Experts <a href=\"https:\/\/www.theguardian.com\/world\/live\/2026\/aug\/27\/nepal-flash-flood-live-updates-tibet-border-death-toll-missing-himalayas-floods-flooding-latest-news?page=with%3Ablock-6a9025918f080343b990a371\">caution<\/a> against describing climate change as the sole, immediate trigger for Wednesday\u2019s disaster, though they say that rising temperatures and melting glaciers probably played a role in the disaster.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" title=\"image\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/fcb05c3f-image-1024x682.jpeg\" alt=\"\" class=\"wp-image-69225\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/fcb05c3f-image-1024x682.jpeg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/fcb05c3f-image-300x200.jpeg 300w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/fcb05c3f-image-768x512.jpeg 768w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/fcb05c3f-image-1536x1023.jpeg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/fcb05c3f-image-510x340.jpeg 510w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/fcb05c3f-image.jpeg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">A different disaster occurred last year in the same border region, caused by a glacial outburst flood. A glacial outburst flood occurs when a glacial lake \u2013 pooled meltwater from the glacier held at the base of the glacier by a dam-like moraine of ice and debris \u2013 bursts after the moraine wall fails and the accumulated water floods downhill.\u00a0<\/p>\n\n<p class=\"wp-block-paragraph\">The cause of yesterday\u2019s disaster is under investigation. But this mudslide highlights the fragility of the permafrost regions in the Himalayas and the Tibetan Plateau, a high-altitude, mountainous regions that is historically cold and warmed at a rate twice the global average between 1981 and 2020, increasing +0.5\u00b0C every 10 years, with an average increase in precipitation of +14 millimeters every 10 years.&nbsp;<\/p>\n\n<p class=\"wp-block-paragraph\">These numerical figures alone also do not fully convey the immense geological impact of such climate changes in high-altitude mountains, both because of the fragility of ecosystems, including soil and river stability; the risk of localized events causing chain reactions; and the vulnerability of people living in mountainous areas to natural disasters and climate disasters.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" title=\"image\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/a3fb69cc-image-1024x683.jpeg\" alt=\"\" class=\"wp-image-69223\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/a3fb69cc-image-1024x683.jpeg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/a3fb69cc-image-300x200.jpeg 300w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/a3fb69cc-image-768x512.jpeg 768w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/a3fb69cc-image-1536x1024.jpeg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/a3fb69cc-image-510x340.jpeg 510w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/a3fb69cc-image.jpeg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.greenpeace.org\/eastasia\/press\/1011\/greenpeace-survey-reveals-impact-of-climate-change-on-glaciers-in-china-2\/\">report<\/a> by Greenpeace East Asia, released in collaboration with the Chinese Academy of Sciences and Gansu Provincial Academy, in 2018 created a comprehensive analysis of the impact of climate change on glaciers in China and across Asia, and urged stronger early warning systems and risk prevention measures to address the risks posed by increasing instability of high-altitude glacier regions.<\/p>\n\n<p class=\"wp-block-paragraph\">Since then, the Chinese government implemented relevant national strategy documents, including the \u201cNational Climate Change Adaptation Strategy 2035\u201d and the \u201cQinghai-Tibet Plateau Ecological Protection Law\u201d, which emphasized the need to address climate risks and strengthen monitoring and early warning systems in these regions. But there are still gaps in climate adaptation in this complex, high-altitude environment that includes warming permafrost regions. Real time risk monitoring and effective on-the-ground emergency management mechanisms still require upgrades.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" title=\"image\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/3ca46281-image-1024x683.jpeg\" alt=\"\" class=\"wp-image-69226\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/3ca46281-image-1024x683.jpeg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/3ca46281-image-300x200.jpeg 300w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/3ca46281-image-768x512.jpeg 768w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/3ca46281-image-1536x1025.jpeg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/3ca46281-image-510x340.jpeg 510w, https:\/\/www.greenpeace.org\/static\/planet4-eastasia-stateless\/2026\/08\/3ca46281-image.jpeg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">A number of glacial outburst floods, resulting from the collapse of lakes of melted water forming at the base of glaciers, have occurred over the past ten years, and both Nepal and China have taken measures including disaster assessment, remote sensing, flood simulation, and cross-border exchange of information.
