The plans outlined in the speech will directly shape our future.<\/p>\n\n<p>On top of it all, climate change and the collapse of biodiversity haven\u2019t stopped impacting our daily lives. Wildfires are getting worse and their toxic smoke knows no borders. Major floods and storms are getting more frequent and insurance costs are going up. Researchers have linked <a href=\"https:\/\/unearthed.greenpeace.org\/2020\/04\/24\/deforestation-amazon-next-pandemic-covid-coronavirus\/\">31% of the outbreaks<\/a> of emerging infectious diseases to forest and ecosystem destruction.&nbsp;<\/p>\n\n<p><strong>We asked for the Speech from the Throne to put forward a plan for the multi-layered crisis we\u2019re facing. <\/strong>Moments of crisis can open up whole avenues of possibility that were once considered unthinkable. So, Prime Minister Trudeau\u2019s Liberals have a chance to think big and think bold in order to start fixing our society\u2019s problems at their roots. In fact, <a href=\"https:\/\/www.greenpeace.org\/canada\/en\/story\/40377\/what-exactly-is-system-change-and-how-can-we-build-back-better-from-covid-19\/?_thumbnail_id=37931\">we gave them a roadmap<\/a> for doing just that, while building a strong, sustainable and fair economy \u2014 we even wrote it down in <a href=\"https:\/\/www.greenpeace.org\/canada\/en\/story\/42115\/greenpeace-canadas-speech-from-the-throne\/?_thumbnail_id=42118\">our version of what the Throne Speech<\/a> could look like.&nbsp;<\/p>\n\n<p><strong>How did the Liberals\u2019 promises stack up against what Greenpeace wanted to see?&nbsp;Read on and find out.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Overall impressions<\/strong><\/h2>\n\n<p>The Liberals&#8217; 2020 Speech from the Throne was one of the most ambitious and progressive seen in years \u2014 but these ambitions are empty without concrete actions to turn them into reality. <strong>We\u2019d give the Liberals better-than-usual marks for this year\u2019s Throne Speech, but the proof will be in the pudding (which, in this case, are the upcoming ministerial mandate letters and fall economic update). class=\"wp-block-heading\"><strong>The Good: Steps forward on a green and just recovery&nbsp;<\/strong><\/h3>\n\n<ul class=\"wp-block-list\"><li>A commitment to making climate change a cornerstone of a strategy to create one million new jobs.<\/li><li>&nbsp;Plans to decarbonize society in ways that make life healthier and more affordable, such as zero-emission vehicles, transit and active transportation, better access to nature and parks, and green housing.<\/li><li>A plan to address the she-cession with a \u2018feminist jobs plan\u2019 and a national child-care program.<\/li><li>Support for communities to strengthen their resilience to worsening climate disasters, like floods and wildfires.<\/li><\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>The Bad: Recycling old, unmet and underwhelming promises<\/strong><\/h3>\n\n<ul class=\"wp-block-list\"><li>Unimplemented measures from the 2019 election platform or the 2016 Pan-Canadian Framework on Climate Change were included without higher levels of ambition.<\/li><li>No new promises were made on the year-old promise to tackle single-use plastics. Renewed promises of more recycling give Canadians false hope that we can recycle our way out of the problem and let plastic producers off the hook.<\/li><li>The reappearance of an old promise to plant 2 billion trees, which is alone insufficient to achieve the level of nature protection needed (not to mention, it&#8217;s a promise on which no progress was made).<\/li><li>Old commitments to Indigenous rights and reconciliation that ring hollow with years of stalled progress and failures to respect Indigenous law. As AFN head Perry Bellegarde<a href=\"https:\/\/www.princegeorgecitizen.com\/reactions-to-the-minority-liberal-government-s-speech-from-the-throne-1.24208451\"> said on the topic of the UN Declaration on the Rights of Indigenous Peoples<\/a>, &#8220;I won&#8217;t be happy until I hear two words: <a href=\"https:\/\/sencanada.ca\/en\/about\/procedural-references\/notes\/n6\">royal assent.&#8221;<\/a>&nbsp;<\/li><\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>The Ugly: The invisible threats hiding in plain sight<\/strong><\/h3>\n\n<ul class=\"wp-block-list\"><li>Over the last few weeks, the Liberals have been dropping not-so-subtle hints that they plan to roll out green measures alongside a host of dirty \u201cfalse solutions\u201d: measures that <em>sound<\/em> green, but actually cause environmental damage. Specifically, they indicated they will: <a href=\"https:\/\/www.ctvnews.ca\/politics\/cleaner-lng-one-answer-to-climate-change-crisis-o-regan-tells-investors-1.5095332\">expand fracking (natural gas)<\/a> and roll out unproven and<a href=\"https:\/\/www.cbc.ca\/radio\/thehouse\/chris-hall-there-s-no-path-to-net-zero-without-nuclear-power-says-o-regan-1.5730197\"> risky nuclear reactors<\/a>. <strong>This is the kind of greenwashing that would set our climate goals back and endanger our future.<\/strong><\/li><\/ul>\n\n<ul class=\"wp-block-list\"><li>If you\u2019re thinking that you didn\u2019t see any references to these types of harmful energy in the uplifting Throne Speech, you\u2019d be right. But if you were also wondering what the Governor General\u2019s reference to \u201cnext-generation clean energy and technology solutions\u201d meant, well&#8230;you might have found your answer.<\/li><\/ul>\n\n<h2 class=\"wp-block-heading\"><strong>Looking ahead: What happens next?<\/strong><\/h2>\n\n<p>The next official step will be for the Prime Minister to give his Cabinet ministers more detailed instructions in what are called \u2018mandate letters\u2019, where he lays out what legislation and programs he expects them to work on.
