{"id":76525,"date":"2026-04-08T14:43:55","date_gmt":"2026-04-08T02:43:55","guid":{"rendered":"https:\/\/www.greenpeace.org\/aotearoa\/?p=76525"},"modified":"2026-04-08T15:04:57","modified_gmt":"2026-04-08T03:04:57","slug":"the-government-has-boxed-itself-in-over-fuel-saving-strategies-but-there-is-a-way-out","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/aotearoa\/story\/the-government-has-boxed-itself-in-over-fuel-saving-strategies-but-there-is-a-way-out\/","title":{"rendered":"The government has boxed itself in over fuel saving strategies \u2013 but there is a way\u00a0out"},"content":{"rendered":"\n<p>While the government works to reassure New Zealanders that fuel stocks are stable, the&nbsp;<a href=\"https:\/\/www.mbie.govt.nz\/about\/news\/fuel-stocks-update\" target=\"_blank\" rel=\"noreferrer noopener\">numbers tell an uncomfortable story<\/a>: the country has about 27 days of onshore cover for petrol and 17 days of diesel.<\/p>\n\n<p>Meanwhile, the Middle East crisis remains volatile, even after today\u2019s announcement of&nbsp;<a href=\"https:\/\/www.rnz.co.nz\/news\/world\/591744\/live-donald-trump-agrees-to-two-week-ceasefire-in-iran-hours-before-deadline\" target=\"_blank\" rel=\"noreferrer noopener\">a two-week ceasefire<\/a>.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"341\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2026\/04\/4a155f28-truck-1024x341.jpeg\" title=\"a yellow oil truck\" alt=\"a yellow oil truck\" class=\"wp-image-76527\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2026\/04\/4a155f28-truck-1024x341.jpeg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2026\/04\/4a155f28-truck-600x200.jpeg 600w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2026\/04\/4a155f28-truck-768x256.jpeg 768w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2026\/04\/4a155f28-truck-1536x512.jpeg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2026\/04\/4a155f28-truck-510x170.jpeg 510w, https:\/\/www.greenpeace.org\/static\/planet4-aotearoa-stateless\/2026\/04\/4a155f28-truck.jpeg 1920w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption><div class=\"credit icon-left\"> \u00a9 Marty Melville\/AFP via Getty Images<\/div><\/figcaption><\/figure>\n\n<p>In a country that&nbsp;<a href=\"https:\/\/www.mbie.govt.nz\/building-and-energy\/energy-and-natural-resources\/energy-generation-and-markets\/liquid-fuel-market\/fuel-security-in-new-zealand\/fuel-security-plan\/about-our-fuel-system\" target=\"_blank\" rel=\"noreferrer noopener\">imports all<\/a>&nbsp;of its refined petrol, diesel and jet fuel, petrol is&nbsp;<a href=\"https:\/\/www.mbie.govt.nz\/building-and-energy\/energy-and-natural-resources\/energy-statistics-and-modelling\/energy-statistics\/weekly-fuel-price-monitoring\" target=\"_blank\" rel=\"noreferrer noopener\">above NZ$3 a litre<\/a>&nbsp;and diesel has&nbsp;<a href=\"https:\/\/petrolmate.com.au\/blog\/2026-04-02-new-zealand-fuel-prices-diesel-costs-more-than-petrol-worst-weeks-away\" target=\"_blank\" rel=\"noreferrer noopener\">overtaken it<\/a>&nbsp;for the first time in history.<\/p>\n\n<p>Roughly&nbsp;<a href=\"https:\/\/www.rnz.co.nz\/news\/national\/591073\/where-does-new-zealand-s-fuel-come-from-and-how-does-it-get-here\" target=\"_blank\" rel=\"noreferrer noopener\">80% of New Zealand\u2019s fuel supply<\/a>&nbsp;originates from refineries in South Korea and Singapore, which rely heavily on the Strait of Hormuz for their crude oil.<\/p>\n\n<p>It is one of the most serious energy disruptions the world has faced. And governments everywhere are responding accordingly, some&nbsp;<a href=\"https:\/\/www.newsweek.com\/list-of-countries-rationing-fuel-as-gas-prices-soar-11771681\" target=\"_blank\" rel=\"noreferrer noopener\">capping fuel purchases<\/a>&nbsp;and pulling the available levers to reduce how much fuel citizens burn each day.<\/p>\n\n<p>The Australian states of&nbsp;<a href=\"https:\/\/www.sbs.com.au\/news\/article\/these-states-are-offering-free-public-transport-as-fuel-security-concerns-grow\/08q8uw0f9\" target=\"_blank\" rel=\"noreferrer noopener\">Victoria and Tasmania<\/a>&nbsp;have made public transport free, as has&nbsp;<a href=\"https:\/\/www.thestar.com.my\/aseanplus\/aseanplus-news\/2026\/04\/03\/pakistan-announces-free-public-transport-as-energy-crisis-bites\" target=\"_blank\" rel=\"noreferrer noopener\">Pakistan<\/a>. The International Energy Agency has urged governments to pursue&nbsp;<a href=\"https:\/\/www.iea.org\/news\/new-iea-report-highlights-options-to-ease-oil-price-pressures-on-consumers-in-response-to-middle-east-supply-disruptions\" target=\"_blank\" rel=\"noreferrer noopener\">rapid demand reduction<\/a>&nbsp;through public transport, teleworking and promoting walking and cycling.<\/p>\n\n<p>In contrast, New Zealand has offered a&nbsp;<a href=\"https:\/\/www.beehive.govt.nz\/release\/50-week-lower-income-working-families\" target=\"_blank\" rel=\"noreferrer noopener\">NZ$50-per-week tax credit<\/a>&nbsp;for an estimated 143,000 working families to ease petrol costs. A&nbsp;<a href=\"https:\/\/www.beehive.govt.nz\/sites\/default\/files\/2026-03\/Fuel%20Response%20Plan%20factsheets.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">phased fuel response plan<\/a>&nbsp;remains at its lowest setting, encouraging the public to check their tyre pressure and consider public transport.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-reducing-transport-demand\">Reducing transport demand<\/h2>\n\n<p>As a country with one of the&nbsp;<a href=\"https:\/\/www.transport.govt.nz\/statistics-and-insights\/fleet-statistics\/sheet\/vehicle-ownership-2\" target=\"_blank\" rel=\"noreferrer noopener\">highest car ownership rates<\/a>&nbsp;in the world and a transport system in which&nbsp;<a href=\"https:\/\/www.transport.govt.nz\/assets\/Uploads\/Long-term-Insights-Briefing-2025_updated.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">82% of personal trips<\/a>&nbsp;are made by private vehicle, New Zealand is more exposed to global oil disruption than virtually any developed nation.<\/p>\n\n<p>And yet the government\u2019s demand-side response is essentially non-existent. This is despite&nbsp;<a href=\"https:\/\/www.iea.org\/reports\/sheltering-from-oil-shocks\/road-transport-fuels\" target=\"_blank\" rel=\"noreferrer noopener\">what we know works<\/a>&nbsp;in an oil shock. In particular, public transport fare reductions can cut the number of car trips. Fleet electrification displaces oil from the highest-mileage vehicles first.<\/p>\n\n<p>This is all standard&nbsp;<a href=\"https:\/\/iea.blob.core.windows.net\/assets\/01fe3dd7-21c1-4b16-8c5b-7df1aca6d6ff\/Shelteringfromoilshocks.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">demand-side response<\/a>&nbsp;to supply disruption, according to the International Energy Agency. But these strategies underpin climate change mitigation, too.<\/p>\n\n<p>The Intergovernmental Panel on Climate Change\u2019s&nbsp;<a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg3\/downloads\/report\/IPCC_AR6_WGIII_Chapter_10.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">transport recommendations<\/a>&nbsp;identify the same \u201cavoid, shift, improve\u201d framework as being essential for both decarbonisation and energy resilience.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><em><strong>Read more:&nbsp;<a href=\"https:\/\/www.greenpeace.org\/aotearoa\/story\/iran-oil-crisis-why-nzs-car-dependence-is-now-a-strategic-liability\/\" target=\"_blank\" rel=\"noreferrer noopener\">Iran oil crisis: why NZ\u2019s car dependence is now a strategic liability<\/a><\/strong><\/em><\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"h-the-wrong-policy-lane\">The wrong policy lane<\/h2>\n\n<p>The problem for the current government is that nearly every one of those levers is a policy it has spent two years dismantling, defunding or disavowing.<\/p>\n\n<p>It has pushed public transport agencies toward higher&nbsp;<a href=\"https:\/\/www.nzta.govt.nz\/resources\/national-farebox-recovery-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">fare recovery targets<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/newsroom.co.nz\/2024\/03\/06\/dead-end-for-cycle-and-walking-paths-in-new-transport-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">halved walking and cycling investment<\/a>&nbsp;to $460 million (with no new funding for the 2024\u201327 period). It&nbsp;<a href=\"https:\/\/www.beehive.govt.nz\/release\/government-cancels-auckland-light-rail\" target=\"_blank\" rel=\"noreferrer noopener\">cancelled Auckland light rail<\/a>.<\/p>\n\n<p>Better urban walking and cycling infrastructure is known to shift people away from short trips by vehicle. But former Transport Minister&nbsp;<a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/transport-minister-simeon-brown-unrepentant-about-cuts-to-cycle-lane-funding-to-pay-for-potholes-and-roads-in-govt-transport-plan\/ETM7Z2BF5REI7FIJ3ZN6MAVZWY\/\" target=\"_blank\" rel=\"noreferrer noopener\">Simeon Brown has claimed<\/a>&nbsp;New Zealanders were \u201csick and tired of the amount of money going into cycleways\u201d.<\/p>\n\n<p>The&nbsp;<a href=\"https:\/\/www.nzta.govt.nz\/vehicles\/clean-car-programme\/clean-car-discount-ended-on-31-december-2023\" target=\"_blank\" rel=\"noreferrer noopener\">Clean Car Discount<\/a>&nbsp;\u2013 framed by the government as a handout for wealthy Tesla buyers \u2013 was repealed under urgency in 2023.&nbsp;<a href=\"https:\/\/www.transport.govt.nz\/statistics-and-insights\/fleet-statistics\/sheet\/vehicle-fleet\" target=\"_blank\" rel=\"noreferrer noopener\">Electric vehicle fleet growth<\/a>, which had exceeded 50% per year while the scheme operated, collapsed to under 10%.<\/p>\n\n<p>The previous Labour government\u2019s speed limit reductions were&nbsp;<a href=\"https:\/\/www.beehive.govt.nz\/release\/government-delivers-sensible-approach-speed-limits\" target=\"_blank\" rel=\"noreferrer noopener\">reversed<\/a>&nbsp;and labelled \u201cnanny state\u201d policy. Councils were&nbsp;<a href=\"https:\/\/www.interest.co.nz\/public-policy\/121555\/christopher-luxon%E2%80%99s-national-party-has-scrapped-bi-partisan-housing-agreement\" target=\"_blank\" rel=\"noreferrer noopener\">allowed to opt out<\/a>&nbsp;of medium-density residential standards, despite this being a way to reduce private vehicle use.<\/p>\n\n<p>Every effective oil-shock response sits in the policy lane the current government has disowned as wasteful, anti-motorist or ideologically driven. Deploying any of them now risks conceding the political point.<\/p>\n\n<p>The timing deepens the bind. After the second phase of the&nbsp;<a href=\"https:\/\/www.rnz.co.nz\/news\/political\/589155\/covid-19-response-inquiry-finds-government-s-response-effective-but-late-poorly-communicated\" target=\"_blank\" rel=\"noreferrer noopener\">Royal Commission into COVID-19<\/a>&nbsp;reported recently, the government seized on criticisms of Labour\u2019s crisis interventions.<\/p>\n\n<p>Having built a political brand around the idea that the previous government overreacted and overspent during an emergency, the coalition now faces its own crisis. But it has encouraged voters to distrust the kind of rapid, interventionist measures that might be most effective.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-promoting-energy-security\">Promoting energy security<\/h2>\n\n<p>The process has been termed \u201creputational constraint\u201d, meaning political parties avoid policy options that stray into territory already \u201c<a href=\"https:\/\/medialibrary.uantwerpen.be\/oldcontent\/container2608\/files\/issue%20ownership%20final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">owned<\/a>\u201d by the competition \u2013 even if it might be effective.<\/p>\n\n<p>But there is a way out of this that doesn\u2019t require ideological surrender. The government could frame temporary fare reductions not as subsidies but as what they actually are: energy security measures.<\/p>\n\n<p>It could fund connected cycling networks as cheap emergency capacity to reduce cars on the road and keep them clearer for freight. And it could target funding for fleet electrification at high-kilometre commercial vehicles as strategic oil displacement policy.<\/p>\n\n<p>The International Energy Agency endorses all of these as energy security instruments. The government\u2019s own&nbsp;<a href=\"https:\/\/www.civildefence.govt.nz\/assets\/Uploads\/documents\/publications\/guidelines\/supporting-plans\/National-fuel-plan\/SP-04-24-National-Fuel-Plan-Final-2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">fuel plan<\/a>&nbsp;already acknowledges demand management should be part of the response to extreme disruptions.<\/p>\n\n<p>The government has boxed itself in, but the problem is political, not technical.
