{"id":59845,"date":"2023-05-23T15:22:01","date_gmt":"2023-05-23T03:22:01","guid":{"rendered":"https:\/\/www.greenpeace.org\/aotearoa\/?p=59845"},"modified":"2024-07-12T10:04:41","modified_gmt":"2024-07-11T22:04:41","slug":"what-is-the-draft-fisheries-industry-transformation-plan","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/story\/what-is-the-draft-fisheries-industry-transformation-plan\/","title":{"rendered":"What is the draft Fisheries Industry Transformation Plan?"},"content":{"rendered":"\n<p>Like the name suggests the draft <a href=\"https:\/\/www.mpi.govt.nz\/dmsdocument\/56572-Draft-Fisheries-Industry-Transformation-Plan\">Fisheries Industry Transformation Plan<\/a> is an industry focused and led plan that\u2019s being pitched as a kind of long-term vision for the fishing sector.&nbsp;<\/p>\n\n<p>It sets out to tackle <a href=\"https:\/\/www.mpi.govt.nz\/dmsdocument\/56584-One-page-summary-Fisheries-ITP\">three main areas<\/a> which include strengthening environmental performance, improving profitability and supporting people who work in the fishing industry and is currently out for public consultation.<\/p>\n\n<p>It\u2019s interesting to note that out of the 11 strong \u201cleadership group\u201d who created the plan &#8211; seven are fishing industry leaders, one is a union rep, two are government officials, and just one is from an environmental organisation.<\/p>\n\n<p>Public submissions are open till June 11 and <a href=\"https:\/\/www.mpi.govt.nz\/consultations\/draft-fisheries-industry-transformation-plan\">can be made here<\/a>.<\/p>\n\n<h2 class=\"wp-block-heading\">What\u2019s wrong with the draft Fishing Transformation Plan?<\/h2>\n\n<p>Despite its name, very little about the draft Fisheries Industry Transformation Plan is actually transformative &#8211; especially as it does nothing meaningful to address the threat of destructive <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/what-is-bottom-trawling-and-why-is-it-bad-for-the-environment\/\">bottom trawling<\/a>.<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"533\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/be5fad1e-gp0oc7_web_size.jpg\" title=\"Crew hauling a huge piece of orange coral on board a trawler.\" alt=\"\" class=\"wp-image-59857\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/be5fad1e-gp0oc7_web_size.jpg 800w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/be5fad1e-gp0oc7_web_size-600x400.jpg 600w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/be5fad1e-gp0oc7_web_size-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/be5fad1e-gp0oc7_web_size-510x340.jpg 510w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">Crewman on the New Zealand bottom trawler, Waipori, dump a large piece of Paragorgia coral dredged from the deep sea in their net.<\/figcaption><\/figure>\n\n<h3 class=\"wp-block-heading\">It doesn\u2019t commit to banning bottom trawling<\/h3>\n\n<p>Bottom trawling is one of the most destructive and indiscriminate fishing methods, bulldozing the seafloor with heavily weighted nets and destroying marine habitats, as well as netting large amounts of<a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/shocking-new-fishing-industry-by-kill-data-released\/\"> \u2018bycatch\u2019<\/a> &#8211; including coral and <a href=\"https:\/\/www.stuff.co.nz\/environment\/129711786\/the-death-toll-from-our-appetite-for-fish-and-chips\">endangered seabirds and marine mammals<\/a>.&nbsp;<\/p>\n\n<p>&nbsp;In its current form, the plan makes no mention of banning bottom trawling or&nbsp; any timeline for transitioning away from bottom trawl methods.<\/p>\n\n<p>Instead, it relies on future \u2018techno fixes\u2019 that will supposedly reduce the harm to the seafloor and fish with more precision.&nbsp;<\/p>\n\n<p>The problem? The technology is not tried and tested.<em> If<\/em> it is even possible to \u2018reform\u2019 the destructive method of bottom trawling &#8211; we are years, if not decades, away from seeing it come into force, and in the meantime &#8211; the ocean will continue to be destroyed by trawlers.&nbsp;<\/p>\n\n<h3 class=\"wp-block-heading\">It also proposes using government money to buy new fishing vessels<\/h3>\n\n<p>The plan also includes a proposal that would see government (public) money used to fund new vessels for the commercial fishing fleet. The proposal in the plan is to spend millions on this. The net can\u2019t discriminate what it\u2019s touching and bulldozes everything in its path, including slow-growing coral and bryozoans, which are the building blocks of ocean life.<\/p>\n\n<p>The large nets don\u2019t just catch the fish they are targeting, they also scoop up any marine life in the way, including sharks, seabirds, dolphins and sea lions.&nbsp;<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"599\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/725c95bc-gp0stw5gg_web_size.jpg\" alt=\"\" class=\"wp-image-59859\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/725c95bc-gp0stw5gg_web_size.jpg 800w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/725c95bc-gp0stw5gg_web_size-600x449.jpg 600w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/725c95bc-gp0stw5gg_web_size-768x575.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/05\/725c95bc-gp0stw5gg_web_size-454x340.jpg 454w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">Boats surround a floating \u2018ban bottom trawling\u2019 banner at Mission Bay in Auckland in April as a show of opposition to bottom trawling in the Hauraki Gulf marine park. <\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\">The cost of bottom trawling<\/h2>\n\n<p>In the 2021-2022 fishing year, which is the<a href=\"https:\/\/www.mpi.govt.nz\/fishing-aquaculture\/sustainable-fisheries\/managing-the-impact-of-fishing-on-protected-species\/seabirds-and-protected-marine-species-caught-by-commercial-fishers\/\"> most up-to-date full year data <\/a>we have, over 10,000kg of coral and bryozoans were pulled up by the commercial fishing industry -mostly by trawl nets. In the same time period, commercial fishing killed almost 800 birds &#8211; including endangered hoiho and albatross &#8211; and mammals.&nbsp;<\/p>\n\n<p>What\u2019s even more shocking, is that that data is only the self-reported numbers from commercial fishers. Because we don\u2019t have a comprehensive cameras on boats programme, and observer coverage is so low &#8211; we know that the amount of ocean life impacted by commercial fishing is likely far higher. A previous study has shown that having observers or cameras on boats&nbsp; <a href=\"https:\/\/www.stuff.co.nz\/environment\/101486044\/aussie-study-backs-fishing-cameras-as-nz-suggests-scrapping-their-introduction\">increased reporting of bycatch<\/a> by eight times. So the numbers above, shocking as they are, are not the full picture.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\">A healthy ocean means banning bottom trawling<\/h2>\n\n<p>If we are serious about protecting the ocean for the future we need the government to ban bottom trawling, starting from where it does the most damage:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>on <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/publication\/report-on-the-biodiversity-of-seamounts-in-aotearoa-and-the-pacific\/\">richly biodiverse seamounts<\/a>, targeted by trawlers in the deep sea<\/li>\n\n\n\n<li>In fragile inshore areas such as the Hauraki Gulf.&nbsp;<\/li>\n<\/ul>\n\n<p>Keeping trawl nets off the areas that provide homes and breeding grounds for fish and support an abundance of marine life, such as <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/watch-why-are-we-still-bottom-trawling-seamounts\/\">seamounts<\/a>, should be a priority. Along with areas like the Hauraki Gulf marine park, where trawling has contributed to ecological collapse.<\/p>\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<lite-youtube style=\"background-image: url('https:\/\/i.ytimg.com\/vi\/QDJjzkeqIR0\/hqdefault.jpg');\" videoid=\"QDJjzkeqIR0\" params=\"rel=0\"><\/lite-youtube>\n<\/div><figcaption class=\"wp-element-caption\">Mandy Kupenga talks to the experts about why New Zealand is still bottom trawling on seamounts &#8211; underwater mountains that are home to a vast array of marine life.<\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\">But the plan says it is \u201cstrengthening environmental performance\u201d<\/h2>\n\n<p>The wording sounds good, but it\u2019s important to look at the details.&nbsp;<\/p>\n\n<p>When \u201csupporting healthy ocean ecosystems\u201d is mentioned in the plan, it only talks about technological fixes and investing in innovation.<br><br>There is no mention of what could and should be done immediately &#8211; stop bottom trawling &#8211; or any time frame for transitioning away from this known destructive practice.&nbsp;&nbsp;&nbsp;<\/p>\n\n<p>Research shows that when trawling is removed, ocean life can recover.&nbsp; So we\u2019ve got to start now.<\/p>\n\n<h2 class=\"wp-block-heading\">Is there anything good in the draft Fisheries Industry Transformation Plan?<\/h2>\n\n<p>We support the proposal to address barriers to the regular and timely release of the data that is collected by fishers.<br><br>Clear, timely and transparent data is essential for ocean health because it shows what species are being accidentally caught as \u2018bycatch\u2019 and would allow for better decision-making when it comes to ocean protection. It would also allow for faster action &#8211; such as closing a fishery once a certain limit is reached.&nbsp;<\/p>\n\n<p>Moreover, the ocean matters to us all, and so we all have a right to know the impact this industry is having on the moana. This data should be readily available, not hidden.<\/p>\n\n<h2 class=\"wp-block-heading\">What happens next?<\/h2>\n\n<p>Right now, the draft plan is out for public consultation, with public submissions due by June 11.<\/p>\n\n<p>There have been meetings around the country, and<a href=\"https:\/\/www.mpi.govt.nz\/consultations\/draft-fisheries-industry-transformation-plan\"> several more still to come<\/a> later this month, including online.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\">What you can do<\/h2>\n\n<p>Anyone can make a submission on the draft Fisheries Industry Transformation Plan.&nbsp;<\/p>\n\n<p>You can read the <a href=\"https:\/\/www.mpi.govt.nz\/dmsdocument\/56572-Draft-Fisheries-Industry-Transformation-Plan\">full plan<\/a> or the <a href=\"https:\/\/www.mpi.govt.nz\/dmsdocument\/56584-One-page-summary-Fisheries-ITP\">one-page summary<\/a> and you can find out how to <a href=\"https:\/\/www.mpi.govt.nz\/consultations\/draft-fisheries-industry-transformation-plan\">make a submission here<\/a>.&nbsp;<\/p>\n\n<p>There are three main options:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Fill in the survey<\/li>\n\n\n\n<li>Fill in a submission form and email it<\/li>\n\n\n\n<li>Attend a meeting&nbsp;<\/li>\n<\/ul>\n\n<p>If you want to help &#8211; take five minutes to <a href=\"https:\/\/www.mpi.govt.nz\/consultations\/draft-fisheries-industry-transformation-plan\">write a submission<\/a>, or answer the questionnaire. The petition now has over 80,000 signatures.<\/figcaption><\/figure>\n\n<p>Over 80,000 people have signed petitions, including <a href=\"https:\/\/petition.act.greenpeace.org.nz\/oceans-bottomtrawling?source=actioncallout\">one from Greenpeace<\/a>, calling for an end to bottom trawling on seamounts, and over 9,000 have signed <a href=\"https:\/\/petition.act.greenpeace.org.nz\/oceans-ban-bottom-trawling-hauraki-gulf?source=actioncallout\">this petition<\/a> calling for a ban on trawl methods in the Hauraki Gulf.<\/p>\n\n<p>The public will for change is clear &#8211; now is the time for the government to act!
