V\u00fdsledky ukazuj\u00ed, \u017ee ani jeden ze sc\u00e9n\u00e1\u0159\u016f zdaleka nedosahuje mo\u017enost\u00ed ani c\u00edl\u016f pro obnoviteln\u00e9 zdroje energie a \u00faspory k roku 2030. Ekologick\u00e9 organizace ji\u017e p\u0159i zad\u00e1n\u00ed modelov\u00e1n\u00ed kritizovaly stropy omezuj\u00edc\u00ed rozvoj OZE, zat\u00edmco nov\u00e9 jadern\u00e9 reaktory v Dukovanech a v Temel\u00edn\u011b vstupovaly do zad\u00e1n\u00ed jako pevn\u00fd minim\u00e1ln\u00ed po\u017eadavek (a nav\u00edc s nere\u00e1ln\u00fdmi podhodnocen\u00fdmi n\u00e1klady). Sc\u00e9n\u00e1\u0159 s ni\u017e\u0161\u00edmi stropy pro rozvoj OZE je pro dal\u0161\u00ed pr\u00e1ci zcela nepou\u017eiteln\u00fd. Ale i u sc\u00e9n\u00e1\u0159e s vy\u0161\u0161\u00edm povolen\u00fdm rozvojem OZE je nutn\u00e9 odstranit jejich stropy i po\u017eadavek na minim\u00e1ln\u00ed objemy j\u00e1dra a modelovat se vstupn\u00ed podm\u00ednkou dosa\u017een\u00ed c\u00edl\u016f pro rok 2030 a opravit fale\u0161n\u00e9 investi\u010dn\u00ed n\u00e1klady v modelu.<\/p>\n\n<p>Zat\u00edmco c\u00edl pro pod\u00edl OZE na spot\u0159eb\u011b energie v \u010cR by m\u011bl b\u00fdt mezi 33 a 35 procenty [2], sou\u010dasn\u00e9 sc\u00e9n\u00e1\u0159e vykazuj\u00ed daleko m\u00e9n\u011b &#8211; prvn\u00ed jen 26,5 %, druh\u00fd dokonce jen 24 % (co\u017e je m\u00e9n\u011b, ne\u017e kolik ukazuje referen\u010dn\u00ed sc\u00e9n\u00e1\u0159 bez dodate\u010dn\u00fdch opat\u0159en\u00ed). Naopak odborn\u00e9 studie ukazuj\u00ed mo\u017enost do roku 2030 dos\u00e1hnout pod\u00edlu OZE p\u0159es 30 % a konkr\u00e9tn\u011b instalovat 15 GW ve fotovoltaice a 2 GW v\u011btrn\u00fdch elektr\u00e1ren [3].&nbsp;<\/p>\n\n<p>Modelov\u00e1n\u00ed v\u0161ak tak\u00e9 uk\u00e1zalo, \u017ee sc\u00e9n\u00e1\u0159 s rychlej\u0161\u00edm n\u00e1r\u016fstem sol\u00e1rn\u00ed a v\u011btrn\u00e9 energie (a pomalej\u0161\u00ed v\u00fdstavbou nov\u00fdch jadern\u00fdch reaktor\u016f) by si vy\u017e\u00e1dal o 350 miliard ni\u017e\u0161\u00ed n\u00e1klady na energetickou transformaci, ne\u017e sc\u00e9n\u00e1\u0159 s pomalej\u0161\u00edm rozvojem OZE a naopak rychlej\u0161\u00ed a rozs\u00e1hlej\u0161\u00ed v\u00fdstavbou reaktor\u016f. V r\u00e1mci celkov\u00fdch n\u00e1klad\u016f transformace jde v\u0161ak o rozd\u00edl v \u0159\u00e1du procent.<\/p>\n\n<p>Oba sc\u00e9n\u00e1\u0159e po\u010d\u00edtaj\u00ed s koncem uhl\u00ed nejpozd\u011bji v roce 2033 z d\u016fvodu ne\u00fanosn\u00fdch n\u00e1klad\u016f na jeho spalov\u00e1n\u00ed a naopak v\u00fdstavbou plynov\u00fdch zdroj\u016f (nejd\u0159\u00edve na zemn\u00ed plyn a postupn\u011b s p\u0159echodem na vod\u00edk) pro pokryt\u00ed \u0161pi\u010dek spot\u0159eby. Sc\u00e9n\u00e1\u0159 rychlej\u0161\u00edho rozvoje OZE v\u0161ak vede k ni\u017e\u0161\u00edm emis\u00edm sklen\u00edkov\u00fdch plyn\u016f v roce 2030 i celkov\u00fdm emis\u00edm vypu\u0161t\u011bn\u00fdm do roku 2050. Sc\u00e9n\u00e1\u0159 s ni\u017e\u0161\u00edm rozvojem OZE vykazuje vy\u0161\u0161\u00ed emise v roce 2030 i oproti referen\u010dn\u00edmu sc\u00e9n\u00e1\u0159i (bez dodate\u010dn\u00fdch opat\u0159en\u00ed).<\/p>\n\n<p>Pro zv\u00fd\u0161en\u00ed pod\u00edlu OZE na spot\u0159eb\u011b energie v \u010cR na \u00farove\u0148 minim\u00e1ln\u011b 34 % se vyj\u00e1d\u0159ila tak\u00e9 ve\u0159ejnost v prvn\u00ed kole ve\u0159ejn\u00e9 konzultace, jej\u00ed\u017e v\u00fdsledky byly tak\u00e9 prezentov\u00e1ny na v\u010derej\u0161\u00ed Platform\u011b [4].&nbsp;&nbsp;<\/p>\n\n<p>Modelov\u00e1n\u00ed sc\u00e9n\u00e1\u0159\u016f je sou\u010d\u00e1st\u00ed procesu tvorby strategick\u00fdch dokument\u016f \u010desk\u00e9 energetick\u00e9 a klimatick\u00e9 politiky (St\u00e1tn\u00ed energetick\u00e9 koncepce \u010cR, N\u00e1rodn\u00edho energeticko-klimatick\u00e9ho pl\u00e1nu \u010cR a Politiky ochrany klimatu v \u010cR).<\/p>\n\n<p><strong>Ji\u0159\u00ed Ko\u017eelouh, vedouc\u00ed energetick\u00e9ho programu Hnut\u00ed DUHA a \u010dlen Platformy pro strategie v oblasti energetiky a klimatu, \u0159\u00edk\u00e1:<\/strong><\/p>\n\n<p><em>\u201cP\u0159esn\u011b jak jsme varovali, omezov\u00e1n\u00ed obnoviteln\u00fdch zdroj\u016f a naopak prot\u011b\u017eov\u00e1n\u00ed jadern\u00fdch reaktor\u016f ji\u017e v zad\u00e1n\u00ed pro modelov\u00e1n\u00ed \u010desk\u00e9 energetiky se nevyplatilo. V\u00fdsledn\u00e9 sc\u00e9n\u00e1\u0159e nevyu\u017e\u00edvaj\u00ed mo\u017enosti OZE a \u00faspor ani nepln\u00ed c\u00edle v t\u00e9to oblasti. Sc\u00e9n\u00e1\u0159 s p\u0159\u00edsn\u00fdm omezen\u00edm r\u016fstu OZE dokonce vykazuje hor\u0161\u00ed v\u00fdsledky (ni\u017e\u0161\u00ed pod\u00edl OZE a vy\u0161\u0161\u00ed emise sklen\u00edkov\u00fdch plyn\u016f) ne\u017e referen\u010dn\u00ed sc\u00e9n\u00e1\u0159. Vlastn\u011b by tedy bylo lep\u0161\u00ed ned\u011blat nic, ne\u017e jet podle takov\u00e9ho sc\u00e9n\u00e1\u0159e. Sc\u00e9n\u00e1\u0159, kter\u00fd p\u0159ipustil p\u0155ece jenom v\u011bt\u0161\u00ed rozvoj OZE, alespo\u0148 uk\u00e1zal cestu. Nyn\u00ed bude pot\u0159eba modelovat d\u00e1l bez strop\u016f pro OZE a naopak s po\u017eadavkem dosa\u017een\u00ed c\u00edl\u016f.\u201d<\/em><\/p>\n\n<p><strong>\u0160t\u011bp\u00e1n Vizi, expert na klimatickou politiku Centra pro dopravu a energetiku, \u0159\u00edk\u00e1:<\/strong><\/p>\n\n<p><em>\u201cAni jeden ze dvou sc\u00e9n\u00e1\u0159\u016f nevyu\u017e\u00edv\u00e1 naplno potenci\u00e1lu obnoviteln\u00fdch zdroj\u016f do roku 2030, jejich parametry proto bude pot\u0159eba upravit. Obzvl\u00e1\u0161\u0165 zad\u00e1n\u00ed Ministerstva pr\u016fmyslu a obchodu mo\u017enosti rozvoje OZE v\u00fdrazn\u011b podhodnocuje a nep\u0159isp\u00edv\u00e1 dostate\u010dn\u011b ke spln\u011bn\u00ed evropsk\u00fdch klimatick\u00fdch c\u00edl\u016f. I z t\u011bchto v\u00fdsledk\u016f je ale z\u0159ejm\u00e9, \u017ee v\u011bt\u0161\u00ed vyu\u017eit\u00ed obnoviteln\u00fdch zdroj\u016f m\u00edsto budov\u00e1n\u00ed dal\u0161\u00edch velk\u00fdch jadern\u00fdch zdroj\u016f vede k podstatn\u011b ni\u017e\u0161\u00edm n\u00e1klad\u016fm na celou transformaci energetiky.\u201d<\/em><\/p>\n\n<p><strong>Miriam Macurov\u00e1, vedouc\u00ed klimatick\u00e9 kampan\u011b Greenpeace \u010cR, \u0159\u00edk\u00e1:&nbsp;<\/strong><em>\u201cPro spln\u011bn\u00ed klimatick\u00fdch z\u00e1vazk\u016f \u010cR je z\u00e1sadn\u00ed maxim\u00e1ln\u00ed nav\u00fd\u0161en\u00ed c\u00edl\u016f pro OZE a energetick\u00e9 \u00faspory. Je nep\u0159ijateln\u00e9, aby se \u010cR na \u00fakor t\u011bchto \u0159e\u0161en\u00ed fixovala na j\u00e1dro a co nejdel\u0161\u00ed vyu\u017e\u00edv\u00e1n\u00ed uhl\u00ed, jak p\u0159edpokl\u00e1d\u00e1 sc\u00e9n\u00e1\u0159 MPO. Pro ambici\u00f3zn\u00ed nav\u00fd\u0161en\u00ed n\u00e1rodn\u00edho c\u00edle pro OZE se vyj\u00e1d\u0159ila v konzultaci i ve\u0159ejnost, proto by tyto hlasy zodpov\u011bdn\u00ed minist\u0159i nem\u011bli p\u0159i v\u00fdb\u011bru a \u00faprav\u011b sc\u00e9n\u00e1\u0159e ignorovat.\u201d<\/em><\/p>\n\n<p><strong>Edvard Sequens, energetick\u00fd konzultant v Calla &#8211; Sdru\u017een\u00ed pro z\u00e1chranu prost\u0159ed\u00ed \u0159ekl:&nbsp;<\/strong><em>\u201cMinisterstva pr\u016fmyslu a \u017eivotn\u00edho prost\u0159ed\u00ed vlo\u017eily do sc\u00e9n\u00e1\u0159\u016f &#8222;cinknut\u00e9&#8220; p\u0159edpoklady, kter\u00e9 ve v\u00fdsledku samoz\u0159ejm\u011b d\u00e1vaj\u00ed fale\u0161n\u00e9 v\u00fdsledky. Za 155 miliard korun nov\u00fd reaktor v Dukovanech opravdu nikdo nepostav\u00ed, kdy\u017e i \u010cEZ ji\u017e hovo\u0159\u00ed o re\u00e1ln\u011bj\u0161\u00edch 250 miliard\u00e1ch. Obh\u00e1jci jadern\u00e9 energetiky nav\u00edc neriskovali, \u017ee by model vybral dostupn\u011bj\u0161\u00ed a levn\u011bj\u0161\u00ed zdroje a podm\u00ednili koncepci minim\u00e1ln\u00edm po\u017eadavkem i na nov\u00fd reaktor v Temel\u00edn\u011b, a\u010dkoliv o n\u011bm je\u0161t\u011b vl\u00e1da ani nerozhodovala.\u201d<\/em><\/p>\n\n<p><strong>Zdroje:<\/strong><\/p>\n\n<p>[1]&nbsp;<a href=\"https:\/\/hnutiduha.cz\/aktualne\/pro-energetickou-koncepci-ma-vzniknout-jaderne-obnovitelny-jaderny-scenar-chybi-rychlejsi\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/hnutiduha.cz\/aktualne\/pro-energetickou-koncepci-ma-vzniknout-jaderne-obnovitelny-jaderny-scenar-chybi-rychlejsi<\/a><\/p>\n\n<p>[2] Samotn\u00fd n\u00e1vrh N\u00e1rodn\u00edho klimaticko energetick\u00e9ho pl\u00e1nu uv\u00e1d\u00ed c\u00edl pro \u010cR 23,9 &#8211; 26,5 % OZE na kone\u010dn\u00e9 spot\u0159eb\u011b energie jako odvozen\u00fd od c\u00edle EU 32 % v roce 2030.
