Sustavno i svjesno dr\u017eavna prometna politika u\u010dinila nas je ovisnicima o automobilima koji gutaju naftu i raspiruju klimatsku krizu.<\/strong><\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"525\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/3a17a57e-\u00a9-paul-langrock-greenpeace.jpg\" alt=\"\" class=\"wp-image-3275\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/3a17a57e-\u00a9-paul-langrock-greenpeace.jpg 800w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/3a17a57e-\u00a9-paul-langrock-greenpeace-300x197.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/3a17a57e-\u00a9-paul-langrock-greenpeace-768x504.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/3a17a57e-\u00a9-paul-langrock-greenpeace-510x335.jpg 510w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">\u00a9 Paul Langrock, Greenpeace<\/figcaption><\/figure>\n\n<p><a href=\"https:\/\/greenpeace.at\/uploads\/2023\/09\/factsheet_key-findings-and-country-data_transport-infrastructure-report_september-2023.pdf\">Studija<\/a> koju je Greenpeace u sredi\u0161njoj i isto\u010dnoj Europi (Greenpeace CEE) naru\u010dio od uglednog njema\u010dkog Instituta Wuppertal i T3 Transportation Think Tanka, pokazala je da se od 1995. godine mre\u017ea autocesta u Hrvatskoj pove\u0107ala za \u010dak 334 posto, dok se \u017eeljezni\u010dka smanjila za \u010detiri posto.<\/p>\n\n<p>U razdoblju od 1995. do 2021. godine Hrvatska je ulo\u017eila oko 13,3 milijarde eura u ceste, a svega 2,1 milijardu u \u017eeljeznice. Uslijed toga, mre\u017ea autocesta se sa 302 kilometara u 1995. godini pove\u0107ala na 1310 kilometara u 2020, \u0161to je osma po veli\u010dini stopa rasta od svih analiziranih zemalja u Studiji (EU 27, Norve\u0161ka, \u0160vicarska i Velika Britanija).<\/p>\n\n<p>Osim \u0161to je smanjena hrvatska \u017eeljezni\u010dka mre\u017ea, pet \u017eeljezni\u010dkih linija ukupne du\u017eine 118 kilometara zatvoreno je za putni\u010dki prijevoz, a zatvoreno je i 28 \u017eeljezni\u010dkih postaja, \u010dime je tisu\u0107ama ljudi onemogu\u0107en pristup \u017eeljeznici. Promatraju\u0107i usporedive europske podatke u razdoblju od 1995. do 2018. godine, samo je Rumunjska imala lo\u0161iji omjer.<\/p>\n\n<p><em>&#8211; Hrvatska je u posljednja tri desetlje\u0107a sustavno zapostavljala svoju nacionalnu i me\u0111unarodnu \u017eeljezni\u010dku mre\u017eu, dok je u ceste upumpavala ogroman novac. To nas je dovelo do toga da smo me\u0111u najgorim zemljama Europe po ulaganjima u \u017eeljezni\u010dku infrastrukturu. Tisu\u0107e ljudi u ruralnim podru\u010djima nema odgovaraju\u0107i pristup javnom prijevozu te su zapravo prisiljeni posjedovati automobil ili ostati kod ku\u0107e &#8211; <\/em>istaknula je Petra Andri\u0107, programska voditeljica Greenpeacea u Hrvatskoj<em>.<\/em><\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/ef1196c7-ilustracije_ceste-vs-zeljeznice-1-1024x683.jpg\" alt=\"\" class=\"wp-image-3277\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/ef1196c7-ilustracije_ceste-vs-zeljeznice-1-1024x683.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/ef1196c7-ilustracije_ceste-vs-zeljeznice-1-300x200.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/ef1196c7-ilustracije_ceste-vs-zeljeznice-1-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/ef1196c7-ilustracije_ceste-vs-zeljeznice-1-1536x1024.jpg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/ef1196c7-ilustracije_ceste-vs-zeljeznice-1-2048x1366.jpg 2048w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/ef1196c7-ilustracije_ceste-vs-zeljeznice-1-510x340.jpg 510w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p>Unato\u010d zabrinjavaju\u0107im klimatskim okolnostima i <a href=\"https:\/\/unfccc.int\/process\/the-convention\/history-of-the-convention#Essential-background)\">globalnom dogovoru o smanjenju stakleni\u010dkih plinova<\/a> iz 90-ih, na razini Europe se u protekla tri desetlje\u0107a u ceste ulagalo 66 posto vi\u0161e sredstava nego u \u017eeljeznicu (1,5 bilijuna eura u ceste naspram 930 milijardi eura, uglavnom u brzu \u017eeljeznicu), \u010dime se poticao privatni prijevoz na naftu umjesto odr\u017eivog javnog prijevoza. Duljina europskih autocesta pove\u0107ala se za 60 posto, odnosno za vi\u0161e od 30.000 km, \u0161to je dovelo do pove\u0107anja potra\u017enje za motoriziranim cestovnim prijevozom od 29 posto u razdoblju do 2019. godine. U me\u0111uvremenu, ukupna europska \u017eeljezni\u010dka mre\u017ea smanjena je za 6,5 posto, odnosno za 15.650 km.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/bd7604bb-ilustracije_ceste-vs-zeljeznice-2-1024x683.jpg\" alt=\"\" class=\"wp-image-3278\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/bd7604bb-ilustracije_ceste-vs-zeljeznice-2-1024x683.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/bd7604bb-ilustracije_ceste-vs-zeljeznice-2-300x200.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/bd7604bb-ilustracije_ceste-vs-zeljeznice-2-768x512.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/bd7604bb-ilustracije_ceste-vs-zeljeznice-2-1536x1024.jpg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/bd7604bb-ilustracije_ceste-vs-zeljeznice-2-2048x1366.jpg 2048w, https:\/\/www.greenpeace.org\/static\/planet4-croatia-stateless\/2023\/09\/bd7604bb-ilustracije_ceste-vs-zeljeznice-2-510x340.jpg 510w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p>Promet je <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/headlines\/society\/20190313STO31218\/co2-emissions-from-cars-facts-and-figures-infographics\">jedini sektor<\/a> u Europi koji jo\u0161 uvijek ne pridonosi smanjenju emisija stakleni\u010dkih plinova. \u0160tovi\u0161e, emisije stakleni\u010dkih plinova koje proizlaze iz prometa porasle su za <a href=\"https:\/\/www.eea.europa.eu\/data-and-maps\/daviz\/greenhouse-gas-emissions-from-transport-4#tab-chart_1\">15 posto<\/a> u razdoblju od 1995. do 2019, uglavnom zbog vozila koja koriste fosilna goriva.<\/p>\n\n<p>Usporedbe radi, prosje\u010dno putovanje vlakom u Europi proizvodi <a href=\"https:\/\/www.eea.europa.eu\/publications\/rail-and-waterborne-transport\">77 posto<\/a> manje emisija stakleni\u010dkih plinova po putni\u010dkom kilometru od putovanja automobilom.<\/p>\n\n<p><em>&#8211; U Hrvatskoj i diljem Europe ljudi se bore s klimatskim kaosom. Ovo je izvje\u0161\u0107e tragi\u010dan podsjetnik na izgubljena desetlje\u0107a klimatskih mjera u prometnom sustavu koji je odgovoran za <u><a href=\"https:\/\/theicct.org\/transport-could-burn-up-the-eus-entire-carbon-budget\/\">gotovo tre\u0107inu<\/a><\/u> emisija stakleni\u010dkih plinova u Europskoj uniji. Objavljeni podaci za Hrvatsku pokazuju kako su vlade desetlje\u0107ima prioritetno podr\u017eavale izgradnju autocesta, zanemaruju\u0107i odr\u017eivi promet i na taj na\u010din Hrvatsku u\u010dinile ovisnicom o nafti.
