This was supposed to be the final round of negotiations, but in the end the talks were extended.<\/p>\n\n<p>We know that\u00a0<a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/plastics-role-in-the-triple-planetary-crisis\/\">we urgently need an ambitious plastics treaty that protects our health, biodiversity and climate<\/a>. Here is a rundown of the highlights from the talks, including why we didn\u2019t come away from the meeting with a treaty.<\/p>\n\n<h2 class=\"wp-block-heading\">1. We delivered your voice (and face) to world leaders&nbsp;<\/h2>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/giant-petition-demanding-strong-global-plastics-treaty-delivered-to-global-plastics-meeting\/\">Greenpeace International, alongside Frontline activists, poet Nikita Gill, WWF, and Break Free From Plastic, delivered our collective petition<\/a>\u00a0\u2014 signed by almost 3 million to Senator Jeff Merkley and Juliet Kabera, Director General, Rwanda Environment Management Authority.<\/p>\n\n<p>The petition was\u00a0delivered as a globe\u00a0to symbolise the millions of people around the world who have been calling for cuts to plastic production over the last two years.\u00a0<\/p>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/01\/5c51d5da-gp0su3jmk.jpg\" alt=\"Global Petition Delivery Event at INC-5 in Busan, South Korea. \u00a9 Greenpeace \/ Sungwoo Lee\" class=\"wp-image-72486\" title=\"Global Petition Delivery Event at INC-5 in Busan, South Korea. \u00a9 Greenpeace \/ Sungwoo Lee\"\/><figcaption class=\"wp-element-caption\">Greenpeace, together with WWF and the Break Free from Plastic coalition delivers a global petition featuring 2.9 million signatures calling for an end to the age of plastic at the INC-5 Plastics Treaty negotiations in Busan, South Korea. \u00a9 Greenpeace \/ Sungwoo Lee<\/figcaption><\/figure>\n\n<p>Then, to kick off talks, Greenpeace East Asia Seoul, in collaboration with artist and activist Dan Acher, sent a bold message to governments flying a massive eye above treaty talks in Busan to show world leaders: #WeAreWatching! A statement endorsed by 150+ global organisations including Greenpeace was also presented. \u00a9 Jung-geun Augustine Park \/ Greenpeace<\/figcaption><\/figure>\n\n<p>Since the very first round of negotiations, oil-producing countries and the petrochemical industry have used their power to make sure that we waste precious time. This meeting was no exception:\u00a0220 fossil fuel and chemical industry lobbyists registered to attend INC-5, the highest at any negotiation for the Plastics Treaty so far.<\/p>\n\n<p>This is more than the previous high of 196 lobbyists\u00a0<a href=\"https:\/\/www.ciel.org\/news\/inc-5-lobbyist-analysis\/\" target=\"_blank\" rel=\"noreferrer noopener\">analysed by the Center for International Environmental Law (CIEL)<\/a>\u00a0at the last meeting. That\u2019s more than the the Scientists\u2019 Coalition for An Effective Plastic Treaty by three to one, and the Indigenous Peoples\u2019 Caucus by almost nine to one.<\/p>\n\n<h2 class=\"wp-block-heading\">3. Over 100 countries stood up for ambition&nbsp;<\/h2>\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"So what happened with the Global Plastics Treaty?\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/tb1_amfbKZk?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n<p>On the positive side, thanks to a huge push from Greenpeace and our allies, over 100 Member States, representing billions of people, signed a declaration in support of a meaningful treaty, including a global plastic production reduction target. These countries literally stood up for ambition, where Panama\u2019s lead negotiator, and the&nbsp;<a href=\"https:\/\/x.com\/ciel_tweets\/status\/1863087489055125840\">star of the show, Juan Carlos Monterrey,&nbsp; wearing his iconic hat, spoke truth to power in the room<\/a>:<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThis is a fight for survival\u2026. Plastics are a weapon of mass destruction.\u201d<\/p>\n<\/blockquote>\n\n<p>This was a huge moment in the treaty process, and now gives us momentum and a clear commitment to hold these countries accountable as we continue on this process to secure a strong treaty that drastically cuts plastic production.<\/p>\n\n<h2 class=\"wp-block-heading\">4. Civil society was locked out<strong>&nbsp;<\/strong><\/h2>\n\n<p>Many of the most critical meetings to decide whether we will have a meaningful treaty took place behind closed doors, with no participation from observers allowed. That means civil society groups, Indigenous rights holders, scientists and others had no visibility into much of the negotiations.<\/p>\n\n<p>This not only limits accountability for Member States to do one thing and say another, but it robs delegations from countries with less resources of the support they rely on from civil society. This is completely unjust and outrageous, and we will fight hard to ensure it does not happen again.<\/p>\n\n<h2 class=\"wp-block-heading\">5. Plastic is toxic throughout its entire lifecycle, beginning with production of the raw materials at facilities like this. Greenpeace is demanding a Global Plastics Treaty which includes cuts to production. \u00a9 Greenpeace \/ Yejin Kim<\/figcaption><\/figure>\n\n<p>Finally, while we didn\u2019t come away with a Plastics Treaty, there was a real risk at INC-5 that we ended up with a weak treaty written to please a minority of blocking states and their fossil fuel industry supporters. But thanks to strong pressure, Member States rejected a toothless deal that would have accomplished nothing, and stood before the world committing to an ambitious treaty. Now, it\u2019s time they stand by this promise and deliver a strong treaty for people and planet!<\/p>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/international\/story\/65507\/plastics-role-in-the-triple-planetary-crisis\/#:~:text=We%20know%20that%20plastic%20pollutes,triple%20by%20the%20year%202050.\">Plastic production is exacerbating the climate crisis and is set to triple by 2050<\/a>. We know that we&nbsp;<a href=\"https:\/\/www.greenpeace.org\/usa\/the-myth-of-single-use-plastic-and-recycling\/\">can\u2019t recycle our way out of this crisis<\/a>, we have to make less plastic! That is why we absolutely&nbsp;<a href=\"https:\/\/www.greenpeace.org\/international\/global-plastics-treaty\/\">must reduce plastic production by at least 75% by 2040<\/a>.
