Premier John Horgan said he counts the passing of legislation to enshrine the United Nations Declaration of the Rights of Indigenous Peoples (UNDRIP) into provincial law as one of the <\/span><a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/assembly-of-first-nations-recognizes-b-c-s-historic-undrip-legislation-1.5382649\"><span style=\"font-weight: 400;\">proudest moments of his life<\/span><\/a><span style=\"font-weight: 400;\">.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One month later and the province and the federal government are on the verge of using the RCMP to once again forcibly remove Indigenous leaders from their own lands for the Coastal GasLink pipeline.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s hard to reconcile but it\u2019s a familiar pattern.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Time and time again Canada\u2019s provincial and federal leaders have spoken in favour of Indigenous rights. They\u2019ve pledged to uphold it, talked about Canada\u2019s shameful history in its treatment of Indigenous peoples and promised to rectify it. Some \u2014 Horgan and Trudeau most notably \u2014 have passed legislation to codify those rights. But that all falls apart when a fossil fuel mega-project comes a calling.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Whether it&#8217;s Coastal GasLink or TransMountain or a host of other fossil fuel development project the governments words and commitments seem to end at a pipeline companies door.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/tbinternet.ohchr.org\/Treaties\/CERD\/Shared%20Documents\/CAN\/INT_CERD_EWU_CAN_9026_E.pdf\"><span style=\"font-weight: 400;\">UN Committee on the Elimination of Racial Discrimination<\/span><\/a><span style=\"font-weight: 400;\">, the <\/span><a href=\"https:\/\/twitter.com\/KasariGovender\/status\/1215723544987914241\"><span style=\"font-weight: 400;\">UN Humans Rights Commissioner<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.amnesty.ca\/news\/open-letter-urges-canadian-bc-and-alberta-governments-heed-un-racism-committees-call-respect?fbclid=IwAR1coOted-BR4Cv2CzMGBbAzlkwSrRUAFP4jHoy1R9Teud_pCSxHVxO2rUE\"><span style=\"font-weight: 400;\">Amnesty International<\/span><\/a><span style=\"font-weight: 400;\"> have all called on Canadian government to immediately stop the construction of Coastal GasLink, the Trans Mountain pipeline and the Site C hydroelectric dam because they don\u2019t have Indigenous consent \u2014&nbsp;yet both level of governments have pledged to press forward.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Coastal GasLink is a $6.6-billion natural gas pipeline that would go right through the heart of Wet\u2019suwet\u2019en territory. The pipeline would feed into a massive LNG (liquid natural gas) expansion proposed in Kitimat, BC on the west coast. The initial greenhouse gas emissions from that project are huge and would be equivalent to adding more than <\/span><a href=\"https:\/\/thenarwhal.ca\/6-awkward-realities-behind-b-c-s-big-lng-giveaway\/\"><span style=\"font-weight: 400;\">856,831 cars to the road<\/span><\/a><span style=\"font-weight: 400;\">. That number could <\/span><a href=\"https:\/\/www.pembina.org\/reports\/lng-carbon-pollution-bc-2017.pdf?utm_source=Media&amp;utm_campaign=a6e42522ee-PR%3AGasPriceLNG_2018_03_22&amp;utm_medium=email&amp;utm_term=0_c104a55271-a6e42522ee-84986629\"><span style=\"font-weight: 400;\">more than double in phase 2<\/span><\/a><span style=\"font-weight: 400;\"> of the project.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If Horgan and Trudeau ever want to live up to their own commitments and words they need to break the cycle. They need to realize that the Right to Free Prior and Informed Consent (FPIC) enshrined in UNDRIP is the bar they\u2019ve committed to and can\u2019t be plowed over for political expediency. That means energy projects may not proceed if the owners of the lands they go through aren\u2019t on board. That\u2019s the pill the government needs to swallow.
