The Parliamentary Budget Officer <a href=\"https:\/\/www.pbo-dpb.gc.ca\/web\/default\/files\/Documents\/Reports\/2019\/Transmountain\/Trans_Mountain_Report_EN_FINAL2_Jan_31_2019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">concluded<\/a> that even modest cost overruns would turn this project into a financial loser, and taxpayers will be on the hook for cost overruns.
