{"id":1653,"date":"2015-09-02T21:10:00","date_gmt":"2015-09-03T05:10:00","guid":{"rendered":"https:\/\/master.k8s.p4.greenpeace.org\/eastasia\/aboutus\/1653\/searching-for-everyday-blue-an-opportunity-missed\/"},"modified":"2019-11-23T02:12:15","modified_gmt":"2019-11-23T10:12:15","slug":"searching-for-everyday-blue-an-opportunity-missed","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/eastasia\/blog\/1653\/searching-for-everyday-blue-an-opportunity-missed\/","title":{"rendered":"Searching for Everyday Blue: An Opportunity Missed"},"content":{"rendered":"\n<p><\/p>\n<div class=\"post-content\">\n<p dir=\"ltr\"><a class=\"open-img EnlargeImage\" style=\"background-color: #ffffff;\" title=\"\" href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/b19881a3-b19881a3-tiananmen-big.jpg\"><img decoding=\"async\" id=\"ctl00_cphContentArea_epiEntryContent_ctl00_ctl02_Image1\" class=\"Thumbnail\" style=\"border-width: 0px;\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/b19881a3-b19881a3-tiananmen-big.jpg\" alt=\"\" \/><\/a><\/p>\n<div class=\"events-box big-box left\">\n<div class=\"frame reset-padding\">\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<p>As Beijing experiences the glory of a double, back-to-back round of temporary blue skies \u2013 \u201cAthletics World Championship Blue\u201d and \u201cParade Blue\u201d \u2013 the Chinese government has revised the Law of the People\u2019s Republic of China on the Prevention and Control of Air Pollution, the legal document which will shape China\u2019s long term approach to air pollution.<\/p>\n<p>So, after this period of blue skies, will we finally see \u201ctemporary blue\u201d become an \u201ceveryday blue\u201d?<\/p>\n<p>It\u2019s possible- but it\u2019s still a long way off.<\/p>\n<p>In September last year, Greenpeace East Asia offered a number of suggestions for the revision of the Air Pollution Prevention Law, some of which have been taken on board in the new drafts as well as the final version.<\/p>\n<p>However, an important article about setting up a national coal consumption cap, which was included in a 2014 draft for comments, has been excluded from the revised law.<br \/>As the main source of air pollution in many parts of the country, a restriction of coal consumption across the whole country is absolutely critical to bringing air quality back to safe levels.<\/p>\n<div class=\"events-box big-box left\">\n<div class=\"frame reset-padding\"><a class=\"open-img EnlargeImage\" title=\"\" href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/c237e1b9-c237e1b9-gp04e6k_web_size_with_credit_line.jpg\"><br \/><img decoding=\"async\" id=\"ctl00_cphContentArea_epiEntryContent_ctl00_ctl04_Image1\" class=\"Thumbnail\" style=\"border-width: 0px;\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/c237e1b9-c237e1b9-gp04e6k_web_size_with_credit_line.jpg\" alt=\"\" \/><\/a><\/p>\n<p>\u00a0<\/p>\n<\/div>\n<\/div>\n<p><strong>Denying the Facts<\/strong><br \/>Instead, in the revised Air Pollution Prevention Law, lawmakers have placed an emphasis on vehicle emissions, even going into such minute detail as to stipulate after how long a stationary car must have its engine turned off (three minutes, for those who are interested).<\/p>\n<p>But this misses the point, and denies the facts that experts have pointed to for years \u2013 that the burning of coal is the number one source of harmful air pollution.<\/p>\n<p>In 2013, a Greenpeace report,<a href=\"http:\/\/www.greenpeace.org\/eastasia\/publications\/reports\/climate-energy\/2013\/tracing-back-the-smog\/\"> <em>Tracing Back the Smog<\/em><\/a><em>,<\/em> provided evidence that 25% of PM2.5 primary emissions in the Beijing-Tianjin-Hebei area, home to over 100 million people, are due to coal burning.
