The city is blanketed in a thick, choking smog that has covered an area of North China <a href=\"http:\/\/www.reuters.com\/article\/2015\/11\/30\/us-climatechange-summit-china-smog-idUSKBN0TJ0DG20151130\">the size of Spain<\/a> and Beijing\u2019s most famous landmarks have been <a href=\"https:\/\/twitter.com\/iChinadian\">completely obscured<\/a> by the yellow haze.\n\n\n<\/p>\n\n<figure class=\"wp-block-image  caption-style-blue-overlay caption-alignment-center\"><a href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/696d5ede-696d5ede-gp0stpgql_web_size_with_credit_line.jpg\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/696d5ede-696d5ede-gp0stpgql_web_size_with_credit_line.jpg\" alt=\"\"\/><\/a><\/figure>\n\n<p>\n&nbsp;\nThe most recent phase of the \u2018airpocalypse\u2018 has prompted the government to issue an Orange Alert, the second-highest pollution level warning.\n&nbsp;\n\n\n<\/p>\n\n<figure class=\"wp-block-image  caption-style-blue-overlay caption-alignment-center\"><a href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/3537eeb3-3537eeb3-gp0stpgqa_web_size_with_credit_line-1.jpg\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/3537eeb3-3537eeb3-gp0stpgqa_web_size_with_credit_line-1.jpg\" alt=\"\"\/><\/a><\/figure>\n\n<p>But as PM2.5 levels soar to<a href=\"http:\/\/www.cbc.ca\/news\/technology\/beijing-pollution-1.3343542\"> over<\/a> 900 mg\/m3 in parts of the city, if pollution that far outstrips WHO recommended safe levels isn\u2019t enough to elicit the highest level of response, then what is?<\/p>\n\n<figure class=\"wp-block-image  caption-style-blue-overlay caption-alignment-center\"><a href=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/3537eeb3-3537eeb3-gp0stpgqc_web_size_with_credit_line.jpg\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/3537eeb3-3537eeb3-gp0stpgqc_web_size_with_credit_line.jpg\" alt=\"\"\/><\/a><\/figure>\n\n<p>\n&nbsp;\nUnder a state of Orange Alert, restrictions on construction and industry have already been put into gear, but it\u2019s clearly not enough. At this level of response, schools and kindergartens can remain open, meaning that children are risking their health in order to attend class and car emissions haven\u2019t been restricted at all.\n&nbsp;\n\n\n<\/p>\n\n<figure class=\"wp-block-image  caption-style-blue-overlay caption-alignment-center\"><a href=\"http:\/\/www.greenpeace.org\/eastasia\/PageFiles\/299371\/GP0STPGPX_Web_size_with_credit_line.jpg\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/24758ba6-24758ba6-gp0stpgpx_web_size_with_credit_line.jpg\" alt=\"\"\/><\/a><\/figure>\n\n<p>\n&nbsp;\nAccording to the four tier alert system that was set up following the now-<a href=\"http:\/\/www.theguardian.com\/world\/2013\/feb\/16\/chinese-struggle-through-airpocalypse-smog\">infamous<\/a> Airpocalypse of 2013, a Red Alert should be put into place if AQI levels of 200 or more are predicted to last for three days or longer.&nbsp;&nbsp;\n\n<\/p>\n\n<p>But despite Beijing\u2019s pollution levels exceeding this threshold consistently over the past two years, a Red Alert has never been issued for the city.<\/p>\n\n<figure class=\"wp-block-image  caption-style-blue-overlay caption-alignment-center\"><a href=\"http:\/\/www.greenpeace.org\/eastasia\/PageFiles\/299371\/GP0STPGQB_Web_size_with_credit_line.jpg\"><img decoding=\"async\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2019\/11\/5de0ab47-5de0ab47-gp0stpgqb_web_size_with_credit_line.jpg\" alt=\"\"\/><\/a><\/figure>\n\n<p>We\u2019ve already seen what a <a href=\"http:\/\/energydesk.greenpeace.org\/2015\/08\/27\/china-air-pollution-beijing-records-its-cleanest-air-ever\/\">dramatic difference<\/a> temporary pollution measures can make to the city.
