{"id":7793,"date":"2022-11-22T10:51:25","date_gmt":"2022-11-22T02:51:25","guid":{"rendered":"https:\/\/www.greenpeace.org\/eastasia\/?p=7793"},"modified":"2022-11-22T10:51:27","modified_gmt":"2022-11-22T02:51:27","slug":"despite-beijings-net-zero-pledge-and-byds-success-chinas-big-carmakers-delay-decarbonization","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/eastasia\/press\/7793\/despite-beijings-net-zero-pledge-and-byds-success-chinas-big-carmakers-delay-decarbonization\/","title":{"rendered":"Despite Beijing\u2019s net zero pledge and BYD&#8217;s success, China&#8217;s big carmakers delay decarbonization"},"content":{"rendered":"\n<p><strong>Beijing<\/strong> &#8211; The majority of China\u2019s top carmakers have no plans to phase out internal combustion engine vehicles despite public statements that echo Beijing\u2019s net zero pledges, according to a new Greenpeace East Asia analysis of climate action by China\u2019s 10 biggest carmakers.<\/p>\n\n<p>\u201cA slow transition to zero-emission vehicles hinders China\u2019s carbon neutrality efforts. At the same time, China\u2019s new EV producers are rapidly expanding, and the industry as a whole is moving towards an EV-driven market. Traditional automakers that fail to transition to EVs risk losing market share and falling behind. China\u2019s traditional carmakers are now playing catch-up,\u201d said Beijing-based Greenpeace East Asia campaigner Bao Hang.<\/p>\n\n<p>Researchers analyzed battery electric vehicle (BEV)\u00b9 deployment, net zero commitments, fuel efficiency, and emissions data transparency for China\u2019s 10 largest automakers.<br><br>In 2021, China&#8217;s car industry had a carbon footprint of <a href=\"http:\/\/www.auto-eaca.com\/uploads\/soft\/220728\/1_0924245371.pdf\">1.2 billion metric tons<\/a>, higher than the <a href=\"https:\/\/www.nies.go.jp\/gio\/en\/archive\/nir\/jqjm100000186dp5-att\/NIR-JPN-2022-v3.0_GIOweb.pdf\">annual CO<sub>2<\/sub>&nbsp; emissions<\/a> of Japan. The same year, <a href=\"https:\/\/www.iea.org\/data-and-statistics\/data-tools\/global-ev-data-explorer\">more than half<\/a> of all global passenger BEV sales took place in China.<br><\/p>\n\n<p>Key Findings:<\/p>\n\n<ul class=\"has-medium-font-size wp-block-list\"><li>In 2021, BEVs made up 12.8% of China\u2019s passenger vehicle sales, a 7.8% increase year on year. However, China\u2019s BEV sales figures are weighted heavily by BYD. Passenger BEVs made up 43.67% of all BYD passenger vehicle sales in 2021. By contrast, BEVs comprised less than 14% of passenger vehicle sales for each of the nine other carmakers included in the study. (See chart below for a list of each of the 10 major automakers\u2019 rates of BEV sales.)&nbsp;<\/li><\/ul>\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/CtX-kgxBYWD-AZPTCPEtwJ782kugJFDDFg7JUDQzZwQZZNpkjiw32RmmqVrXFVRfKlID56T63JxHrqh2aVsjVnOYNaWXclbqI-f_an5BLUelhlFZkbkbe5yQTbiPgj8WLAm1W0kMbC2tUzCYmh1ElRTE5xSuuy0Y5maUazIDALq2PWxzLvXbJIKgMwp3vQ\" alt=\"\"\/><figcaption>Graph 1: The percent of BEV sales among all passenger vehicle sales by China\u2019s major carmakers.<\/figcaption><\/figure>\n\n<ul class=\"has-medium-font-size wp-block-list\"><li>Of the 10 automakers, only BYD met fleet-wide corporate average fuel consumption (CAFC) targets\u00b2 every year from 2018 to 2021. The other nine automakers failed CAFC targets at least once during the four-year period.<\/li><\/ul>\n\n<ul class=\"has-medium-font-size wp-block-list\"><li>To date, six of the ten carmakers have announced carbon neutrality targets with timelines. However, targets by GAC, FAW, BAIC, Great Wall, and Chang\u2019an lack either a reduction target timetable, clear scope of commitment, or both.<br><\/li><li>Geely\u2019s net zero plan is noteworthy in that the company\u2019s carbon neutrality pledge includes emissions from manufacturing, vehicle use, and the supply chain. Geely has also set interim emission reduction targets for both its manufacturing operations and supply chain. However, in 2021, BEVs made up only 4.47% of Geely\u2019s total passenger vehicle sales.<br><\/li><li>Moving forward, transparency on emissions data could stymy efforts to achieve carbon neutrality among China\u2019s carmakers. Half of the 10 carmakers \u2013 SAIC, Chang\u2019an, BAIC, Chery, and FAW \u2013 have not disclosed emissions data even for their own operations (scope 1 &amp; 2), and only Geely has disclosed data on upstream and downstream (scope 3) emissions.<br><\/li><\/ul>\n\n<p>\u201cNet zero has become a bit of a trending topic, and some carmakers have rushed to put out net zero language. But there\u2019s a real difference between PR statements and the actual steps that get you to carbon neutrality. Ultimately, a net zero plan that doesn\u2019t include a phase-out date for internal combustion engine vehicles is quite empty. It\u2019s a map without any roads on it,\u201d said Bao.<br><\/p>\n\n<p>Greenpeace East Asia recommends that carmakers end the sale of combustion engine vehicles by 2030.
