{"id":46227,"date":"2022-05-17T06:01:00","date_gmt":"2022-05-17T04:01:00","guid":{"rendered":"https:\/\/www.greenpeace.org\/eu-unit\/?p=46227"},"modified":"2022-05-16T18:01:55","modified_gmt":"2022-05-16T16:01:55","slug":"russian-doll-gas-nuclear-lobbying-taxonomy-eu","status":"publish","type":"post","link":"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/46227\/russian-doll-gas-nuclear-lobbying-taxonomy-eu\/","title":{"rendered":"\u2018Russian doll\u2019 gas and nuclear lobbying threatens EU energy independence \u2013 new research"},"content":{"rendered":"\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"525\" src=\"https:\/\/www.greenpeace.org\/static\/planet4-eu-unit-stateless\/2022\/05\/81a25c93-11-1024x525.jpg\" alt=\"\" class=\"wp-image-46229\" srcset=\"https:\/\/www.greenpeace.org\/static\/planet4-eu-unit-stateless\/2022\/05\/81a25c93-11-1024x525.jpg 1024w, https:\/\/www.greenpeace.org\/static\/planet4-eu-unit-stateless\/2022\/05\/81a25c93-11-300x154.jpg 300w, https:\/\/www.greenpeace.org\/static\/planet4-eu-unit-stateless\/2022\/05\/81a25c93-11-768x394.jpg 768w, https:\/\/www.greenpeace.org\/static\/planet4-eu-unit-stateless\/2022\/05\/81a25c93-11-1536x788.jpg 1536w, https:\/\/www.greenpeace.org\/static\/planet4-eu-unit-stateless\/2022\/05\/81a25c93-11-510x262.jpg 510w, https:\/\/www.greenpeace.org\/static\/planet4-eu-unit-stateless\/2022\/05\/81a25c93-11.jpg 2015w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p><strong>Russian fossil gas and nuclear firms could earn billions more thanks to EU taxonomy \u2018green\u2019 label<\/strong><\/p>\n\n<p><a href=\"https:\/\/cdn.greenpeace.fr\/site\/uploads\/2022\/05\/How-Russian-Companies-Lobbied-For-the-EU-Taxonomy-To-Include-Fossil-Gas-Nuclear-Energy-1.pdf\"><strong>READ THE FULL REPORT FROM GREENPEACE FRANCE HERE <\/strong><\/a><\/p>\n\n<p><strong>Brussels, 17 May 2022<\/strong><strong> <\/strong>\u2013 Russian energy firms Gazprom, Lukoil and Rosatom used lobbying connections reminiscent of nesting Russian dolls to influence the inclusion of fossil gas and nuclear energy in the EU taxonomy of sustainable investments, according to new research by Greenpeace France.<\/p>\n\n<p>The research also found that Russia is set to be one of the main beneficiaries of the planned addition of gas and nuclear to the EU\u2019s list of sustainable investments, handing Vladimir Putin additional bargaining power over the EU and providing money to fuel the war in Ukraine.&nbsp;<\/p>\n\n<p>The research revealed that Russian energy companies have met EU commissioners and senior officials either directly or through subsidiaries and lobby groups at least 18 times since the European Commission published its action plan on sustainable finance in March 2018.&nbsp;<\/p>\n\n<p>According to the report, Russia could earn an extra \u20ac4 billion per year from a taxonomy-aligned expansion of gas capacity, totalling \u20ac32 billion by 2030, while the inclusion of nuclear energy in the taxonomy would allow Rosatom, a Russian state-owned nuclear power company with strong commercial links to the European nuclear industry, to secure a share of an estimated \u20ac500 billion of potential investment in new EU nuclear capacity.&nbsp;<\/p>\n\n<p><strong>Greenpeace EU sustainable finance campaigner Ariadna Rodrigo <\/strong>said:<em> \u201cGazprom, Rosatom and Lukoil campaigned for gas and nuclear to get the EU\u2019s sustainable label, strengthening Putin\u2019s geopolitical power and making the EU more dependent on Russian energy for decades to come. The crimes committed by Putin\u2019s army in Ukraine are a cruel reminder of how the EU\u2019s dependence on fossil gas and nuclear energy actively contributes to war and human rights violations. As the EU Commission gets ready to unveil its RePowerEU plan to break free from Russian energy dependence, rejecting gas and nuclear from the taxonomy is an obvious move that MEPs can take to show Putin that he has written Russia out of Europe\u2019s energy future.\u201d<\/em><\/p>\n\n<p>Russia currently supplies <a href=\"https:\/\/www.iea.org\/news\/how-europe-can-cut-natural-gas-imports-from-russia-significantly-within-a-year\">45% of Europe\u2019s gas<\/a> and <a href=\"https:\/\/euratom-supply.ec.europa.eu\/system\/files\/2021-10\/MJAA21001ENN_002.pdf\">20% of its enriched uranium<\/a>. Russia also provides technical maintenance services at <a href=\"https:\/\/pris.iaea.org\/pris\/\">18 Russian-designed nuclear power plants<\/a> in the EU, mostly in central and eastern Europe, and stores vast quantities of the EU\u2019s <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/45879\/french-nuclear-companies-exposed-dumping-radioactive-waste-siberia\/\">radioactive waste<\/a>, including waste produced in countries such as France, Germany and Bulgaria.&nbsp;<\/p>\n\n<p>To date, imports of Russian fossil gas, gas turbines, uranium and other nuclear services have been exempted from the sanctions imposed by the EU on Russia in response to the invasion of Ukraine. The European Commission has proposed to <a href=\"https:\/\/euobserver.com\/rule-of-law\/154885\">ban Russian firms<\/a> from hiring EU lobbying and public relations firms in the future, but this has not yet been approved by EU governments.<\/p>\n\n<p>Some of the most illustrative examples of Russian corporate lobbying detailed in the report include:<\/p>\n\n<ul class=\"wp-block-list\"><li><strong>Gazprom<\/strong> exerted influence on the taxonomy via its German subsidiary <strong>Gazprom Germania<\/strong>, which until recently operated the controversial <strong>Nord Stream 2<\/strong> pipeline project on behalf of Gazprom. Gazprom was, via subsidiaries, represented in taxonomy discussion in Brussels by lobby associations <strong>Gas Infrastructure Europe<\/strong>, <strong>GasNaturally<\/strong> and the <strong>European Clean Hydrogen Alliance<\/strong>. It is a member of the <strong>European Energy Forum<\/strong> and, again via subsidiaries, the <strong>Brussels Energy Club<\/strong>, two groups which have held events with EU decision-makers on the taxonomy behind closed doors.\u00a0<\/li><li><strong>Lukoil <\/strong>was, until March 2022, a member of <strong>BusinessEurope<\/strong>, where it occupied an influential position on BusinessEurope\u2019s Corporate Advisory and Support Group. BusinessEurope had at least eleven high-level meetings with EU officials focused solely on the taxonomy while Lukoil was a member. <strong>Lukoil<\/strong> is also still a member of <strong>FuelsEurope<\/strong>, which lists taxonomy as one of the main files it lobbies on.\u00a0<\/li><li><strong>Rosatom <\/strong>exerted influence on the taxonomy through its deep connections at all levels of the European nuclear industry, most notably with France\u2019s state-owned nuclear energy provider <strong>EDF<\/strong>,<strong> <\/strong>and via its subsidiary <strong>RAOS Project<\/strong>\u2019s joint venture with Finnish company <strong>Fennovoima<\/strong> to build the <strong>Hanhikivi 1<\/strong> nuclear power plant<strong>. <\/strong>(Fennovoima cancelled its contract with RAOS Project on 2 May 2022).\u00a0<\/li><li><strong>Rosatom<\/strong> also exerted considerable influence on the taxonomy as a board member of the <strong>World Nuclear Association<\/strong>, including as a platinum sponsor of the 2021 <strong>World Nuclear Exhibition<\/strong>,<strong> <\/strong>where the keynote speech was delivered by EU energy commissioner Kadri Simson.<\/li><\/ul>\n\n<p>Using EU transparency register data and other open sources, the report documents the three companies\u2019 use of \u2018Russian doll\u2019 lobbying techniques to influence the EU taxonomy via subsidiaries, joint ventures and industry associations.<\/p>\n\n<p><strong>Next steps<\/strong><\/p>\n\n<p>Grassroots youth climate activists from <a href=\"https:\/\/twitter.com\/fff_europe\/status\/1522986454112165890\">Fridays for Future<\/a> have called for a European \u201cDay of Action\u201d to protest against the greenwashing of fossil gas and nuclear energy on 21 May 2022.<\/p>\n\n<p>In June, the European Parliament\u2019s committees on Economic and Monetary Affairs and Environment, Public Health and Food Safety will vote on the inclusion of gas and nuclear in the EU taxonomy in a joint session. The parliament\u2019s plenary vote is scheduled for early July, where an absolute majority of MEPs can reject the Commission\u2019s plan.<\/p>\n\n<p>Greenpeace European Unit has <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/?s=taxonomy&amp;orderby=post_date\">campaigned against the greenwashing of fossil gas and nuclear energy<\/a> in the EU taxonomy since the plan was first proposed in 2019.<\/p>\n\n<p><a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/46112\/europe-goes-despot-shopping-ukraine-war\/\">Simply replacing Russian imports<\/a> of oil, gas, coal and uranium with like-for-like fuels from other states, like Saudi Arabia, the US or Azerbaijan, will only slow down Europe\u2019s energy transition and accelerate the climate and nature crisis, warned Greenpeace European Unit.
