This submission shows that according to both the IMO guidelines and Rules governing its relationship with NGOs in Consultative Status, there is no justification for the expulsion of Greenpeace International. It argues that the claimed justification for the Council Decision made in June being breaches of the 1972 Collision Regulations (COLREGS) is not borne out by the facts; that Greenpeace's commitment to the COLREGS and the safety of shipping is reaffirmed; that Greenpeace makes a valuable contribution to the work of the IMO and that Greenpeace International's Consultative Status at the IMO should not be withdrawn.
