Nov\u00e9mu emisn\u00edmu c\u00edli EU se maj\u00ed uzp\u016fsobit v\u0161echny kl\u00ed\u010dov\u00e9 sektory. Skrze tr\u017en\u00ed mechanismus ur\u010duje cenu za ka\u017edou tunu emis\u00ed z energetiky, pr\u016fmyslu a z vnitrost\u00e1tn\u00ed leteck\u00e9 dopravy. Evropsk\u00e1 komise navrhuje zahrnout do EU ETS nov\u011b tak\u00e9 sektor n\u00e1mo\u0159n\u00ed dopravy. Nevl\u00e1dn\u00ed organizace vyzvaly EU, aby v r\u00e1mci revize rovn\u011b\u017e odstranila z trhu 450 milion\u016f emisn\u00edch povolenek, aby zru\u0161ila bezplatn\u00e9 p\u0159id\u011blov\u00e1n\u00ed povolenek pr\u016fmyslov\u00fdm podnik\u016fm a aby zavedla minim\u00e1ln\u00ed cenu jedn\u00e9 povolenky. K tomu ale nedo\u0161lo.<\/p>\n\n<p>Zm\u011bny se t\u00fdkaj\u00ed i na\u0159\u00edzen\u00ed o sd\u00edlen\u00ed \u00fasil\u00ed (ESR). To zast\u0159e\u0161uje emise ze sektor\u016f nespadaj\u00edc\u00edch pod EU ETS. Jde p\u0159edev\u0161\u00edm o dopravu, budovy, odpady a zem\u011bd\u011blstv\u00ed. Na\u0159\u00edzen\u00ed o sd\u00edlen\u00e9m \u00fasil\u00ed ur\u010duje z\u00e1vazn\u00e9 emisn\u00ed c\u00edle pro jednotliv\u00e9 \u010dlensk\u00e9 st\u00e1ty EU. \u010cesk\u00e1 republika m\u011bla dosud za c\u00edl sn\u00ed\u017eit v obdob\u00ed 2021-2030 emise v t\u011bchto sektorech o 14 % oproti roku 2005. Nov\u00fd n\u00e1vrh zvy\u0161uje \u010desk\u00fd c\u00edl na 26 %. Sektory budov a silni\u010dn\u00ed dopravy ale budou nyn\u00ed spadat z\u00e1rove\u0148 pod nov\u00fd syst\u00e9m obchodov\u00e1n\u00ed s&nbsp;emisemi paraleln\u00ed s ETS. N\u011bkter\u00e9 st\u00e1ty, nap\u0159. Polsko, vyj\u00e1d\u0159ily obavy z dopadu tohoto opat\u0159en\u00ed na nejchud\u0161\u00ed dom\u00e1cnosti v Evrop\u011b. Evropsk\u00e1 komise proto zav\u00e1d\u00ed nov\u00fd soci\u00e1ln\u00ed fond. Ten bude disponovat \u010d\u00e1stkou ve v\u00fd\u0161i 25 % o\u010dek\u00e1van\u00fdch v\u00fdnos\u016f generovan\u00fdch emisn\u00edm obchodov\u00e1n\u00edm v sektorech silni\u010dn\u00ed dopravy a budov. Prost\u0159edky z fondu maj\u00ed \u010dlensk\u00fdm st\u00e1t\u016fm slou\u017eit ke kompenzaci n\u00e1klad\u016f na energie pro n\u00edzkop\u0159\u00edjmov\u00e9 spot\u0159ebitele.<\/p>\n\n<p>Z aktu\u00e1ln\u00edch 32 % na 40 % se tak\u00e9 zvy\u0161uje c\u00edl pro energii z\u00edskanou z obnoviteln\u00fdch zdroj\u016f. Od roku 2035 by rovn\u011b\u017e m\u011bly m\u00edt v\u0161echny nov\u011b prod\u00e1van\u00e9 automobily v&nbsp;EU nulov\u00e9 emise. Z\u00e1rove\u0148 bude z\u00e1vazn\u00e9 zrenovovat ka\u017ed\u00fd rok 3 % budov spadaj\u00edc\u00edch pod ve\u0159ejn\u00fd sektor. Vznik\u00e1 tak\u00e9 nov\u00fd mechanismus uhl\u00edkov\u00e9ho vyrovn\u00e1n\u00ed na hranic\u00edch (CBAM), tedy \u201cuhl\u00edkov\u00e9 clo\u201d. Jeho zaveden\u00ed pro n\u011bkter\u00e9 emisn\u011b n\u00e1ro\u010dn\u00e9 produkty, nap\u0159. cement, hlin\u00edk, ocel a dal\u0161\u00ed, m\u00e1 zabr\u00e1nit znev\u00fdhodn\u011bn\u00ed evropsk\u00fdch firem oproti dodavatel\u016fm ze zem\u00ed s ni\u017e\u0161\u00edmi emisn\u00edmi limity. Legislativn\u00ed bal\u00edk p\u0159ipraven\u00fd Evropskou komis\u00ed bude postoupen ke schv\u00e1len\u00ed Evropsk\u00e9 rad\u011b a Evropsk\u00e9mu parlamentu.<\/p>\n\n<p>Ani aktu\u00e1ln\u011b p\u0159edstaven\u00e1 legislativa nen\u00ed dostate\u010dn\u00fdm p\u0159\u00edsp\u011bvkem Evropsk\u00e9 unie k dosa\u017een\u00ed c\u00edle Pa\u0159\u00ed\u017esk\u00e9 dohody udr\u017eet zv\u00fd\u0161en\u00ed glob\u00e1ln\u00ed teploty do konce stolet\u00ed co nejbl\u00ed\u017ee hranici 1,5\u00b0C. Tomu by odpov\u00eddal sp\u00ed\u0161e c\u00edl sn\u00ed\u017eit do roku 2030 emise EU o 65 %.<\/p>\n\n<p><strong>Kate\u0159ina Davidov\u00e1 z&nbsp;Centra pro dopravu a energetiku \u0159ekla<\/strong>:&nbsp;<em>\u201eBal\u00ed\u010dek Fit for 55 je pro \u010ceskou republiku obrovskou p\u0159\u00edle\u017eitost\u00ed k modernizaci ekonomiky. Spolu s legislativn\u00edmi zm\u011bnami toti\u017e budeme m\u00edt k dispozici p\u0159ibli\u017en\u011b 1 bilion korun v pr\u016fb\u011bhu p\u0159\u00ed\u0161t\u00edch deseti let na investice do dekarbonizace. \u010cesk\u00e1 vl\u00e1da se toho mus\u00ed zodpov\u011bdn\u011b chopit a zajistit, \u017ee ve sni\u017eov\u00e1n\u00ed emis\u00ed nez\u016fstaneme pozadu. Je kl\u00ed\u010dov\u00e9, investovat dostupn\u00e9 prost\u0159edky strategicky, efektivn\u011b a transparentn\u011b. Z\u00e1sadn\u00ed bude, v jak\u00e9 fin\u00e1ln\u00ed podob\u011b legislativu schv\u00e1l\u00ed z\u00e1stupci \u010dlensk\u00fdch st\u00e1t\u016f a Evropsk\u00e9ho parlamentu.\u201c<\/em><\/p>\n\n<p><strong>Ji\u0159\u00ed Ko\u017eelouh, vedouc\u00ed energetick\u00e9ho programu Hnut\u00ed DUHA, \u0159\u00edk\u00e1<\/strong>:&nbsp;<em>\u201eNov\u00e9 n\u00e1vrhy Evropsk\u00e9 komise jsou hlavn\u011b velkou p\u0159\u00edle\u017eitost\u00ed pro sn\u00ed\u017een\u00ed na\u0161ich rekordn\u00edch emis\u00ed sklen\u00edkov\u00fdch plyn\u016f a vy\u010di\u0161t\u011bn\u00ed na\u0161eho ovzdu\u0161\u00ed, kter\u00e9 je vlivem zastaral\u00e9ho vyt\u00e1p\u011bn\u00ed, uheln\u00e9 energetiky a dopravy druh\u00e9 nejhor\u0161\u00ed v EU. Je to z\u00e1rove\u0148 p\u0159\u00edle\u017eitost pro \u010desk\u00fd pr\u016fmysl, kter\u00fd bude energetiku i dopravu modernizovat.&nbsp;&nbsp;Ale je nutn\u00e9 v\u0161echna opat\u0159en\u00ed uchopit soci\u00e1ln\u011b citliv\u011b a transformaci nastavit spravedliv\u011b. Dotace na zateplov\u00e1n\u00ed, nov\u00e9 kotle \u010di fotovoltaick\u00e9 panely a odborn\u00e1 pomoc s jejich jednoduch\u00fdm z\u00edsk\u00e1n\u00edm mus\u00ed b\u00fdt dostupn\u00e9 zejm\u00e9na rodin\u00e1m s n\u00edzk\u00fdmi p\u0159\u00edjmy, aby se mohly vymanit ze z\u00e1vislosti na st\u00e1le dra\u017e\u0161\u00edch fosiln\u00edch palivech.\u201c<\/em><\/p>\n\n<p><strong>Jitka&nbsp;Mart\u00ednkov\u00e1&nbsp;z Klimatick\u00e9 koalice, dod\u00e1v\u00e1<\/strong>: \u201e<em>Legislativn\u00ed bal\u00edk Fit for 55 je v\u00fdrazn\u00fdm posunem sm\u011brem k dekarbonizaci Evropy.
