All three coalition parties campaigned on reversing the 2018 ban on offshore oil exploration.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"577\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2022\/11\/efcf6f75-luxon-oil-1024x577.jpg\" alt=\"\" class=\"wp-image-53713\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2022\/11\/efcf6f75-luxon-oil-1024x577.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2022\/11\/efcf6f75-luxon-oil-600x338.jpg 600w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2022\/11\/efcf6f75-luxon-oil-768x433.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2022\/11\/efcf6f75-luxon-oil-1536x865.jpg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2022\/11\/efcf6f75-luxon-oil-510x287.jpg 510w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2022\/11\/efcf6f75-luxon-oil.jpg 1640w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p>But it flies in the face of projections that demand for oil could peak as early as this decade.<\/p>\n\n<p>Minister for Resources Shane Jones has confirmed the government plans to reverse the ban later this year and <a href=\"https:\/\/www.nzherald.co.nz\/business\/government-exploring-corporate-welfare-for-oil-and-gas\/GP7Z2F76FFDU3OTMTGCQQM2OPU\/\">seeks to incentivise<\/a> oil investors by paying them a bond in case their drilling rights are cancelled by future governments.<\/p>\n\n<p>The government is also considering weakening a law that requires oil and gas permit holders <a href=\"https:\/\/www.beehive.govt.nz\/release\/overseas-decommissioning-models-considered\">to pay for the decommissioning and clean-up<\/a> of wells. This law was passed in 2021 in response to taxpayers having to pick up a <a href=\"https:\/\/www.thepress.co.nz\/nz-news\/350097425\/blowout-billion-dollar-tui-oilfield-debacle\">NZ$400 million bill<\/a> for decommissioning the Tui oil field after the financial collapse of the oil company.<\/p>\n\n<p>The government\u2019s decisions go against projections by many sources, including the International Energy Agency, that demand for oil will decline soon as we electrify the global transport fleet. Consequently, investment in oil exploration is projected to decline too.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-peak-oil-demand\">Peak oil demand<\/h2>\n\n<p>The use of fossil fuels is due to decline this decade, according to several major oil companies. A <a href=\"https:\/\/www.shell.com\/news-and-insights\/scenarios\/the-energy-security-scenarios\">2023 report<\/a> by Shell projects fossil fuel use dropping rapidly in coming decades, while BP <a href=\"https:\/\/www.bp.com\/content\/dam\/bp\/business-sites\/en\/global\/corporate\/pdfs\/energy-economics\/energy-outlook\/bp-energy-outlook-2023.pdf\">thinks<\/a> oil demand for combustion has already peaked.<\/p>\n\n<p>Many large <a href=\"https:\/\/www.woodmac.com\/market-insights\/topics\/energy-transition-outlook\/global-context\/\">organisations<\/a> think <a href=\"https:\/\/www.ourenergypolicy.org\/wp-content\/uploads\/2017\/09\/DNV-GL_Energy-Transistion-Outlook-2017_oil-gas_lowres-single_3108_3.pdf\">peak oil demand will happen this decade<\/a> or <a href=\"https:\/\/www.ib.barclays\/content\/dam\/barclaysmicrosites\/ibpublic\/documents\/our-insights\/oil\/oil-in-3d.pdf\">the 2030s<\/a>. This includes the International Energy Agency (<a href=\"https:\/\/www.iea.org\/\">IEA<\/a>), which has <a href=\"https:\/\/www.iea.org\/reports\/world-energy-outlook-2023\">predicted<\/a> demand for oil will peak before 2030.<\/p>\n\n<p>The Organisation of Petroleum Exporting Countries (<a href=\"https:\/\/www.opec.org\/opec_web\/en\/\">OPEC<\/a>) and Exxon Mobil are bullishly stating they see <a href=\"https:\/\/www.opec.org\/opec_web\/en\/publications\/340.htm\">oil growth continuing<\/a>, albeit at a slower rate, into the 2040s. But at the same time, Exxon Mobil is investing significantly in renewable energy, lithium mining and carbon capture technology.<\/p>\n\n<p>Even if oil demand peaks later than forecast, the progression from prospecting to exploration and mining <a href=\"https:\/\/www.nzpam.govt.nz\/nz-industry\/nz-petroleum\/phases\">can take decades<\/a>. Projects prospected now may not yield fuel until demand is already in decline.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-we-have-enough-oil-to-make-the-energy-transition\">We have enough oil to make the energy transition<\/h2>\n\n<p>We\u2019ve known for some time that remaining fossil fuels must <a href=\"https:\/\/www.nature.com\/articles\/s41586-021-03821-8\">stay in the ground<\/a> to meet the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\">Paris Agreement<\/a> goal of keeping the world below 2\u00b0C above pre-industrial temperatures.<\/p>\n\n<p>The last UN climate summit \u2013 <a href=\"https:\/\/unfccc.int\/news\/cop28-agreement-signals-beginning-of-the-end-of-the-fossil-fuel-era\">COP28<\/a> held late last year \u2013 agreed to \u201ctransition away from fossil fuels\u201d and signalled the \u201cbeginning of the end\u201d of the fossil fuel era.<\/p>\n\n<p>But further to this, the IEA has stated we <a href=\"https:\/\/www.iea.org\/reports\/net-zero-roadmap-a-global-pathway-to-keep-the-15-0c-goal-in-reach\">don\u2019t need any new fossil fuel exploration or development<\/a>, with enough projects already in existence or planned to meet global energy demand forecasts to 2050. New <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.adn6533\">research<\/a> agrees, saying governments around the world should stop issuing new oil, gas and coal licences.<\/p>\n\n<p>In line with decreasing oil demand, BP also <a href=\"https:\/\/www.bp.com\/content\/dam\/bp\/business-sites\/en\/global\/corporate\/pdfs\/energy-economics\/energy-outlook\/bp-energy-outlook-2023.pdf\">projects<\/a> declining investment in new oil and gas infrastructure globally in coming decades. The IEA\u2019s <a href=\"https:\/\/www.iea.org\/reports\/world-energy-investment-2023\">World Energy Investment report<\/a> notes an ongoing hesitancy about oil and gas investment comes partly from concerns about downward long-term demand projections.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-datawrapper wp-block-embed-datawrapper\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Global energy investment in clean energy and in fossil fuels, 2015-2023 \" src=\"https:\/\/datawrapper.dwcdn.net\/BGKGT\/1\/#?secret=4o0WH57qJh\" data-secret=\"4o0WH57qJh\" scrolling=\"no\" frameborder=\"0\" height=\"503\"><\/iframe>\n<\/div><\/figure>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p>New Zealand does not import natural gas, but our gas fields have been <a href=\"https:\/\/www.beehive.govt.nz\/release\/low-gas-production-threatens-energy-security\">yielding less than forecast<\/a> for some years. Therefore, to remain independent, some more maintenance drilling or limited new expansion may be needed to see us through the energy transition. But using taxpayer dollars to pay international oil companies to come to New Zealand doesn\u2019t make economic or environmental sense.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-the-momentum-for-the-energy-transition-is-unstoppable\">The momentum for the energy transition is unstoppable<\/h2>\n\n<p>The good news is that the world\u2019s energy sector, which <a href=\"https:\/\/ourworldindata.org\/ghg-emissions-by-sector\">produces almost 75% of global emissions<\/a>, is now transitioning at an ever increasing rate. Significant amounts of renewable electricity generation (which is now far cheaper than fossil fuel generation) are being built, with global renewable capacity set to <a href=\"https:\/\/www.iea.org\/data-and-statistics\/data-tools\/renewable-energy-progress-tracker\">double<\/a> this decade.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2023\/08\/74264f11-gp04ma6_medium_res-1024x683.jpg\" title=\"Twenty four photovoltaic panels on the roof of the Greenpeace New Zealand building, help generate electricity for the office. Significant investment in renewable generation is under way (<a href=\"https:\/\/www.bcg.com\/publications\/2022\/climate-change-in-new-zealand\">$42 billion by 2030<\/a>) to supply the approximate doubling of electricity needed for the expected mass electrification of transport and industrial heat by 2050.<\/p>\n\n<p>Renewables are also being built to replace retiring coal plant. <a href=\"https:\/\/www.iea.org\/energy-system\/fossil-fuels\/coal#tracking\">Global coal consumption peaked<\/a> in 2013 and has flatlined since. In 2021, the COP26 global climate meeting in Glasgow agreed to phase down coal, and 60 national (and 51 sub-national) governments have joined the <a href=\"https:\/\/poweringpastcoal.org\/\">Powering Past Coal Alliance<\/a>, committing them to phasing out all coal-fired power plants and not building new ones.<\/p>\n\n<p>Other uses of fossil fuels are in industrial heat and transport. Electric vehicle demand is skyrocketing globally, with the <a href=\"https:\/\/www.iea.org\/reports\/global-ev-outlook-2024\/trends-in-electric-cars\">global fleet<\/a> growing from 300,000 vehicles in 2013 to 41 million in 2023. With prices falling, electric vehicles are expected to <a href=\"https:\/\/www.stuff.co.nz\/motoring\/132298144\/when-will-evs-cost-the-same-as-petrol-and-diesel-cars\">reach price parity<\/a> with internal combustion engine cars as early as 2025.<\/p>\n\n<p>Most large global vehicle manufacturers have pledged to produce <a href=\"https:\/\/www.gearpatrol.com\/cars\/g38986745\/car-brands-going-electric\/\">only electric vehicles<\/a> by 2030 or 2040. And 30 countries, including New Zealand, have signed the <a href=\"https:\/\/acceleratingtozero.org\/signatories\/?_signatory_groups=national-governments\">Zero Emissions Vehicle declaration<\/a> to ban new petrol or diesel vehicle sales entirely by 2040.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-new-zealand-should-be-enabling-the-energy-transition\">New Zealand should be enabling the energy transition<\/h2>\n\n<p>The world is moving very rapidly away from coal and oil, and eventually all fossil fuels. A growing number of countries require adherence to Paris Agreement pledges by their trading partners.
