So we must be cautious and sceptical about any promises made.<\/p>\n\n<p>Yet at the same time Brazil&#8217;s COP30 is a huge event outside the official negotiations. It&#8217;s the first time in a few years that it has been hosted by a country which even allows protests and street marches. The previous three events were in countries that limited public protest and accountability, in Egypt, Dubai and Azerbaijan.<\/p>\n\n<p>There are a multitude of reps and groups (including Greenpeace) present outside the talks hosting their own events in their own spaces. They\u2019re representing all of us who have an interest in climate solutions and action.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-on-the-rivers-and-streets-of-belem-it-s-a-people-s-summit-for-climate-action\"><strong>On the rivers and streets of Bel\u00e9m, it\u2019s a people\u2019s summit<\/strong> for climate action<\/h2>\n\n<p>Beyond the official negotiations there are a lot more people on the outside who are speaking up for a just climate future.&nbsp;<\/p>\n\n<p><a href=\"https:\/\/cupuladospovoscop30.org\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">The People\u2019s Summit (Cupula dos Povos<\/a>) is the central hub of resistance for everyone outside of the official negotiations to meet. It is the culmination of two years of organising aiming to strengthen the popular mobilisation and converge on shared goals.&nbsp;<\/p>\n\n<p>On Saturday (15 Nov) tens of thousands took to the streets in a &#8216;<a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/15\/thousands-hit-streets-of-belem-to-call-for-action-during-crucial-cop30-summit\" target=\"_blank\" rel=\"noreferrer noopener\">global people&#8217;s march<\/a>\u2019. It was a chance for participants of grassroots movements from around the world to come together in their calls for environmental justice, focused on protecting people and forests.<\/p>\n\n<p>The Greenpeace flagship the Rainbow Warrior is stationed in Bel\u00e9m during the conference. Activists, NGOs, and civil society are participating to demand more than promises. <\/p>\n\n<p>Participants include researchers and scientists, youth activists, and small farmers from rural economies. There are famous Brazilian musicians attending, such as Gilberto Gil.&nbsp;<\/p>\n\n<p>There are not only representatives of nations but also councils and regional leaders. The United States government has boycotted the talks but the governor of California, the USA&#8217;s most populous state, is heading an alternate delegation of more than 100 elected officials still committed to tackling the climate crisis.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-indigenous-action-is-climate-nbsp-action\"><strong>Indigenous action is climate&nbsp;<\/strong>action<\/h2>\n\n<p>Indigenous groups from Brazil and around the world are taking a central presence at the talks. The Indigenous Village (<a href=\"https:\/\/www.forest-trends.org\/events\/aldeia-cop-belem\/\" target=\"_blank\" rel=\"noreferrer noopener\">Aldeia Cop30<\/a>) is a hub for activities for education, debates and activism.&nbsp;<\/p>\n\n<p>Watch: <a href=\"https:\/\/www.instagram.com\/reel\/DRMvTQeEXxW\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kapahaka at the Indigenous Village<\/a><\/p>\n\n<p>Indigenous peoples and local communities preserve ancestral knowledge that keeps international territories such as the Amazon alive.&nbsp;<\/p>\n\n<p>Indigenous representatives are demanding their rights to be included in decision-making processes with access to resources so they can remain strong in their guardianship role.&nbsp;<\/p>\n\n<p><a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/15\/indigenous-lands-must-be-recognised-as-part-of-climate-policy-says-brazilian-minister\" target=\"_blank\" rel=\"noreferrer noopener\">Brazilian indigenous leaders are also calling for recognition of the \u2018demarcation\u2019 of Indigenous lands, as a climate policy<\/a>. This means that traditional lands, threatened by growing exploitation by agribusiness and mining interests, must be recognised, protected and not eroded by gradual deforestation.&nbsp;<\/p>\n\n<p>To support this Greenpeace International has released its <a href=\"https:\/\/www.greenpeace.org\/international\/publication\/79742\/forest-solutions-indigenous-peoples-local-communities-amazon-congo-basin-indonesia-rights-forest-protection\/\" target=\"_blank\" rel=\"noreferrer noopener\">new report for Forest Solutions<\/a>. The findings show tangible examples of how Indigenous Peoples and local communities are key to protecting the Amazon, Congo Basin &amp; Indonesian forests. Outside Indigenous lands, the landscape shifts to expanding pastures and soy, recent deforestation, controlled burns, degraded forest and palm-oil plantations.<div class=\"credit icon-left\"> \u00a9 Christian Braga \/ Greenpeace<\/div><\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\" id=\"h-climate-finance-nbsp\"><strong>Climate finance&nbsp;<\/strong><\/h2>\n\n<p>Designing a &#8216;just transition&#8217; is essential when setting global climate policy that leaves no one behind. We need to work on climate solutions that don&#8217;t reinforce existing inequality and injustices. &nbsp;<\/p>\n\n<p>One of the calls supported by Greenpeace at COP30 is for the scaling-up of public finance from developed countries, paid for by polluters.<\/p>\n\n<p>There are some promising initiatives being announced. For example the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/06\/tropical-forest-forever-fund-proposed-cop30-tackle-climate-change\" target=\"_blank\" rel=\"noreferrer noopener\">Tropical Forest Forever Facility (TFFF)<\/a>, launched in Bel\u00e9m aims to raise $125bn to invest in bonds to protect the tropical forests for climate stability. The fund intends to help countries with large existing forested areas to keep them standing.&nbsp;&nbsp;<\/p>\n\n<p>Another proposal civil society groups are powering is the Bel\u00e9m Action Mechanism (BAM), which would <a href=\"https:\/\/www.ethicaltrade.org\/resources\/blog\/aims-to-action-why-belem-action-mechanism-matters-just-transition\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018accelerate, coordinate and support\u2019 a low-carbon economy that looks after workers<\/a>. Climate finance is, above all, a matter of climate justice.<\/p>\n<\/blockquote>\n\n<p>Anna Carcamo, Climate Politics Specialist, Greenpeace Brazil<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-scientists-are-ringing-the-alarms\"><strong>Scientists are ringing the alarms<\/strong><\/h2>\n\n<p>The central pledge of the Paris Agreement was to limit global warming to well below 2\u00b0C and pursue efforts to limit the increase to 1.5\u00b0C. Ten years ago, most of the world&#8217;s countries signed up to this, and are still talking about it.&nbsp;<\/p>\n\n<p>But humanity has set unprecedented global warming in motion. Because of the emissions already in the atmosphere the globe will go over 1.5 average warming in the next few years. <a href=\"https:\/\/www.bbc.com\/news\/articles\/cd7575x8yq5o\" target=\"_blank\" rel=\"noreferrer noopener\">In 2024 we breached the limit for the first time across a whole year.<\/a><\/p>\n\n<p><strong>This all makes it even more urgent to increase ambition and act to reduce emissions.<\/strong> Every incremental rise in the average global temperature will have escalating effects for the lives of future generations.&nbsp;<\/p>\n\n<p>The UN\u2019s latest annual report card, <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/oct\/28\/worlds-climate-plans-fall-drastically-short-of-action-needed-analysis-shows\" target=\"_blank\" rel=\"noreferrer noopener\">the NDCs Synthesis Report 2025<\/a>, exposed the \u20181.5\u00b0C ambition gap\u2019 by the world\u2019s governments.&nbsp;<\/p>\n\n<p>Greenpeace is calling for leaders to bridge the 1.5\u00b0C ambition gap with a roadmap to phase out fossil fuels, and an action plan to end deforestation by 2030.<\/p>\n\n<p>This is why the potential for New Zealand to effectively limit the superheating gas methane is so crucial on the global stage.&nbsp;<\/p>\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2025\/11\/ef9649b8-gp0su6q5q.jpg\" title=\"&quot;Amazonia&quot; Travelling Letters in Berlin. \u00a9 Kevin McElvaney \/ Greenpeace\" alt=\"&quot;Amazonia&quot; Travelling Letters in Berlin. \u00a9 Kevin McElvaney \/ Greenpeace\" class=\"wp-image-74815\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2025\/11\/ef9649b8-gp0su6q5q.jpg 1200w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2025\/11\/ef9649b8-gp0su6q5q-600x400.jpg 600w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2025\/11\/ef9649b8-gp0su6q5q-1024x683.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2025\/11\/ef9649b8-gp0su6q5q-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2025\/11\/ef9649b8-gp0su6q5q-510x340.jpg 510w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">An action in Berlin in the run-up to the historic COP30 world climate conference in Bel\u00e9m, Brazil<div class=\"credit icon-left\"> \u00a9 Kevin McElvaney \/ Greenpeace<\/div><\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\" id=\"h-the-luxon-government-is-living-in-a-climate-bubble-nbsp-nbsp\"><strong>The Luxon government is living in a climate bubble&nbsp;&nbsp;<\/strong><\/h2>\n\n<p>Our New Zealand Government is out of touch with the New Zealand public, embarrassing us on the world stage, and failing to meet the moment.&nbsp;<\/p>\n\n<p><a href=\"https:\/\/www.ipsos.com\/en-nz\/ipsos-aotearoa-new-zealand-people-and-climate-change-report-2025\" target=\"_blank\" rel=\"noreferrer noopener\">Most people in New Zealand agree the government should be doing more to tackle climate change.<\/a> Yet the Luxon Government is <a href=\"https:\/\/newsroom.co.nz\/2025\/11\/07\/govts-climate-strategy-let-it-burn\/\" target=\"_blank\" rel=\"noreferrer noopener\">doing everything it can to increase New Zealand\u2019s contribution to global warming<\/a>.<\/p>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/cop30-and-new-zealand-what-to-watch-for\/\" target=\"_blank\" rel=\"noreferrer noopener\">Our Climate Change Minister, Simon Watts, has gone to Bel\u00e9m to present our new targets set with dodgy methane emissions accounting.<\/a>&nbsp;<\/p>\n\n<p>Cynically, at the same time as the world is talking about climate action, the Government is <a href=\"https:\/\/consult.environment.govt.nz\/climate\/amendment-to-second-emissions-reduction-plan\/consultation\/subpage.2025-10-31.2298195173\/\" target=\"_blank\" rel=\"noreferrer noopener\">collecting feedback on what we all think of its plan to weaken emissions targets for agriculture<\/a>, our largest climate polluter.&nbsp;&nbsp;<\/p>\n\n<p>As a consequence, and unsurprisingly, <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/press-release\/new-zealand-wins-unenviable-climate-inaction-award-at-cop30\/\" target=\"_blank\" rel=\"noreferrer noopener\">New Zealand won Monday\u2019s \u2018Fossil of the Day\u2019 award<\/a> at COP30, presented by the Climate Action Network. This recognises the fact that the actions of our Government are now working against goals to reduce climate emissions.&nbsp;<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-alternatively-speaking-nbsp\"><strong>Alternatively speaking&nbsp;<\/strong><\/h2>\n\n<p>COP30 on its own won\u2019t shift the dial on international progress, but it&#8217;s a fulcrum for sharpening international attention on climate action. It&#8217;s an opportunity for small and big conversations on how to shift massive international coordination towards decarbonisation.&nbsp;<\/p>\n\n<p>It will be the result of multiple actions and conversations that help communities coordinate around this goal. COP30 provokes conversations that extend beyond Brazil with many alternative COP events. Civil society, iwi, business people, and local communities are pressing ahead with action.&nbsp;<\/p>\n\n<p>For example, AlterCOP is an event that aims to foster collaboration among corporate professionals, academics, public, and policymakers to inspire action. What we may call the \u2018developing world\u2019 is really the global majority &#8211; where most people live.&nbsp;<\/p>\n\n<p>We often hear the line \u2018we\u2019re just a small country, what difference can we make?\u2019 As if we\u2019re waiting for someone else to give us permission to take a step forward.&nbsp;<\/p>\n\n<p>Here in Aotearoa we\u2019re one of many small nations, with an outsized opportunity to contribute more to climate action. We\u2019re relatively well off, with relative freedom and a small population.&nbsp;<\/p>\n\n<p>The dairy sector is our nation\u2019s largest emitter &#8211; <a href=\"https:\/\/www.greenpeace.org\/aotearoa\/campaign\/vision-for-aotearoa\/\" target=\"_blank\" rel=\"noreferrer noopener\">it could be our greatest contribution to cutting emissions and dramatically slow global heating<\/a>.&nbsp; By cutting our emissions of super heating methane we have a huge contribution to make.&nbsp;<\/p>\n\n<p>Our ambition, our ideas and ability to coordinate with the peoples of other nations could make a huge difference to the future of the world. Before the Summit the Amazonian Dialogue take place with plenary sessions organized by the Federal Government for the participation of society and registration of self-organized activities by civil society, scientific institutions and government agencies.
