{"id":75493,"date":"2026-06-23T11:25:12","date_gmt":"2026-06-23T15:25:12","guid":{"rendered":"https:\/\/www.greenpeace.org\/canada\/?p=75493"},"modified":"2026-06-23T11:25:18","modified_gmt":"2026-06-23T15:25:18","slug":"marinvest-the-biggest-lng-project-youve-never-heard-of","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/canada\/en\/story\/75493\/marinvest-the-biggest-lng-project-youve-never-heard-of\/","title":{"rendered":"Marinvest: The biggest LNG project you\u2019ve never heard of"},"content":{"rendered":"\n<p>It\u2019s no accident that you\u2019ve likely never heard of the massive LNG project proposed for Baie Comeau, on Quebec\u2019s north shore of the St. Lawrence River.&nbsp;&nbsp;<\/p>\n\n<p>There\u2019s nothing about it on the website of the Norwegian company (<a href=\"https:\/\/www.marinvest.no\/\">Marinvest Energy<\/a>) that wants to build it.<\/p>\n\n<p>No information about this project, or the federal support it receives, can be found on the public websites of the Government of Canada.<\/p>\n\n<p>Yet this is a huge project, with potentially massive environmental and social consequences. Under questioning from journalists following earlier Greenpeace Canada revelations, <a href=\"https:\/\/thenarwhal.ca\/lng-export-project-baie-comeau-quebec\/\">the company said<\/a> that it wants to export 10 million tonnes of LNG per year from the Baie Comeau site, which would make it the third largest proposed or actual LNG project in Canada. Aside from a massive liquefaction and export facility, the project would require nearly 1000 km of new pipeline to transport fracked gas from Western Canada.&nbsp;<\/p>\n\n<p>And it is being actively supported by the federal government behind closed doors.<\/p>\n\n<p><strong>Federal government has a \u201cMarinvest Deal Team\u201d: documents<\/strong><\/p>\n\n<p>A review of the <a href=\"https:\/\/drive.google.com\/drive\/folders\/1FpCxdRtGVaa7fhpsXShXcvZd1jq2nWJQ\">hundreds of pages of documents<\/a> obtained by Greenpeace Canada under Access to Information legislation show that a federal agency (<a href=\"https:\/\/www.investcanada.ca\/\">Invest in Canada<\/a>) has put together a \u201cMarinvest deal team\u201d with a mandate to \u201cprovide advice and support for the project\u2019s implementation.\u201d&nbsp;<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"847\" height=\"650\" title=\"image\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/71b8aeba-image.png\" alt=\"\" class=\"wp-image-75496\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/71b8aeba-image.png 847w, https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/71b8aeba-image-300x230.png 300w, https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/71b8aeba-image-768x589.png 768w, https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/71b8aeba-image-443x340.png 443w\" sizes=\"auto, (max-width: 847px) 100vw, 847px\" \/><\/figure>\n\n<p>Invest in Canada coordinates monthly meetings between the project developer (Marinvest) and representatives from multiple federal departments and agencies, including the Canadian Energy Regulatory Agency and the Impact Assessment Agency (the federal agencies that would eventually be responsible for evaluating the project).&nbsp;<\/p>\n\n<p>All of this coordination is taking place entirely behind closed doors and before Marinvest has publicly submitted its project to the regulatory authorities, at which point affected communities and the broader public can become involved.&nbsp;<\/p>\n\n<p>Or maybe not. Marinvest has a massive lobbying effort underway and is likely trying to get its LNG project added to the Carney government\u2019s list of \u201cProjects of National Interest.\u201d Once on that list, the company not only gets to skip over the usual environmental assessments, but could also <a href=\"https:\/\/www.greenpeace.org\/canada\/en\/story\/70153\/breaking-down-the-building-canada-act-fast-track-climate-solutions-not-fossil-fuels\/\">be exempted<\/a> from environmental laws once it is in operation.<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"679\" height=\"607\" title=\"Marinvest ATIP 2\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/066afba2-marinvest-atip-2.jpg\" alt=\"\" class=\"wp-image-75503\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/066afba2-marinvest-atip-2.jpg 679w, https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/066afba2-marinvest-atip-2-300x268.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/066afba2-marinvest-atip-2-380x340.jpg 380w\" sizes=\"auto, (max-width: 679px) 100vw, 679px\" \/><\/figure>\n\n<p><strong>Marinvest looking for taxpayer subsidies<\/strong><\/p>\n\n<p>The documents obtained by Greenpeace Canada also reveal that federal support for Marinvest isn\u2019t limited to advice or coordination: the government is also exploring avenues for public funding for the project.&nbsp;<\/p>\n\n<p>Representatives from Indigenous Services Canada were invited to a May 12, 2025 meeting to inform Marinvest about available public funding programs. Invest in Canada subsequently confirmed in writing that it had examined whether a federal loan guarantee program could cover the project\u2019s initial development phase, and committed to \u201ccontinue to monitor potential avenues for this kind of support as new announcements are made in the fall.\u201d  The company was also seeking to identify government funding programs that would assist Indigenous communities to acquire a financial stake in the pipeline portion of the project.\u00a0<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/2fed8235-marinvest-atip-3-300x170.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-canada-stateless\/2026\/06\/2fed8235-marinvest-atip-3-510x289.jpg 510w\" sizes=\"auto, (max-width: 622px) 100vw, 622px\" \/><\/figure>\n\n<p><strong>Opposition is mounting in Quebec and among First Nations<\/strong><\/p>\n\n<p>While the project has largely flown under the radar in English Canada, there is growing opposition in Quebec amongst local communities and First Nations.&nbsp;<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Environmental groups, including Greenpeace Canada, M\u00e8res au front Baie-Comeau and Rouyn-Noranda, Nature Qu\u00e9bec, and the David Suzuki Foundation have launched <a href=\"https:\/\/act.greenpeace.ca\/fr-ca\/stop-marinvest-energy\">a petition against the project<\/a>.\u00a0<\/li>\n\n\n\n<li>Forty Quebec economists <a href=\"https:\/\/www.lapresse.ca\/affaires\/2025-09-05\/projet-de-terminal-de-gaz-naturel-liquefie-a-baie-comeau\/des-economistes-disent-non-a-un-gnl-quebec-2-0.php\">have spoken out against it<\/a>.<\/li>\n\n\n\n<li>The Lac-Simon First Nation (whose territory would be directly crossed by the Marinvest pipeline) is <a href=\"https:\/\/www.nationalobserver.com\/2026\/05\/12\/news\/quebec-marinvest-lng-project-indigenous-chief\">categorically opposed<\/a> to the project;<\/li>\n\n\n\n<li>Alain Webster, the chair of Quebec\u2019s Advisory Committee on Climate Change, <a href=\"https:\/\/www.nationalobserver.com\/2026\/03\/31\/news\/quebec-marinvest-lng-project\">stated<\/a> that Marinvest is \u201cincompatible\u201d with the path we must take not only to prevent global climate collapse but also to develop a resilient economy for decades to come.<\/li>\n\n\n\n<li>Jean Lemire, the Quebec government\u2019s Special Advisor on Climate Change and Northern Issues, <a href=\"https:\/\/www.ledevoir.com\/actualites\/environnement\/986060\/lutte-contre-crise-climatique-est-echec-constate-jean-lemire\">said<\/a> \u201cLNG export megaprojects like Marinvest Energy\u2019s have no place in the context of the energy transition.\u201d\u00a0<\/li>\n<\/ul>\n\n<p>Greenpeace Canada\u2019s Louis Couillard has toured the region to meet with local communities, and he is calling on the Carney government \u201cto put an end to these backroom deals with Marinvest and shut the door once and for all on the idea of exporting fossil fuel from Western Canada through
