuse and refill laws and practices"},"content":{"rendered":"\n<p>Thanks to pressure from millions of people around the world,&nbsp;<a href=\"https:\/\/plasticoceans.org\/chile-passes-law-that-regulates-single-use-plastics\/\">governments are finally beginning to acknowledge<\/a>&nbsp;that the only way to tackle the plastic pollution crisis is through shifting towards a system based on reuse.&nbsp; Slowly we have seen&nbsp;<a href=\"https:\/\/www.reuselandscape.org\/\">reuse and refill business models advance around the world<\/a>, but it\u2019s time for us to act faster in order to scale these models industry and community-wide, especially through policy and legislation.&nbsp;<\/p>\n\n<p>Globally, we have the opportunity to negotiate a&nbsp;<a href=\"https:\/\/act.greenpeace.org\/page\/49013\/petition\/1\">binding Global Plastics Treaty<\/a>&nbsp;and this is what we need in order for governments and big businesses to act with immediacy to drastically reduce their plastic footprint and move to reuse &amp; refill. The good news is that recently, we\u2019ve witnessed some important policy changes &amp; amendments on reuse globally that are worth highlighting:<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Setting Standards&nbsp;<\/strong><\/h2>\n\n<p>Last November, Austria was the first European country to implement binding and enforceable reuse targets in their&nbsp;<a href=\"https:\/\/www.ris.bka.gv.at\/GeltendeFassung.wxe?Abfrage=Bundesnormen&amp;Gesetzesnummer=20002086\">Waste Management Act<\/a>&nbsp;by mandating a beverage reuse quota of 25% by 2025. This law mandates that specific beverage categories provide a minimum reusable packaging quota ranging from 10% to 15%. This means supermarkets are obligated to provide at least 15% of beer and water in reusable packaging, and a 10% reuse packaging quota for non-alcoholic beverages, juices and milk.&nbsp;<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2021\/12\/97972c98-gp1suvkc-1024x819.jpg\" alt=\"&quot;Plastikberg&quot; - Action with Plastic Mountain in Vienna. \u00a9 Mitja  Kobal \/ Greenpeace\" class=\"wp-image-51846\"\/><figcaption>Greenpeace Austria staged a protest with 100.000 plastic bottles \u2013 compressed into bales forming a mountain \u2013 at the iconic landmark St. Stephan\u2019s cathedral square in the city centre of Vienna, to raise awareness on the harmful environmental impacts of single-use bottles in February 2021. \u00a9 Mitja Kobal \/ Greenpeace<\/figcaption><\/figure>\n\n<p>Up until 25 years ago, Austria had a reusable beverage rate of around 80%, and with the convenient switch to single-use plastic bottles,&nbsp;<a href=\"https:\/\/infothek.bmk.gv.at\/pfandsystem-fuer-oesterreich-3-punkte-plan\/\">Austria nowadays has a meager reuse rate of 19%<\/a>.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Reuse on the rise<\/strong><\/h2>\n\n<p><strong>France<\/strong>&nbsp;already has a&nbsp;<a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000041553759\">reuse packaging target law<\/a>&nbsp;which requires 10% of packaging placed on the market to be reusable by 2027 and has recently introduced a&nbsp;<a href=\"https:\/\/www.legifrance.gouv.fr\/loda\/id\/JORFTEXT000043458675\">3R (Reduction, Reuse &amp; Recycling) decree<\/a>. The latter sets reduction and reuse targets until 2025, highlighting that 50% of the 20% reduction in single-use plastic packaging should be obtained through reuse. It is also worth noting that France allocated an impressive \u20ac40 million towards reuse investments for 2021 \u2013 2022 as part of their circular economy fund.&nbsp;<\/p>\n\n<p>Its close neighbor,&nbsp;<strong>Portugal<\/strong>, has amended its&nbsp;<a href=\"https:\/\/dre.pt\/dre\/detalhe\/lei\/52-2021-169360995\">law<\/a>&nbsp;that states by 2030, 30% of all packaging put on the market, of any material, must be reusable. Similarly,&nbsp;<strong>Romania<\/strong>&nbsp;has included a 5% annual reusable packaging increase till 2025 (reaching a minimum of 25% by 2025) in their ordinance&nbsp;<a href=\"https:\/\/gov.ro\/fisiere\/subpagini_fisiere\/NF_OUG_74-2018.pdf\">policy<\/a>. And still underway,&nbsp;<strong>Spain<\/strong>&nbsp;has drafted a national&nbsp;<a href=\"https:\/\/www.miteco.gob.es\/es\/calidad-y-evaluacion-ambiental\/participacion-publica\/210927proyectorddeenvases_tcm30-531124.pdf\">decree<\/a>, that would make significant leaps forward by outlining several reuse propositions; one of them being beverage reuse quotas in the hospitality sector (HORECA) for water, beer, juices and soft drinks, as well as a general beverage packaging reuse target for domestic consumption at home. Notably, the Spanish regions&nbsp;<a href=\"https:\/\/www.boe.es\/buscar\/pdf\/2018\/BOE-A-2018-8953-consolidado.pdf\">Navarra<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/www.boe.es\/eli\/es-ib\/l\/2019\/02\/19\/8\/dof\/spa\/pdf\">Balearic Islands<\/a>&nbsp;have had progressive beverage reuse packaging laws since 2018.&nbsp;&nbsp;<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2021\/12\/bd8997ea-gp0stuigb-1024x727.jpg\" alt=\"Action at Coca-Cola Bottling Plant in Austria. \u00a9 Mitja  Kobal \/ Greenpeace\" class=\"wp-image-51849\"\/><figcaption>Greenpeace activists stage a plastic spill at bottling plant in Austria asking coke to switch to reusable bottles instead of single-use. Banner says \u201cStop the plastic flood\u201d \u00a9 Mitja Kobal \/ Greenpeace<\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\"><strong>Global South leading the way<\/strong><\/h2>\n\n<p>The Global South is no stranger to reuse models, and uptake of such systems can be hastened with policies incentivizing their adoption while mandating a reduction of plastic production and use. It\u2019s vital, however, that reuse systems are designed with the local context, affordability and accessibility for low-income communities in mind.<\/p>\n\n<p><strong>Chile<\/strong>&nbsp;is the most advanced country in the Americas, which introduced a&nbsp;<a href=\"https:\/\/www.bcn.cl\/leychile\/navegar?idNorma=1163603\">plastic regulation bill<\/a>&nbsp;in August 2021.&nbsp; It promotes and encourages the sale of reusable beverage containers; suppliers must offer reusable bottles and must take-back the returnable bottles. Moreover, after 3 years of enactment of said law, at least 30% of bottles for sale in supermarkets must be returnable for reuse.<\/p>\n\n<p>In&nbsp;<strong>India<\/strong>,<strong>&nbsp;<\/strong>the<strong>&nbsp;<\/strong>government has announced that plates, cups, cutlery (and further unnecessary single-use plastic items) will be&nbsp;<a href=\"https:\/\/pib.gov.in\/PressReleaseIframePage.aspx?PRID=1745433#:~:text=and%20Climate%20Change-,Government%20notifies%20the%20Plastic%20Waste%20Management%20Amendment%20Rules%2C%202021%2C%20pr\">prohibited starting 1 June 2022<\/a>. While this ban is indeed necessary, nevertheless, we must not forget that many countries in the Global South still have traditional reuse based systems that are not reliant on single-use plastics in the first place such as the&nbsp;<a href=\"https:\/\/mumbaidabbawala.in\/\"><em>Dabbawala<\/em><\/a>&nbsp;system in India. Incorporating these reuse based systems through policies is far from legislatively visible. Apart from policies, countries such as&nbsp;<strong>Indonesia<\/strong>&nbsp;have numerous game-changing reuse ventures that are redefining refill convenience through digital apps such as&nbsp;<a href=\"https:\/\/www.koinpack.id\/\">KoinPack<\/a>,&nbsp;<a href=\"https:\/\/www.qyos.id\/\">Qyos<\/a>&nbsp;by Algramo and&nbsp;<a href=\"https:\/\/zerowastelivinglab.enviu.org\/our-ventures\/\">other initiatives<\/a>.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>What next?&nbsp;<\/strong><\/h2>\n\n<p>While these are all steps in the right direction, the clock is ticking and we must encourage more governments to prioritize reuse and refill alongside plastic reduction in their policies on a global scale. The&nbsp;<a href=\"https:\/\/ellenmacarthurfoundation.org\/global-commitment\/overview\">Ellen MacArthur Foundation<\/a>&nbsp;recently released their yearly progress report, a report that monitors the plastic reduction commitments the consumer goods sector makes, in which the foundation states that \u201c<em>there is a concerning lack of ambition and action on reuse<\/em>.\u201d&nbsp;Nonetheless, on a positive note, the World Economic Forum through its&nbsp;<a href=\"https:\/\/www.weforum.org\/projects\/consumers-beyond-disposability\">Consumers Beyond Waste&nbsp;<\/a>initiative has already begun to bring a consortium of stakeholders (corporates, policymakers and NGOs)&nbsp; together to highlight reuse policies and discuss the way forward.<\/p>\n\n<p>There are numerous environmental and economic benefits of scaling up reuse, which have the potential of contributing to circular economy objectives as outlined by the&nbsp;<a href=\"https:\/\/rethinkplasticalliance.eu\/wp-content\/uploads\/2021\/07\/Realising-Reuse-Final-report-July-2021.pdf\">Realising Reuse<\/a>&nbsp;report released earlier this year. In fact, scaling up reuse in the food &amp; beverage sector by 50% by 2030 has the opportunity to use 27.1 million tonnes less resources.<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2019\/10\/30bc52bd-gp0sttopn-1024x684.jpg\" alt=\"Waitrose Refill Station in Oxford. \u00a9 Isabelle Rose Povey \/ Greenpeace\" class=\"wp-image-24999\"\/><figcaption>Dispensers of dried food products at a refill station that offers customers a range of unpackaged products with the aim of saving thousands of tonnes of unnecessary plastic. \u00a9 Isabelle Rose Povey \/ Greenpeace<\/figcaption><\/figure>\n\n<p>In order to tackle the plastic and the climate crisis, we need governments to come together and implement binding policies to develop reuse-based systems. In reality, we have an immense opportunity to move to a&nbsp;<a href=\"https:\/\/www.greenpeace.org\/usa\/the-reuse-revolution-is-the-answer-to-the-plastics-crisis\/\">Reuse Revolution<\/a>&nbsp;through a binding Global Plastics Treaty that sets out a framework for countries to reduce their plastic production and consumption, and move towards a plastic-free-future. And these legislations need to include strong reuse and refill all together.<br><br>We call on governments around the world and big brands to make a commitment towards a global plastics treaty, to reduce the amount of plastic packaging produced and to invest into refill and reuse to save our planet.&nbsp;&nbsp;<\/p>\n\n<p><em>Caroline Wagner is Global Plastic
