The survey asked five questions about freshwater protection, outlining actions we think prospective councillors should commit to if they are serious about looking after Canterbury\u2019s lakes, rivers, and drinking water.<\/p>\n\n<p>The questions we asked candidates were as follows:<\/p>\n\n<ol class=\"wp-block-list\">\n<li>Do you support tighter limits on nitrate pollution to protect both ecosystems and drinking water?<\/li>\n\n\n\n<li>Do you support further limiting the use of synthetic nitrogen fertiliser?<\/li>\n\n\n\n<li>Do you support diversifying land use away from intensive dairying?<\/li>\n\n\n\n<li>Will you prioritise protecting sources of drinking water from nitrate contamination?<\/li>\n\n\n\n<li>Would you support a regional plan change that would end dairy conversions?<\/li>\n<\/ol>\n\n<p><strong>However, actions speak louder than words.<\/strong> We want to empower voters with information that will help inform them when deciding how to cast their vote. Several candidates standing for regional council are already regional councillors, so we also considered their votes on two key issues. We assessed councillors based on two key votes.<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Vote 1: Motion to seek a report on potential ECan-run region-wide water testing events. We gave councillors who voted for this proposal 0 additional points, while we scored councillors who voted against this proposal at -1.<\/li>\n\n\n\n<li>Vote 2: Motion to pause development of the Canterbury Regional Policy Statement. The motion passed with a slim majority.<\/p>\n\n<p>Nitrate testing for private well owners is important because it\u2019s the only way for them to find out what\u2019s in their water, and if it\u2019s safe to drink. Private well owners are usually not responsible for the contamination of their drinking water &#8211; yet currently, the responsibility and costs of testing water and dealing with contamination fall on them.<\/p>\n\n<p>In 2024, the Luxon Government changed the law to block regional councils from notifying Freshwater Planning Instruments until the end of 2025. The Government did this to stop regional councils from implementing regional freshwater protections while the Government rolled back national protections.&nbsp;<\/p>\n\n<p>On the 27th November 2024, a majority of ECan councillors went one step further. They voted to pause the development of Canterbury\u2019s Regional Policy Statement &#8211; which is a key planning document that sets objectives and policies for managing Canterbury\u2019s natural environment &#8211; including fresh water.<\/p>\n\n<p>They didn\u2019t have to do this. While Luxon had blocked ECan from notifying the Policy Statement, ECan staff could have continued its development.<br>Those same ECan staff advised the council that <strong>pausing development risked losing momentum <\/strong>and would delay any benefits of a new Policy Statement.<\/p>\n\n<p>At a time when Canterbury is in the midst of a water pollution crisis, delaying plans to take action on protecting fresh water is unacceptable. For that reason, councillors who voted to delay the Policy Statement development have been marked down on our Environment Canterbury election scorecard.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"get-involved\">Get involved!<\/h2>\n\n<p>Is your councillor in the red?
