And now, with the Carney government <a href=\"https:\/\/thenarwhal.ca\/carney-natural-resource-lobbying\/\" target=\"_blank\" rel=\"noreferrer noopener\">giving natural resource lobbyists so much access<\/a>, pushing for transparency and accountability has never been more important.<\/p>\n\n<div class=\"wp-block-group is-style-default has-grey-100-background-color has-background is-layout-flow wp-block-group-is-layout-flow\" style=\"padding-top:var(--wp--preset--spacing--40);padding-right:var(--wp--preset--spacing--60);padding-bottom:var(--wp--preset--spacing--40);padding-left:var(--wp--preset--spacing--60)\">\n<h2 class=\"wp-block-heading\" id=\"the-context\">The Context<\/h2>\n\n\n\n<p class=\"has-grey-900-color has-text-color has-link-color has-medium-font-size wp-elements-0b84a17130b75cec34ce5ccaeba967d4\"><strong>These new reports trace Domtar\u2019s extensive lobbying activity during a critical four-year period, when the company (operating under different names) was facing growing <a href=\"https:\/\/www.vancouverisawesome.com\/highlights\/deforestation-inc-is-canadas-biggest-forestry-company-living-up-to-its-green-promises-6640160\" target=\"_blank\" rel=\"noreferrer noopener\">public scrutiny<\/a>, being <a href=\"https:\/\/davidsuzuki.org\/science-learning-centre-article\/domtar-app-ties-under-scrutiny-call-for-government-investigation-intensifies\/\" target=\"_blank\" rel=\"noreferrer noopener\">called out by multiple organizations<\/a>, attempting to <a href=\"https:\/\/www.greenpeace.org\/canada\/en\/story\/59737\/paperexcellence-timeline\/\" target=\"_blank\" rel=\"noreferrer noopener\">silence us through legal action<\/a>, and approaching a <a href=\"https:\/\/www.icij.org\/investigations\/deforestation-inc\/canadian-lawmakers-call-for-probe-into-pulp-and-paper-giant-following-deforestation-inc-revelations\/\">federal investigation<\/a>.<br><br>Despite clear <a href=\"https:\/\/www.domtar.com\/paper-excellence-group-rebrands\/\" target=\"_blank\" rel=\"noreferrer noopener\">rebranding<\/a> and a carefully crafted <a href=\"https:\/\/www.domtar.com\/domtars-new-logo\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cgreen\u201d image<\/a>, serious transparency gaps remain. Domtar\u2019s sole owner, Jackson Wijaya, has <a href=\"https:\/\/www.vancouverisawesome.com\/highlights\/paper-excellence-ceo-refuses-to-face-federal-committee-prompts-threat-of-legal-summons-7671610\" target=\"_blank\" rel=\"noreferrer noopener\">still not appeared before the House of Commons Committee<\/a>\u2014despite being <\/strong><a href=\"https:\/\/www.halifaxexaminer.ca\/economy\/natural-resources\/forestry\/natural-resources-refuses-to-summon-paper-excellences-wijaya\/\" target=\"_blank\" rel=\"noreferrer noopener\">formally invited<\/a><strong>. Canadians are being left in the dark about who truly controls the<a href=\"https:\/\/www.biv.com\/news\/resources-agriculture\/bc-rejects-calls-for-paper-excellence-investigation-as-federal-probe-falters-10128566\" target=\"_blank\" rel=\"noreferrer noopener\"> largest forestry company in the country<\/a> and what that means for the future of our forests and forest-dependent communities.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center has-grey-900-color has-text-color has-link-color wp-elements-82361bef3908e851657f6a67d40d9ecd\">A maze of a structure:<br>Name changes and shady global ties<\/h3>\n\n\n\n<p>Domtar, previously Paper Excellence, and previously Resolute, has rebranded repeatedly based on its extensive acquisitions and strategic decisions. By 2023, concerns over the company\u2019s intentions led to public hearings before the House of Commons Standing Committee on Natural Resources. After years of denying ties to the Indonesia-based forest conglomerate, Jackson Wijaya <a href=\"https:\/\/www.halifaxexaminer.ca\/breaking-news-jackson-wijaya-acquires-asia-pulp-and-paper\/\" target=\"_blank\" rel=\"noreferrer noopener\">took \u201csole control\u201d<\/a> of APP from his father, Teguh Ganda Wijaya, in November 2024. This move was <a href=\"https:\/\/www.cbc.ca\/news\/business\/paper-excellence-app-jacson-wijaya-takeover-1.7390353\" target=\"_blank\" rel=\"noreferrer noopener\">questioned<\/a> by some MPs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\">Peek-a-Boo:<br>The CEO behind it all fails to appear for questioning<\/h3>\n\n\n\n<p>On numerous occasions, Jackson Wijaya has <a href=\"https:\/\/www.vancouverisawesome.com\/highlights\/paper-excellence-ceo-refuses-to-face-federal-committee-prompts-threat-of-legal-summons-7671610\" target=\"_blank\" rel=\"noreferrer noopener\">failed to appear<\/a> before the House of Commons Committee to clarify his company\u2019s structure under the pretext of \u201cextensive global business commitments.\u201d Most recently, following the news about him becoming the sole owner of APP, the Committee unanimously voted for Wijaya to testify, which was not implemented due to a parliamentary recess. Wijaya <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-domtars-media-shy-indonesian-owner-plots-more-growth-in-canada-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a> that, \u201che\u2019s not deliberately avoiding Canada\u201d and \u201chis team was making plans for him to appear before the committee before the election,\u201d but <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-domtars-media-shy-indonesian-owner-plots-more-growth-in-canada-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">offered little to no clarity<\/a> on his ownership of APP in a May 2025 <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-domtars-media-shy-indonesian-owner-plots-more-growth-in-canada-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">interview<\/a> with The Globe and Mail.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\">An interesting contrast:<br>A green logo reveal versus environmental penalties<\/h3>\n\n\n\n<p>Domtar rolled out its glossy green <a href=\"https:\/\/www.domtar.com\/paper-excellence-group-rebrands\/\" target=\"_blank\" rel=\"noreferrer noopener\">rebrand<\/a>, followed by sustainability targets and \u201cenvironmental stewardship\u201d goals. Domtar assembled a lobbying team immediately after Greenpeace Canada and others raised questions about its corporate structure and global ties, with a clear focus on the regions in which they have economic ties.<\/h3>\n\n<p>Founded in 2006, Paper Excellence operated for years without registering any federal lobbyists. That changed in 2022, when the company suddenly hired several high-profile consultant lobbyists, including <a href=\"https:\/\/lobbycanada.gc.ca\/app\/secure\/ocl\/lrs\/do\/vwRg?cno=372378&amp;regId=925726&amp;blnk=1\">Dentons Canada LLP<\/a>\u2014the world\u2019s <a href=\"https:\/\/challengers.dentons.com\/uk-trainees\/about-us\/\">largest law firm<\/a>\u2014and <a href=\"https:\/\/lobbycanada.gc.ca\/app\/secure\/ocl\/lrs\/do\/vwRg?cno=372302&amp;regId=946502&amp;lang=eng\">PAA Advisory<\/a>. This shift came after growing scrutiny of the company\u2019s opaque ownership, including <a href=\"http:\/\/google.com\/url?sa=D&amp;q=https:\/\/www.greenpeace.org\/canada\/en\/press-release\/54850\/investigation-reveals-secretive-ownership-of-major-logging-giant-in-canada\/&amp;ust=1766085240000000&amp;usg=AOvVaw3ybxg6osoXBZHtXxnGbIyf&amp;hl=en\">our own 2022 investigation<\/a> and the <a href=\"https:\/\/www.halifaxexaminer.ca\/investigation\/deforestation-inc-are-paper-excellence-and-asia-pulp-paper-linked-companies-they-say-they-arent-heres-what-weve-learned\/\">International Consortium of Investigative Journalists<\/a>. In April 2023, Paper Excellence went a step further, registering its first federal in-house lobbying team, led by former Chief Operating Officer Stewart Gibson.<\/p>\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/26658008\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/26658008\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n<h3 class=\"wp-block-heading has-dark-green-800-color has-grey-200-background-color has-text-color has-background has-link-color wp-elements-3c99049b2c8de21b7a4ecb77015ac82c\">2. Lobbying activity surged in the lead-up to House of Commons Committee hearings tied to a federal investigation.<\/h3>\n\n<p>When you look at the monthly communications in the chart below, Domtar and its subsidiaries\u2019 lobbying of the federal government in 2023 peaks in May, with 16 contacts in a single month. This spike happened at the same time as the House of Commons Standing Committee on Natural Resources hearings on May XX and June XX, at which Greenpeace Canada and others presented key evidence linking the company formerly known as Paper Excellence to APP.<\/p>\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/26658335\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/26658335\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n<h3 class=\"wp-block-heading has-dark-green-800-color has-grey-200-background-color has-text-color has-background has-link-color wp-elements-bcb0aef02caef13b46b1f5f4aed3e0bd\">3. The primary targets of Domtar and its subsidiaries\u2019 lobbying on the federal level are the Members of Parliament (MPs), and on the provincial level, there was a heavy focus on BC, where the company has significant economic ties.<\/h3>\n\n<p>Domtar\u2019s lobbying is heavily targeted at elected officials in communities tied to the forestry sector, especially where the company has direct interests. It\u2019s also worth noting that Canada\u2019s lobbying rules don\u2019t cover unpaid lobbying, informal chats, or written communications like emails and texts\u2014meaning the full scope of influence is likely much larger than what\u2019s on the record.<\/p>\n\n<p>Of all government institutions, the top lobbied one was the House of Commons, as efforts were focused on lobbying the Members of Parliament (MPs).<\/p>\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/26658666\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/26658666\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n<p>The spike in lobbying happened at the same time as House of Commons hearings into Domtar\u2019s secretive ownership structure (when the company was still known as Paper Excellence). CBC reported that once the hearings were announced, company officials began contacting MPs who sat on the committee. Former MP Charlie Angus, who was a committee member at the time, said the company reached out to him despite having no prior relationship\u2014calling the move \u201chighly unusual\u201d and \u201cinappropriate\u201d given that the issue was about to be discussed publicly.<\/p>\n\n<p>In 2024 (below), Domtar followed a similar pattern and continued to primarily lobby federal MPs representing ridings with pulp and paper infrastructure, particularly focused on those owned or recently acquired by the company or its subsidiaries.&nbsp;<\/p>\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/26658887\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/26658887\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n<p>For information about the BC lobbying efforts, see the provincial-focused report.<\/p>\n\n<h3 class=\"wp-block-heading has-dark-green-800-color has-grey-200-background-color has-text-color has-background has-link-color wp-elements-6da7b7400f9f1e16bccf500edeed116b\">4. Between 2020 and 2024, Domtar and its associated companies received at least $203\u2013206 million in public funding.<\/h3>\n\n<p>A comprehensive research of Domtar-disclosed government funding amounts collected from lobbying registries revealed that, in total, all Domtar-associated companies (including subsidiaries since their official acquisition by the company formerly known as Paper Excellence) have received at least $203 million to 206 million in government funding between 2020 and 2024 (including the Canadian Emergency Wage Subsidy). The graph below outlines the government funding received by Domtar-associated companies (<em>excluding<\/em> Canadian Emergency Wage Subsidy).<\/p>\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/26659139\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/26659139\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n<p>More specifically, out of $160 million in non-pandemic government funding, approximately $117 million was secured from provincial ministries or crown corporations under their control. It is essential to recognize that Domtar\u2019s expansion of its lobbying activities and acquisitions of companies coincided with an increase in government funding received by the company.<\/p>\n\n<p>Over the same period, the company faced repeated criticism and penalties for environmental violations. A growing number of mill closures raise doubts about whether this public investment is delivering real, lasting benefits for workers, communities, or taxpayers.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"the-bottom-line\"><strong>The Punchline: Paper Trail to Nowhere<\/strong><\/h2>\n\n<p>Taken together, these findings reveal a stark imbalance: vast amounts of public money and political access flowing to one company, with too little transparency in return\u2014at a moment when Canada\u2019s forests are already under <a href=\"https:\/\/www.nationalobserver.com\/2023\/08\/21\/analysis\/our-forests-have-reached-tipping-point\">intense pressure<\/a> from industrial logging, <a href=\"https:\/\/thenarwhal.ca\/walbran-valley-blockade-injuction\/\">old growth logging<\/a>, biodiversity loss, and a rapidly changing climate.<\/p>\n\n<p>Greenpeace Canada is calling for:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Jackson Wijaya to appear before the House of Commons Committee and fully cooperate.<\/li>\n\n\n\n<li>Clear transparency around Domtar\u2019s ownership, governance, and long-term plans.<\/li>\n\n\n\n<li>Strict conditions on any future public funding, including measurable goals, oversight, and public accountability.<\/li>\n\n\n\n<li>Federal policies that protect biodiversity, respect Indigenous rights, and end subsidies that harm nature.<\/li>\n<\/ul>\n\n<p><strong>Canada\u2019s forests are not abstract assets on a balance sheet. They are living ecosystems, sources of clean air and water, homes to wildlife, and places people rely on for their livelihoods and cultures.
