Executive summary: This year has seen many grand declarations on climate change from various high level meetings. Some of them have been useful – and some of them, like the Bush and Howard efforts at APEC and the upcoming meeting in Washington, are aimed at undermining progress to achieve what the climate science tells us we need: deep cuts in greenhouse gas emissions – and binding commitments to get there.
