While Greenpeace's popular image is of an organisation that breaks the law, our ultimate objective is often to catalyse the creation of new laws or regulations against unsound environmental practices. This history of our Ocean Dumping campaign is an informative case study.

This history of Greenpeace's successful campaign against ocean dumping originally appeared in "International Negotiation," vol. 4, no. 3 (1999), published by Kluwer Law International (The Hague).  

It's the background story of nearly two decades of  struggle best known for the media and diplomatic firestorm over Greenpeace's opposition to the sinking of the Brent Spar, and the international conventions which ultimately vindicated the Greenpeace position.
