{"id":64359,"date":"2024-06-18T14:55:55","date_gmt":"2024-06-18T02:55:55","guid":{"rendered":"https:\/\/www.greenpeace.org\/aotearoa\/?p=64359"},"modified":"2025-05-20T12:56:34","modified_gmt":"2025-05-20T00:56:34","slug":"budget-cuts-to-climate-funding-mean-nz-may-now-struggle-to-meet-its-international-obligations","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/story\/budget-cuts-to-climate-funding-mean-nz-may-now-struggle-to-meet-its-international-obligations\/","title":{"rendered":"Budget cuts to climate funding mean NZ may now struggle to meet its international obligations"},"content":{"rendered":"\n<p>With no new investment to combat climate change in last month\u2019s budget, and a <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/518301\/budget-2024-what-survived-and-what-was-cut-from-climate-emergency-response-fund\">long list of cuts<\/a> to climate and environment-related areas, the government risks damaging its global reputation.<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/601028\/original\/file-20240616-17-tu0dvs.jpg?ixlib=rb-4.1.0&amp;rect=39%2C220%2C5224%2C3717&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"\"\/><figcaption class=\"wp-element-caption\"><a href=\"https:\/\/www.gettyimages.com.au\/detail\/news-photo\/homes-belongings-inundated-by-mud-silt-following-cyclone-news-photo\/1466866824?adppopup=true\">Phil Yeo\/Getty Images<\/a><\/figcaption><\/figure>\n\n<p>The <a href=\"https:\/\/environment.govt.nz\/publications\/climate-action-for-maori-the-national-adaptation-plan\/\">Climate Resilience for M\u0101ori initiative has been scrapped<\/a>, along with m\u0101tauranga M\u0101ori approaches to agricultural emissions reduction. There is reduced funding for the Climate Change Commission, which advises the government on policies to achieve legislated emissions targets.<\/p>\n\n<p>Freshwater and native forest planting initiatives will be scaled back, along with reduced biosecurity monitoring.<\/p>\n\n<p>Also cut are programmes to develop a <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/may\/30\/rightwing-nz-government-accused-of-war-on-nature-as-it-takes-axe-to-climate-policies\">national circular economy and bioeconomy strategy for waste reduction<\/a> and the \u201cJobs for Nature\u201d initiative, which <a href=\"https:\/\/www.jobsfornature.govt.nz\/about-jobs-for-nature\/agency-jobs-for-nature-work-programmes\/\">was due to run until 2026<\/a>.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-more-adaptation-less-mitigation\">More adaptation, less mitigation<\/h2>\n\n<p>Climate Change Minister Simon Watts <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/may\/30\/rightwing-nz-government-accused-of-war-on-nature-as-it-takes-axe-to-climate-policies\">affirmed the government\u2019s commitment<\/a> to \u201csupport New Zealand to reduce emissions and adapt to the future effects of climate change\u201d, reflecting an <a href=\"https:\/\/www.ipcc.ch\/site\/assets\/uploads\/2018\/02\/ipcc_wg3_ar5_summary-for-policymakers.pdf\">established two-pronged approach<\/a> through:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>mitigation (reducing emissions and increasing sinks for greenhouse gases)<\/li>\n\n\n\n<li>and adaptation (measures such as flood defences and managed retreat to protect communities and infrastructure from climate impacts).<\/li>\n<\/ul>\n\n<p>Of course, responding to climate change effectively will require both. But a closer look at the government\u2019s priorities, as indicated by this budget, suggests there\u2019s more appetite for adaptation to ensure communities, jobs, industries and homes are <a href=\"https:\/\/www.beehive.govt.nz\/release\/climate-change-%E2%80%93-mitigating-risks-and-costs\">prepared to withstand the impacts of climate change<\/a>.<\/p>\n\n<p>Mitigation seems a lesser priority, especially if it means further regulating industries and potentially affecting the jobs they currently support.<\/p>\n\n<p>However, easing off on mitigation means more severe and costly adaptation in the future. This raises questions about how <a href=\"https:\/\/www.beehive.govt.nz\/release\/budget-2024-delivers-new-zealand#:%7E:text=Budget%202024%20sets%20out%20the,on%20key%20coalition%20Government%20commitments.%E2%80%9D\">fiscally responsible<\/a> this budget really is.<\/p>\n\n<p>The <a href=\"https:\/\/www.climatecommission.govt.nz\/news\/the\/\">Climate Change Commission<\/a> reminds us that:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Investing in emissions reduction, which is needed across all sectors \u2013 energy, buildings, transport, food and industry \u2013 is an investment in our future.<\/p>\n<\/blockquote>\n\n<p>The longer we wait to cut emissions, the more the costs of climate change will compound. <a href=\"https:\/\/www.imf.org\/en\/Publications\/fandd\/issues\/2021\/09\/climate-change-what-is-mitigation-and-adaptation-behsudi-basics\">Mitigation now, alongside adaption<\/a> is likely to be the more fiscally responsible choice over the long term.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-no-surprise\">No surprise<\/h2>\n\n<p>The rolling back of environmental protections and climate action advanced by the previous Labour administration comes as no surprise. None of the coalition parties campaigned on so called green credentials.<\/p>\n\n<p>Environment and climate change portfolios <a href=\"https:\/\/www.scoop.co.nz\/stories\/PO2311\/S00156\/climate-change-and-environment-out-of-cabinet-a-big-risk.htm\">have been removed from Cabinet<\/a>. The government last week announced it will <a href=\"https:\/\/www.rnz.co.nz\/news\/political\/519058\/bill-to-resume-oil-and-gas-exploration-set-for-later-this-year\">repeal Labour\u2019s ban<\/a> on offshore oil and gas exploration. It also plans to <a href=\"https:\/\/www.beehive.govt.nz\/release\/government-sets-out-vision-minerals-future\">double mineral exports by 2035<\/a> and the <a href=\"https:\/\/www.legislation.govt.nz\/bill\/government\/2024\/0031\/6.0\/whole.html\">Fast-track Approvals Bill<\/a> is currently going through the select committee process.<\/p>\n\n<p>Resources Minister and NZ First MP Shane Jones <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/jun\/06\/how-could-they-mine-here-new-zealand-grapples-with-new-push-for-resource-riches\">argues the bill<\/a> is necessary to counter \u201cNew Zealand\u2019s excessive levels of environmental protection\u201d.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-climate-obligations\">Climate obligations<\/h2>\n\n<p>Despite this rollback, the government still has climate change responsibilities at home and internationally. These include administering the New Zealand Emissions Trading Scheme, setting emissions budgets and preparing emissions reduction and national adaptation plans.<\/p>\n\n<p>Also, under the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\">Paris Agreement<\/a> and United Nations Framework Convention on Climate Change (<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\">UNFCCC<\/a>), the climate change minister must set a pledge, known as a nationally determined contribution (<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\">NDC<\/a>), to reduce greenhouse gas emissions. This is due in 2025.<\/p>\n\n<p>So how is the coalition positioned to deliver on New Zealand\u2019s climate change obligations?<\/p>\n\n<p>Internationally, the next big test will come this November, at the UNFCCC\u2019s next annual climate summit <a href=\"https:\/\/cop29.az\/en\">COP29<\/a>. The focus will be on <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/may\/17\/cop29-at-a-crossroads-in-azerbaijan-with-focus-on-climate-finance\">climate finance<\/a>, investing to increase resilience to extreme weather and ensuring developing countries can afford to transition away from fossil fuels.<\/p>\n\n<p>Despite its size, New Zealand\u2019s position in international climate negotiations carries weight, not least as a <a href=\"https:\/\/www.mfat.govt.nz\/en\/environment\/climate-change\/working-with-the-world\/what-we-are-doing#bookmark2\">regional leader in the Pacific<\/a>. For many Pacific island countries, <a href=\"https:\/\/www.mfat.govt.nz\/en\/environment\/climate-change\/supporting-our-region\/the-climate-change-programme\/our-support-for-pacific-climate-action#a__text_In_202021_2C_20Aotearoa_20New_20Zealand_50_20percent_20will_20target_20adaptation_\">climate finance is hugely important<\/a>. Attention will be on New Zealand to once again <a href=\"https:\/\/www.beehive.govt.nz\/release\/new-zealand-increases-climate-finance-commitment-pacific\">show bold leadership<\/a> and increase contributions to global climate finance.<\/p>\n\n<p>Next year\u2019s NDC is required to be more ambitious than the previous one. Like many countries, New Zealand\u2019s current NDC is <a href=\"https:\/\/climateactiontracker.org\/countries\/new-zealand\/\">widely acknowledged to be insufficient<\/a> to limit global temperature rise to 2\u00b0C above pre-industrial levels.<\/p>\n\n<p>That\u2019s despite being set by a <a href=\"https:\/\/theconversation.com\/cop26-time-for-new-zealand-to-show-regional-leadership-on-climate-change-170785\">Labour government<\/a> much keener to claim green credentials than the current coalition. It\u2019s going to be difficult for this government to ratchet up the NDC, while also reducing environmental protections and removing economic roadblocks.<\/p>\n\n<p>Perhaps there is a way forward by looking again at how some industry players are <a href=\"https:\/\/www.rnz.co.nz\/national\/programmes\/ninetonoon\/audio\/2018915280\/fonterra-s-plan-to-cut-on-farm-emissions-by-30-percent\">connecting emissions reduction with good business<\/a>. Internationally, trade agreements such as the recently negotiated <a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/new-zealand\/eu-new-zealand-agreement\/agreement-explained_en\">deal with the EU<\/a> reflect that consumers and businesses have become more climate conscious. A genuinely ambitious NDC could be the smartest choice to keep New Zealand\u2019s exports competitive.<\/p>\n\n<p>Like so much in politics, it\u2019s about balancing competing priorities and looking for the compromise.
