But the changes to the EU deforestation law proposed on behalf of their group won\u2019t simplify anything: they\u2019ll only create confusion, chaos and forest destruction. The frontrunner companies that have been preparing for this law since its adoption must be furious at this last-minute fiasco, which is entirely of the EPP\u2019s making. MEPs must reject all these amendments, whose clear aim is to weaken and make a mess of the deforestation law. They must also reject the Commission\u2019s initial proposal to delay the application of the law, which needlessly opened the door to this meddling in the first place. We cannot afford delay in protecting forests in the light of the climate emergency we\u2019re facing.\u201d\u00a0<\/em><\/p>\n\n<p>The EUDR was adopted in 2022 and is meant to start to apply from 30 December this year. <a href=\"https:\/\/www.ft.com\/content\/289a2265-3e82-4a97-ada2-ffe185cd865c\">Some companies<\/a> have already invested in complying with the law, while other national and corporate vested interests have vigorously lobbied to weaken and delay it.&nbsp;<\/p>\n\n<p>On 2 October 2024, the European Commission <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/47260\/von-der-leyen-might-as-well-have-wielded-the-chainsaw-herself-greenpeace-comment-on-eudr-delay\/\">proposed<\/a> a delay in the application of the EUDR by one year. In its announcement, the Commission emphasised that the delay \u201c<em>in no way puts into question the substance or objectives of the law<\/em>\u201d, but the EPP\u2019s proposed amendments do exactly that.&nbsp;<\/p>\n\n<p>No other party in the European Parliament has proposed any amendments to the Commission\u2019s proposal, which the EPP\u2019s party colleague Commission president Ursula von der Leyen presented herself.&nbsp;<\/p>\n\n<p><strong>Making a mess&nbsp;<\/strong><\/p>\n\n<p>The EPP\u2019s amendments:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Conflict with the Commission\u2019s intention not to alter the substance of the law;\u00a0<\/li>\n\n\n\n<li>Delay the application of the law by two years, compared to the one year proposed by the Commission;\u00a0<\/li>\n\n\n\n<li>Undermine the objectives and effectiveness of the EUDR by introducing\u00a0 loopholes through the creation of a new country benchmarking category (the so-called \u201cno-risk\u201d category), despite the fact that the EUDR already has a \u201clow-risk\u201d category that covers countries with an \u201cexceptional\u201d risk of deforestation;<\/li>\n\n\n\n<li>Create unjustified discriminations between countries, opening the door to WTO challenges while at the same time calling for a stronger dialogue with WTO members to facilitate implementation and enforcement of the law;<\/li>\n\n\n\n<li>Remove obligations to ensure deforestation-free supply chains from large traders, whose inclusion in the EUDR is key to facilitating compliance and enforcement.<\/li>\n<\/ul>\n\n<p>Greenpeace and <a href=\"https:\/\/www.greenpeace.org\/eu-unit\/issues\/climate-energy\/47275\/225-global-groups-say-hands-off-the-eu-deforestation-regulation\/\">hundreds of global civil society groups<\/a> are calling on MEPs to reject the amendments, along with the entire delay proposal.&nbsp;<\/p>\n\n<p><strong>Next steps<\/strong><\/p>\n\n<p>MEPs will vote on the amendments and on the Commission\u2019s one-year delay proposal on Thursday 14 November.&nbsp;<\/p>\n\n<p>If MEPs pass any amendments to the Commission\u2019s proposal, they will need to enter into negotiations with national EU governments, who have already <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/10\/16\/eu-deforestation-law-council-agrees-to-extend-application-timeline\/\">consented at ambassadors\u2019 level<\/a> to delaying the EUDR\u2019s application by one year, but who sought no other changes to the law\u2019s substance.&nbsp;<\/p>\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European People&#8217;s Party is seeking last-minute changes that would make a mess of the EU&#8217;s deforestation law, one of the big wins from the EU Green Deal <\/p>\n","protected":false},"author":10,"featured_media":47295,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"ep_exclude_from_search":false,"p4_og_title":"","p4_og_description":"","p4_og_image":"","p4_og_image_id":"","p4_seo_canonical_url":"","p4_campaign_name":"","p4_local_project":"","p4_basket_name":"","p4_department":"","footnotes":""},"categories":[2,3],"tags":[22,28,38,27,48],"p4-page-type":[14],"class_list":["post-47294","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-climate-energy","category-nature-food","tag-climatechange","tag-forests","tag-trade","tag-food","tag-bioenergy","p4-page-type-press"],"_links":{"self":[{"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/posts\/47294","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/comments?post=47294"}],"version-history":[{"count":2,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/posts\/47294\/revisions"}],"predecessor-version":[{"id":47298,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/posts\/47294\/revisions\/47298"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/media\/47295"}],"wp:attachment":[{"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/media?parent=47294"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/categories?post=47294"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/tags?post=47294"},{"taxonomy":"p4-page-type","embeddable":true,"href":"https:\/\/www.greenpeace.org\/eu-unit\/wp-json\/wp\/v2\/p4-page-type?post=47294"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
