But while pollution levels are still 4 times the WHO recommended safety levels and nearly 80% of cities fail to meet China\u2019s (much less stringent) national safety standards, there is still so much to be done.<\/em><\/p>\n<p dir=\"ltr\">\n<div class=\"events-box big-box left\">\n<div class=\"frame reset-padding\"><a class=\"open-img EnlargeImage\" title=\"\" href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/b67b9156-b67b9156-great-wall_medium_res_with_credit_line.jpg\"><img decoding=\"async\" id=\"ctl00_cphContentArea_epiEntryContent_ctl00_ctl02_Image1\" class=\"Thumbnail\" style=\"border-width: 0px;\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/b67b9156-b67b9156-great-wall_medium_res_with_credit_line.jpg\" alt=\"\" \/><\/a><\/p>\n<p><span style=\"font-size: inherit;\">That\u2019s why GPEA activists headed to China\u2019s Great Wall to call on the government to take a stand for blue skies and introduce a coal consumption cap in the <\/span><a style=\"font-size: inherit; background-color: #ffffff;\" href=\"https:\/\/www.facebook.com\/shanghaiist\/videos\/10153772799886030\/?pnref=story\" target=\"_blank\" rel=\"noopener noreferrer\">upcoming economic <\/a><span style=\"font-size: inherit;\">plans. Using a projector, they transformed a tower on China\u2019s historic Great Wall into a tableaux of chimneys belching toxic smog into the sky.\u00a0\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n<p>Here\u2019s what we discovered from the City Rankings for January- September and why a coal consumption cap is more important than ever:<\/p>\n<p><strong>PM2.5 levels are falling- but not fast enough. <\/strong><br \/>\nPM2.5 averages are dropping across the country which is great news- but pollution levels are still a major hazard to people\u2019s health. Scientists <a href=\"http:\/\/www.livescience.com\/52189-air-pollution-kills-millions-people-yearly.html\">predicted<\/a> this year that 3 million people die globally from air pollution. Emissions are gradually reducing and this is a positive trend, but it needs to be scaled up to have a meaningful impact.<\/p>\n<p><strong>The drop in PM2.5 levels coincides with new laws curbing coal pollution <\/strong><br \/>\nRankings in <a href=\"http:\/\/www.greenpeace.org\/eastasia\/news\/blog\/falling-fast\/blog\/53580\/\">July<\/a> and October showed that the reduction in nationwide air pollution coincided with a 4.1% reduction in industrial coal consumption, largely thanks to new air pollution laws and stricter emission standards. The regional coal caps applied in the past meant that the problem simply moved from east to west. A nationwide coal cap can protect China\u2019s poorer and more vulnerable western areas from bearing the brunt of dangerous, dirty coal pollution.<\/p>\n<p><strong>Temporary measures and \u2018Parade Blue\u2019 aren\u2019t cutting it. <\/strong><br \/>\nLast month, Beijing enjoyed almost two weeks of blue skies and clean air: the result of strict controls on car and industrial emissions ahead of one of the city\u2019s famous military parades. However, despite <a href=\"http:\/\/energydesk.greenpeace.org\/2015\/08\/27\/china-air-pollution-beijing-records-its-cleanest-air-ever\/\">record breaking<\/a> low levels of PM2.5, \u00a0Beijing and the surrounding areas of Tianjin and Hebei still ranked in the top 5 most polluted provinces in the country. These temporary solutions are having a negligible impact on the long term quality of our cities\u2019 air.<\/p>\n<div class=\"events-box big-box left\">\n<div class=\"frame reset-padding\"><a class=\"open-img EnlargeImage\" title=\"\" href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/4efb6f84-4efb6f84-q3-top-ten-provinces-final.jpg\"><br \/>\n<img decoding=\"async\" id=\"ctl00_cphContentArea_epiEntryContent_ctl00_ctl06_Image1\" class=\"Thumbnail\" style=\"border-width: 0px;\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/4efb6f84-4efb6f84-q3-top-ten-provinces-final.jpg\" alt=\"\" \/><\/a><\/p>\n<\/div>\n<\/div>\n<p><strong>China\u2019s 13th Five Year Plan- a blueprint for bluer skies<\/strong><\/p>\n<p>An initial draft of China\u2019s 13th Five Year Plan- blueprints for short term economic development- is expected to be published early next year. China already missed a big opportunity to take control of its coal consumption last month, when it<a href=\"http:\/\/www.greenpeace.org\/eastasia\/news\/blog\/searching-for-blue\/blog\/53975\/\"> failed to include<\/a> a cap in its revision of air pollution laws. It\u2019s crucial that a coal consumption cap is introduced soon, in order to protect Chinese cities in the upcoming years.<\/p>\n<p>There has never been a better time for China to make the leap further away from coal. China has been <a href=\"https:\/\/theconversation.com\/an-emerging-renewables-superpower-chinas-climate-pledge-guns-for-green-growth-44142\">dubbed<\/a> the new renewables superpower and not hard to see why: the country invested nearly USD<a href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/71269ac1-71269ac1-re100-china-analysis.pdf\"> 90 billion in renewables<\/a> last year and is home to some of the <a href=\"http:\/\/www.greenpeace.org\/archive-international\/en\/news\/Blogs\/makingwaves\/bold-and-beautiful-solar-projects-from-around\/blog\/53603\/\">largest solar projects <\/a>in the world.
